At present the primary schools are singing from the 1st series of charts. The grammar grades are reading in the new 1st Reader, Part II, and are able to sing exercises and songs in two parts, soprano and alto. The High School is using the 2nd Reader, singing both two and three-part exer- cises. They are also, in addition to this, studying some songs for the graduation from the Academy song book.


The general spirit of the pupils toward music is good, and much of the diffidence which was shown a year ago has passed away, and in time will become a thing of the past.


In closing this report let me thank you and the committee for your cordial support and encouragement, also the regular teachers who have faithfully carried out the work as I have planned for them.

To Lorenzo E. Brooks, or either of the Constables of the Town of Lincoln, in said County:


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Lincoln, duly qualified to vote in Town affairs, to assemble at Bemis Hall, on Monday, March seventh, next, at one o'clock P. M., to act on the following articles, viz. :


ARTICLE 1. To choose a Moderator.


ART. 2. To hear, and act upon Reports of Town Officers, Committees, Commissioners and Trustees.


ART. 3. To choose all necessary Town Officers, Committees, Commissioners and Trustees.


ART. 4. To act upon the jury list presented by the Selectmen.


ART. 5. To appropriate money for necessary and expedient purposes of' the Town, and enact anything in relation thereto.

ART. 6. To give in their votes by ballot in answer to the question : "Shall licenses be granted for the sale of intoxicating liquors in this town ?" The check list shall be used, as provided by Section 5, Chapter 100, of the Public Statutes.


ART. 7. To determine the manner of collecting taxes the ensuing year.


ART. 8. To determine the compensation of the Col- lector of taxes the ensuing year.


ART. 9. To see if the Town will authorize its Treas- urer, under the direction of the Selectmen, to borrow money in anticipation of taxes of the current year, and to be paid therefrom.


ART. 10. To see if the Town will choose a commit- tee on claims under the provision of Section 3 of Article 6, of the By-Laws.


ART. 11. To see if the Town will cause the Town House to be painted, and other repairs to be made, and appropriate money for the same.


ART. 12. To see if the Town will erect a tablet to designate the place where Paul Revere was captured by the British spies, when on his journey to Concord on the night of April eighteenth, 1775, and appropriate money for the same, or take any other action thereon.


ART. 13. To see if the Town will re-appropriate the whole or any part of sums appropriated during the last year and not expended for the purpose of building a new Pumping Station, procuring new machinery and laying a new pumping main from the pond to the res-

ervoir for the purposes mentioned in Chapter 188 of the Acts of 1872 ; or will appropriate any further sums for the said purposes; and will borrow any money for the said purposes and authorize the issue of any bonds, notes or scrip for such indebtedness under the provis- ions of Chapter 341 of the Acts of the year 1897, to an amount not exceeding altogether $12,000, including the loans authorized by the votes of the Town for the said purpose May 27, 1897, or take any further action in relation to the matter.


ART. 14. To see if the Town will designate a site for the new Pumping Station, or take any action in relation to the matter.


ART. 15. To see if the Town will accept the pro- visions of Chapter 370 of the Acts of the year 1891, and all other Acts which may become necessary in order to make said Act operative.


ART. 16. To see if the Town will authorize the Selectmen to sell the North School House at public or private sale.


ART. 17. To see if the Town will revoke its accept- ance of any act in relation to the highways, and accept any other act, or buy teams, or take any other action, in regard to the method of repairing the highways.


ART. 18. To take what action the Town shall think proper in relation to a claim of Lewis E. Smith for damage on account of road from the late H. C. Chapin's to Mrs. Campbell's, passing through his land.


ART. 19. To see if the Town will vote to settle the claims of George G. Tarbell and Helen V. V. Warren

against the Town for the taking of lands belonging to said Tarbell and Warren respectively, on the easterly side of Sandy Pond, by the Water Commissioners on March 10th, 1896, or any other taking by the Water Commissioners, or by the Town, by the payment of money or by the abandonment or release of any or all of the rights and easements acquired by the Town by virtue of any such taking, or both, and will authorize or direct the Selectmen and Water Commissioners to execute and deliver to said Tarbell and Warren all such instruments in writing as may be necessary or proper to effect such abandonment or release.


