To Lorenzo E. Brooks, or either of the Constables of the Town of Lincoln, in said County, GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the Inhab- itants of the Town of Lincoln, duly qualified to vote in town affairs, to assemble at the hall over Mr. Chapin's store, on Monday, March seventh, next, at one o'clock P. M., to act on the following articles, viz :
ARTICLE 1. To choose a Moderator to preside at said meeting.
ART. 2. To hear reports of Town Officers, and Committees, and Commissioners, and enact anything in relation to said reports the Town shall think proper.
ART. 3. To choose all necessary Town Officers, Committees, Commissioners and Trustees.
ART. 4. To consider the Jury List as prepared by the Selectmen for revision and acceptance, and enact anything in relation thereto.
ART. 5. To determine the manner of repairing the Highways and Bridges of the Town the ensuing year.
ART. 6. To appropriate money for all necessary purposes of the town, including the Sinking Fund,

Bridging over Fitchburg Railroad, Villiage Improve- ments, etc., and enact anything in relation to the matter.
ART. 7. To give in their votes by ballot in answer to the question : "Shall licenses be granted for the sale of intoxicating liquors in this Town ?"
The check list shall be used, as provided by Section 5, Chapter 100 of the Public Statutes.
ART. 8. To determine the manner of collecting taxes, also the Compensation of the Collector for the ensuing year; and to see whether the Town will authorize the Collector to use all means of collecting taxes which a Town Treasurer, when appointed collector may use.
ART. 9. To see if the Town will authorize their Treasurer, under the direction of the Selectmen, to borrow money in anticipation of taxes, or any other purpose, if necessary.
ART. 10. To see if the Town will continue its vote as heretofore, in relation to the use of a Hearse, or enact anything in relation to the same.
ART. 11. To see if the Town will put a watering trough and drinking pipe at the corner of the road, near the house of Mr. Farnsworth.
ART. 12. To see if the town will employ a suitable person to act as janitor of its Public Buildings, and have the care of the Public Grounds in or near the Centre of the Town, or enact anything in relation to the matter.
ART. 13. To see if the Town will withdraw from the District Superintendency.

ART. 14. To take any action the Town shall think proper in relation to the Tombs near the Town House.
ART. 15. To see if the Town will put a new watering trough in place of the one near Edwin Bemis' Corner, or take any action thereon.
ART. 16. To take any action the Town shall think proper in relation to the method of calling Town Meetings.
ART. 17. To take any action the Town shall think proper in relation to the rent of halls in the New Town House.
ART. 18. To see if the Town will cause the Old Chestnut Tree to be removed from the Common.
And you are directed to serve this Warrant by posting an attested copy thereof at each of the Post Offices and the Meeting House of the First Parish eight days, at least, before the time of Meeting, and making seasonable return hereof, with your doings thereon, to the Town Clerk. Hereof fail not.

SELECTMEN'S REPORT,
To the Inhabitants of Lincoln :
The orders of the Selectmen appear unusually large the present year, various things entering in to bring about such a result, par- ticularly the new Town House and the abatement of taxes, neither of which affect the finances of the town to any great extent, the funds to build the former being largely given, and the latter being largely the correction of errors in the Assessors' department. It will be observed that the school department, the highway depart- ment and the miscellaneous department, have each largely over- drawn the appropriations made for each during the year. In the miscellaneous department the following large items will not be likely to occur another year :-

EXCHANGE OF DEEDS.
The matter of exchange of deeds with Mr. Ogden Codman of certain land near the South Schoolhouse, remains the same as in the last report of the Selectmen to the town, Mr. Codman not having responded to our invitation to have them exchanged.
LAW SUIT.
The suit against the town for five thousand dollars damages for injuries on Page's road, so-called, is still pending, Samuel Hoar, Esq., having been engaged to defend the town.

WATER DEBT.
The water debt of the town becomes due December 1st, 1894, ($30,000.00). According to the report of the Sinking Fund Commissioners, one year ago, there still remains about $21,000.00 to be raised to cancel the debt. In view of the near approach of the day of payment of the debt, and the fact that a large amount of property upon which taxes are levied at the present time, will depart after another year, the Selectmen recommend that the town raise by taxation a considerable amount the present year towards the payment of the debt, and would call the attention of the citi- zens of the town to the provisions of Chapter 29, of the Public Statutes of Massachusetts, particularly to the raising and main- taining of Sinking Funds for the payment of debts.
GRADE CROSSINGS.
There is a probability that the two grade crossings at the Fitchburg railroad, known as Haynes' and Gray's crossings, may be united and a bridge built over the railroad, over which the public will travel. The engineer of the Fitchburg railroad has made surveys and estimates the entire cost at fifteen thousand dollars, ten per cent., or probably fifteen hundred dollars would have to be paid by the town of Lincoln, and the surface of the bridge and its approaches would have to be maintained by the town thereafter.
NEW TOWN HOUSE.
With increased accommodations in the new Town House will come increased expenses. It is the opinion of this Board that the Town House should be kept warm through the entire cold weather. We need a man for janitor for our public buildings in the centre of the town, and to have the care of our public grounds who has no other business and will give his whole attention to the same. We believe it will be economy for the town and a source of comfort to all concerned.

Report of the Overseers of the Poor.
The number of paupers maintained by the town of Lincoln, at the time of writing is (four) the same as last year.
Sarah C. Hartwell, being considered harmlessly insane was permitted to be removed from the Worcester Insane Asylum, and placed to board in a private family, the expense to the town being the same as at the Asylum. On March 24, she was placed to board with Mrs. C. W. Braithwaite at Southville, Mass.
Patrick Kenna remains at Worcester Lunatic Hospital.
Mary A. Souza was permitted to be removed from Worcester Lunatic Hospital by Mr. Souza, and has not been an expense to the town since October 13, last.
Jeremiah Burnett was sent to Worcester Hospital September 2, last, and his board has since been paid by the town.
John McGrath is still cared for by our townsman Mr. Daniel H. Sherman. For further particulars in relation to paupers we will refer to the expense account.
Military Aid (Chap. 279, Acts of 1889) is still continued to Thomas Lynagh of eight dollars per month, one-half of which will be returned by the State.
State Aid (Chap. 301 Acts of 1889) is being paid to Mrs. Alice Wilkinson to the amount of four dollars per month, all of which will be returned by the State.

Assessors' Report.
The Assessors respectfully submit the following report :
As regards the tax assessed on the estate of the late George F. Bemis on Dec. 20, 1890, which was somewhat complicated by a questionable assessment and an illegal abatement, we have em- ployed counsel as directed by the Town by a vote passed at the last March meeting. We secured the services of Judge John Lowell, also E. I. Smith who had strenuously urged the assess- ment of the tax in question.
A hearing of the case was had at which the Executor was exam- ined under oath and the evidence taken down by a stenographer. The case was then left in Judge Lowell's hands. He advised the abatement of $2,431.61, or about two-thirds of the whole tax assessed on the above date, which abatement was made.
It seemed to your Assessors that the Corporation and Bank Tax received from the State was not as large as it should be, and we were led to examine carefully the records at the State House to discover, if possible, some additional income for the Town. We found several hundred dollars of tax which the Town should have had the benefit of for several years, but which it failed to secure through the oversight presumably of a former Board of Assessors. It is a matter for deep regret that a sum sufficient to pay nearly one-eighth of the Town's indebtedness, which has gone to enrich other municipalities, should have been so carelessly lost.
