Alonzo F. Swift, Jr., Daniel E. Callahan, Jr. and Harry B. Butters, Selectmen of Norwood, the meeting was called to order by the Mod- erator, Francis C. Foley. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.


All the requirements of the statutes and by-laws relating to the calling of the town meeting were complied with. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blase- nak. The articles contained in the warrant, and the action thereunder being as follows:


ARTICLE 1. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring by purchase or by taking by right of eminent domain, the following described parcel of land:

Voted: That the Moderator appoint a committee of nine, such committee to to consist of a member of the Board of Selectmen, a member of the Finance Com- mission, a member of the School Committee, a member of the Planning Board and five town meeting members, to make a survey with reference to the need and location of additional school buildings, such committee to report with its recom- mendations to a town meeting to be held on or before April 16, 1953, and further voted that the sum of $500.00 be raised by taxation for the use of said Committee.


ARTICLE 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1953 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

ARTICLE 9. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, begin- ning January 1, 1954 and to issue a note or notes therefor; payable

Demsey, Selectmen of Norwood, the meeting was called to order by the Moderator, Francis C. Foley. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.

ARTICLE 1. To see if the Town will vote to appoint a committee to review the present town charter, Acts of 1914, Chapter 197, and raise and appropriate a sum of money for the use of said committee.


Voted: To so appoint. By taxation, $500.00.


ARTICLE 2. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of constructing a fence along certain areas of the Neponset River and authorize the Selectmen to take by eminent domain or accept by grant from the owners thereof such easements as may be required for such purpose.

ARTICLE 3. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of constructing bituminous con- crete sidewalks; and determine whether the money shall be provided by taxation and by borrowing under the authority of Chapter 44 of the General Laws.


Voted: On amended motion, the sum of $25,000.00 be appropriated for the purpose of constructing bituminous concrete sidewalks and to meet said appro- priation the sum of $10,000.00 shall be raised by taxation and the sum of $15,000.00 shall be transferred from Surplus Revenue.


ARTICLE 4. To see if the Town will vote to accept Chapter 624, Acts of the Legislature 1952 entitled, "An Act Relative To Increasing

ARTICLE 5. To see what sum of money the Town will vote to raise and appropriate for improvement of the parking area in the rear of the Norwood Theatre.

ARTICLE 6. To see if the Town will vote to raise and appro- priate a sum of money to provide compensation for certain public works department, light department and cemetery department employees in order to enable the establishment of a 40 hour week in said departments, said sum to be in addition to the regular appropriation for said depart- ments.

ARTICLE 7. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of providing special compen- sation adjustment for the year 1953 for all full time officers and employees of the Town excluding School Teachers and members of the Police Department and Fire Department.

ARTICLE 8. To see what sum of money the Town will vote to raise by taxation or by transfer from available funds and appropriate for the purpose of meeting expenditures authorized by Section 15 of the Acts of 1950, Chapter 639 entitled "An Act to Provide for the Safety of the Commonwealth During the Existence of An Emergency Resulting from Disaster or from Hostile Action" or take any other action in the matter.