ART. 20. To see if the town will lay a water pipe from the stone watering trough to Miner's Corner, or if the town will bear any expense in laying a new pipe to the house of Ogden Codman, and make provisions for the payment of the same.


ART. 21. To see if the town will instruct its Repre- sentative in the General Court, to oppose the scheme known as a " Greater Boston " County, or any other legislation which shall tend to dismember Middlesex County, or disrupt its time-honored institutions.

ART. 6. To give in their votes by ballot in answer to the ques- tion, "Shall licenses be granted for the sale of intoxicating liquors in this town?" The check list shall be used, as provided by Section 5, Chapter 100, of the Public Statutes. Voted, Yes, 11; No, 33.

ART. 7. To determine the manner of collecting taxes the ensuing year.


Voted, That the taxes be collected in the same way and manner as last year ; and that the Town authorize the Collector to use all means of collecting taxes which a town treasurer when appointed collector may use.


ART. 8. To determine the compensation of the Collector of Taxes the ensuing year.


Voted, That the compensation of the Collector be 12 cents on the dollar.


ART. 9. To see if the Town will authorize the committee chosen by the Town at a former meeting to contract for and build a portion of the State Road, to contract with the State Highway Commissioners to build the remainder of the State Highway in this Town.


Voted, That the Town does authorize said Committee to con- tract with the State Highway Commissioners to build the remainder of the State Highway in this Town.


ART. 10. To see if the Town will authorize its Treasurer, under the direction of the Selectmen to borrow money in antici- pation of taxes of the current year, and to be paid therefrom.


Voted, That the Treasurer be and is hereby authorized and directed with the approval of the Selectmen to borrow temporarily, in anticipation of the taxes of the present municipal year, such sums of money as may be from time to time required, and to give the negotiable note or notes of the Town for money so borrowed, and that all such temporary loans shall be paid from the said taxes.


ART. 11. To see if the Town will make any provision by the choice or appointment of a Committee on Claims or otherwise, for the defense or compromise of suits, claims and demands against the Town and for the prosecution or compromise of such proceedings as may be necessary for the protection of the rights of the Town, or take any other action in relation thereto.


Voted, That a committee of three persons to be chosen by the Town, shall constitute a Committee on Claims, whose powers and duties shall be as follows : To consider all disputed claims and demands of whatever kind, which shall be presented to the Town,

and to compromise or defend the same before any tribunal ; to. bring, in the name of the Town, such suits at law or equity, or institute such other proceedings before any tribunal, as may in their judgment, be necessary and proper to protect the interests and property of the Town, and to compromise any such suit or other proceeding ; to take necessary and proper measures for the collection and preservation of evidence relating to any controversy in which the Town is, or may be a party ; to represent the Town before the Legislature of the Commonwealth in matters affecting the interests of the Town; to employ counsel to appear in the name and behalf of the Town for any of the aforesaid objects ; to have charge of the expenditures of any appropriation made for such objects, unless otherwise specifically provided for ; and in all matters, so far as practicable, to act in connection with the par- ticular board or committee affected thereby.


ART. 12. To see if the Town will accept the provisions of Chapter 78 of the Acts of 1893, in relation to the extermination of insect pests within the limits of the highways.

ART. 13. To see if the Town will elect a Tree Warden, under the provisions of Chapter 190 of the Acts of 1896.

ART. 14. To see if the Town will appropriate money to be used for the setting out of trees within the limits of the highways, or for the extermination of insect pests within such limits.

ART. 15. To see if the Town will repair the Town House, and substitute some other material in place of the crumbly light- colored brick, and appropriate money therefor, or take any other action in the matter.

