INVESTMENT OF FUNDS.


The Codman Fund of $1,000 is invested in five shares of Boston & Albany Railroad. The Periodical Fund of $100 is in the Mid- dlesex Institution for Savings at Concord. For investment of the Tarbell and Russell legacies, we refer to the Treasurer's report of Trust Funds.

TOWN OF LINCOLN,


FOR THE


SCHOOL YEAR 1895-96.


Report of the School Committee of the Town of Lincoln.


In compliance with the requirements of a statute of the Commonwealth, Chap. 46, sec. 8, the School Committee of the town of Lincoln present the following report ; also, the report of the Superintendent, upon the condition of the public schools of the town, and their action relative thereto, for the year 1895.


The membership of the Board has remained unchanged through the year. Mr. McKenney is still serving us as Superintendent. Fortunately the High School has not been disturbed within the year, by a change of teachers. Mr. Richards, who was engaged as teacher near the close of the last year, is still with us and doing good work. Early in the year, it being his first experience in teaching, and being unacquainted with the school and its requirements, his was the common lot of all new teachers, his critics, both in school and out of it, were looking sharply after him. He very soon comprehended the situation however, and the Commit- tee was so fully assured of his ability and usefulness, that his re-election in June was unanimous.


The condition of the school has greatly improved within the last year ; a more thorough and rational understanding of the various studies pursued, has been insisted upon ; the pupils are much more studious and are doing much better work, seeming to realize the true answer to the question, " What are we here for ?"


The grade of this school has been maintained upon the High School basis, admitting none but such as were found qualified upon examination to take advantage of the studies there pursued.

There were graduated from this school in June, four pupils, viz. : Misses Irene A. Ehlert, Mary E. Cook and Mary E. Dougherty, and Mr. Edwin Bent. Five were admitted in the autumn from the lower schools, and seven who attended in the early part of the year did not continue in the autumn ; so that the whole number enrolled in the last term was but twenty, being now reduced to eighteen.


This is but a very small percentage of the whole number of pupils in our schools, and indicates a lack of appreciation of the privileges here offered. The cost per capita is very large, because of the small number, being about seventy-five dol ars each per annum.


Some towns in this Commonwealth send their graduates from the Grammar Schools, to a High School in an adjoining town for the greater advantage which may there be afforded. We would offer this suggestion for the consideration of our citizens, as the cost per capita in our adjoining town of Con- cord is quoted at forty-two dollars per annum.


The adoption of such a plan by this town would give us the extra room heretofore asked for at the Center School- house, enable us to combine the North School with the Center School, and grade the same; thus disposing of the whole question of enlargement, or moving of the Center building. The saving in interest, on the cost of moving and enlarging the Center building, added to the present cost of our High School, and the saving of the teacher's salary at the North School, would in the aggregate exceed the cost of sending our High School pupils to a school out of this town. Our schools should be so organized as to give to every pupil the largest equivalent for the time spent in school, as they are now arranged we cannot do this.


The above proposition will doubtless strike many as revo- lutionary in the extreme, yet many towns in this State do what is here proposed. The town of Revere sends one hun- dred pupils to the High School in Chelsea, at a cost of $65 per capita per annum. The town of Dracut send their pupils to Lowell at a cost of $60 per capita per annum. The town

of Tewksbury is aiming to do likewise. Berlin sends hers to Northboro, Raynham to North Easton ; towns adjoining Fall River send their children there.


Why do they so? We apprehend they realize the great advantage of the best possible education for their children, who will soon emerge from school to enter the great world of competition ; they wisely desire that they may be fully equipped for the contest. A great advantage would result to our entire school organization from this step, from the School Committee down. The teachers in our lower schools would feel bound to qualify their pupils for the High Schools in our adjoining towns, which confessedly they do not now. All would feel an increased responsibility if their work was to be probated by others.


CENTER SCHOOL.


As no agreement of the Committee appointed by the town was possible in the matter of enlargement of, or re-location of the Center School-house, there has been no change in the school. It is in the same unsatisfactory condition, and for the same reasons as stated last year. The estimated loss to the pupils in such mixed schools is twenty-five per cent., or one year in four, or two years of the eight spent in the lower schools. Two years of that most impressionable age lost forever. Who is responsible for it ?
