WARRANT.
COMMONWEALTH OF MASSACHUSETTS.
MIDDLESEX, SS.
To Lorenzo E. Brooks, or either of the Constables of the Town of Lincoln, in said County, GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the Inhab- itants of the town of Lincoln, duly qualified to vote in town affairs, to assemble at the Town Hall, on Monday, March fourth, next, at one o'clock P. M., to act on the following articles, viz .:
ARTICLE 1. To choose a Moderator to preside at said meeting.
ART. 2. To hear the reports of Town Officers, and all other persons whose duty or privilege it is to make reports at this meeting, and enact anything in relation to said reports the Town shall think proper.
ART. 3. To choose all necessary Town Officers, Committees, Commissioners and Trustees.
ART. 4. To enact anything in relation to the Jury List prepared by the Selectmen.
ART. 5. To see if the Town will revoke its accept- ance of the provisions of the acts of the year 1889, Chapter 98, and accept the provisions of Sections 74, 75, 76 and 77, of Chapter 27 of the Public Statutes of Massachusetts, and choose Three Road Commissioners, one for one year, one for two years and one for three years, or take any action in the matter the Town shall think proper.

ART. 6. To appropriate money for all necessary and expedient purposes of the Town, and enact any- thing in relation thereto.
ART. 7. To give in their votes by ballot in answer to the question: "Shall licenses be granted for the sale of intoxicating liquors in this Town ?"
The check list shall be used, as provided by Section 5, Chapter 100 of the Public Statutes.
ART. 8. To determine the manner of collecting taxes, also the compensation of the Collector for the ensuing year.
ART. 9. To see if the Town will authorize their Treasurer, under the direction of the Selectmen, to borrow money in anticipation of taxes of the current year, and to be paid therefrom.
ART. 10. To see if the Town will cause, by its vote, all appropriations, hereafter made by said Town, in excess of one thousand dollars, to be made at the annual Town Meeting in March or April.
ART. 11. To see if the Town will enlarge the Cen- tre School-house, borrow and appropriate money for the same, and appoint a Building Committee to take charge of the work, and see that it is done before the first of September, 1895, as recommended in the report of the School Committee.
ART. 12. To see if the Town will provide land for a suitable Play Ground, for the pupils of the Centre School.
ART. 13. To see if the Town will purchase and own teams, for use upon the roads, and other Town work, or enact anything in reference thereto.
ART. 14. To see if the Town will appoint a Com- mittee, to give names to all the Public Roads in Town,

and section and number each section, with a designating number, for reference.
ART. 15. To see if the Town will authorize the Selectmen to erect a fence on the land of any abutter upon the new road to South Lincoln lately laid out by the County Commissioners, provided such abutter shall release the Town from all claims for damages, awarded by the Commissioners, or other damages, and to act thereon and appropriate money therefor.
ART. 16. " To see if the Town will appropriate a sum sufficient to place a marker of the Society of the Sons of the American Revolution at the grave of each revolutionary soldier or sailor buried in this Town, the expense not to exceed one dollar each."
ART. 17. To see if the Town will choose a Com- mittee to erect a · monument with suitable inscription thereon; to designate the place where Paul Revere was captured on his memorable ride to Concord to warn the inhabitants of the movement of the British Reg- ulars on the night of April 18th, 1775, and any other spot of sufficient historic interest, and appropriate money therefor, or take any action thereon.
ART. 18. To see if the Town will extend the Water Pipes down the Tower Road as far as Joseph Under- wood's, or take any action in relation to the matter, and provide money to pay for the same.
ART. 19. To see if the Town will cause the road from Mrs. Campbell's to the corner at Charles P. Farnsworth's to be widened and straightened, or take any action in relation thereto ; and provide money to pay for the same.
ART. 20. To see if the Town will erect and main- tain street lights from the centre of the Town to Farns-

worth's Corner, or enact anything in relation thereto ; and provide money to pay for the same.
ART. 21. To see if the Town will authorize the Committee chosen to contract with the Massachusetts Highway Commissioners to build a State Road, to buy a Stone Crusher, Road Roller, and other machinery necessary for the construction of said state road, and appropriate money therefor, or take any action in the matter.
ART. 22. To see if the Town will change its method of warning special Town Meetings as passed at the annual meeting of 1893.
ART. 23. To see if the Town will appropriate money for an evening school this year, or take any other action relating thereto.
ART. 24. To see if the Town will take any action in relation to building a new School House near the Centre of the Town.
ART. 25. To see if the Town will authorize the Treasurer to issue Notes or Bonds of the Town to pay temporary notes and further expense· on extending water pipes.
ART. 26. To see if the Town will give to the Trustees of the Public Library the custody and man- agement of all funds heretofore or hereafter received by, or donated to, the Town for library purposes, or take any action in relation thereto.
ART. 27. To see if the Town will settle the claim of Dr. Henry C. Chapin for damages occasioned by lay- ing out the new road between his house and that of Mrs. E. L. Campbell, or will appropriate any money for such settlement, or take any other action in relation thereto.

ART. 28. To see whether the Town will appropri- ate any money to the Sinking Fund or take any other action in relation thereto.
ART. 29. To see if the Town will authorize prose- cutions for evasion of taxation under Sections 26 to 29 inclusive, of Chapter 11 of the Public Statutes, or take any action in reference thereto.
ART. 30. To see what action the Town will take with reference to pending legislation proposed by the City of Cambridge, for the purpose of granting to said City the right to take, hold, discontinue, change, alter the grade of, and construct such ways, streets, county roads and highways included in, adjoining or abutting any land now taken, or which may hereafter be taken, by said City, within the Town of Lincoln, for purposes of Water Supply.
ART. 31. To see if the Town will appropriate any money, to be added to the amount already subscribed, to erect a Monument to the late James H. Farrar, or take any action in relation thereto.
And you are directed to serve this Warrant by post- ing an attested copy thereof, at the Town House, at each of the Post Offices, and in the vestibule of the Meeting House of the First Parish, eight days, at least, before the time of the Meeting, and making seasonable return thereof, with your doings thereon, to the Town Clerk. Hereof fail not.

SELECTMEN'S REPORT.
A statement of the receipts and expenditures of the Town of Lincoln for the year ending February 1, 1895, is herewith submitted, together with a statement of the debts of the town, an examination of which together with the Treasurer's report and the report of unpaid taxes, should show you our present financial condition. The condition of the guide- boards in the town is substantially the same as last year.

Report of the Overseers of the Poor.
Five persons have been supported by the town the entire year, which together with the tramps have cost the town $1,027.86. Temporary aid has been given to several per- sons, amounting to $166.31.
An expense of $70.15 was incurred by the burial of three bodies. Most of the temporary aid and extra expense will be reimbursed to the town. A statement in detail will be found in the financial part of this report.