ART. 16. To see if the Town will authorize the Water Com- missioners to build a new Pumping Station, procure new machin- ery and lay a new pumping main from the pond to the reservoir, for the purposes mentioned in Chapter 188 of the Acts of 1872.


Voted, (Yes, 70; No, 17;) That the Water Commissioners be and the same are hereby authorized to procure plans and specifi-

cations for the construction of a new Pumping Station upon the land taken for water purposes near the shores of Sandy Pond in March, 1876, and March 1896, and to contract or otherwise pro- vide for the building of the same ; to procure such new machinery and appliances as may be necessary and proper for pumping water from Sandy Pond to the reservoir, and to contract for and pur- chase such machinery and appliances, to lay a new pumping main from the pond to the reservoir, and to contract or otherwise to provide for the construction of the same, and to perform the whole or any part of the work hereby authorized at their discre- tion, all of said work being for the purposes mentioned in Chapter 188 of the Acts of the year 1872, and to be done under and according to the provisions of the said Chapter, provided that the sum paid, or contracted to be paid under this vote, shall not exceed for all the purposes herein mentioned altogether, the sum of ten thousand dollars.


ART. 17. To see if the Town will appropriate any money or make any other provision by borrowing or otherwise, for the settlement of claims occasioned by any takings of land by the Water Commissioners, under Chapter 188 of the Acts of 1872.


Voted, To appropriate $1,000 for this purpose.

To see if the Town, for the purposes mentioned in Articles 16 and 17, or in either or both of the said Articles, will borrow any money and authorize the issue of any notes, bonds or script for such indebtedness under the provisions of Chapter 188 of the Acts of 1872, to an amount not exceeding altogether $10,000, payable at a period not exceeding thirty years from the date thereof, with interest payable semi-annually at a rate not exceed- ing six per cent. per annum, or will make any appropriations of money for any or all of the said purposes, or take any other action in relation thereto.


Voted, That for the purpose of defraying the expense of con- structing the new pumping station, procuring new machinery and appliances therefor and laying a new pumping main from Sandy Pond to the reservoir for the purposes mentioned in Chapter 188 of the Acts of the year 1872, the sum of ten thousand dollars be and the same hereby is appropriated ; and the Treasurer of the Town is hereby authorized to issue from time to time for the pur- pose of borrowing the whole or any part of the said sum of ten

thousand dollars for the purposes before mentioned, the bonds of the town in denominations of not less than five hundred dollars each to be signed by him and countersigned by the Chairman of the Selectmen and to be denominated upon their face " Lincoln Water Loan," to an amount not exceeding altogether ten thousand dollars, payable at periods not exceeding thirty years from the date thereof respectively, with interest payable semi-annually at a rate not exceeding six per centum per annum ; and the Treasurer may sell the said bonds at his discretion at public or private sale, and shall conform in all respects to the provisions of Chapter 188 of the Acts of 1872, relating to the issue of such bonds.


ART. 19. To see if the Town will accept a gift of land from William S. Briggs and build a road thereon, the same to be an extension of the road past Michael Kennedy's and the Spencer farm to Lincoln street, so called, and appropriate money therefor, and discontinue the present road from the East schoolhouse towards Lincoln Centre to junction with said Lincoln street.


Voted, That the Town accept with thanks the gift of a suitable lot of land from William S. Briggs and Laura F. Briggs for the purpose set forth in Art. 19, and instruct the Selectmen to lay out a road thereon, and report their doings at the next town meeting, and that the road from the East quarter schoolhouse towards Lincoln Centre to its junction with Lincoln street (so called) be now discontinued.


ART. 20. To see if the Town will widen the road at the west end of the three-cornered cemetery or take any action in relation to the same.

ART. 21. To see if the Town will construct aud maintain a sidewalk from the centre of the Town to the depot of the Fitch- burg Railway.

Art. 22. To see if the Town will place street lights upon the road between the centre of the Town and the depot of the Fitchburg Railway.


Voted, That the Selectmen cause suitable lights to be placed upon the road between the iron watering trough and the Fitchburg railroad station.
