HELD: WEDNESDAY, MARCH 6, 1963

Pursuant to the Warrant dated January 28, 1963, signed by Frank S. Tarr, George K. Lewis and Thomas Francis Linnehan, Selectmen, served and return of service given by Ernest H. Damon, Constable, the inhabitants of the Town of Wayland, qualified to vote in Town Meet- ing, met this day; and at 7:45 P. M. the Moderator called the meeting to order, declared a quorum to be present, and the meeting proceeded to transact the following business:
At the request of the Moderator, and upon a Motion, duly seconded, of Mr. Robert M. Morgan, it was
VOTED: Unanimously: To permit the Moderator to omit reading the Articles.
Upon Motion of Mr. Morgan, duly seconded, it was
VOTED: Unanimously: That consideration of Articles 1 and 2 be deferred until the meeting has acted upon and disposed of Articles 3 through 20.
Article 3. To see if the Town will vote to further amend the Town By-Law establishing the Wage and Salary Classification Plan, as am- ended, in any of the following respects:
(a) Amend Article II, Section 1 of said Plan by changing any of the salary and wage rates specified in said section.
Amend Article II, Section 1 of said plan by adding the new position classifications of (1) Assistant Highway Superintendent and (2) Town Engineer, or any other new position classification (with salary or wage rates therefor), deleting any position classifications, or chang- ing the designation or description of any position classifications.
(b) Amend Article VI, Section 1 to read as follows: "An hourly rated employee (other than a police or fire department call man) re- quired to work between 7 P. M. and 7 A. M. or between 6 P. M. Sat- urday and 7 A. M. Monday, or between 7 A. M. and 7 P. M. on any regularly listed holiday, because of an emergency outside his regular working hours, shall be paid time and one-half for emergency over- time".

(c) Amend Article V -- B, Section 2 to read as follows: "Full time Police Department personnel assigned to duty on a holiday shall receive straight time pay for the hours actually worked in addition to other regular pay".
(d) Amend Article V -- C, entitled "Sick Leave", as follows: (i) By striking out from Section 2, the sentence "The maximum accumulation shall be 90 days".
(ii) By adding at the end of Section 2, the sentence "Em- ployees who are absent on sick leave may be visited by a member of the Town Health Department at the discretion of the appropriate supervisor".
(iii) By striking out all of Section 3, reading as follows: "After three consecutive weeks' absence sick leave shall be paid at 80 per cent of the employee's regu- lar pay".
(e) By striking out all of Article III, and changing the number- ing of the present Article III -- A" to "Article III" and striking out from Article V, Section 1 the following sentence: "In putting the Plan into effect under Article III present Town employees will be given credit for prior years of service in their present positions".
or take any action relative to any of the foregoing proposed amend- ments.
Duly seconded, Mr. Warren T. Cronin offered the following
MOTION: That Article II, Section 1, of the Town By-Laws estab- lishing a Wage and Salary Classification Plan established March 3, 1954, as heretofore amended, be further amended by increasing by ten (10) per cent the annual salary rates for each of the Police Chief, Fire Chief, and Highway Superintendent, and by increasing by six (6) per cent every other annual and monthly salary rate (but excluding any salary rates for new positions that may be adopted by vote of this meeting), and by increasing each hourly wage rate by six (6) per cent with fractions of a cent leveled off to the nearest cent above, all such increases to be effective from January 1, 1963.
Upon Motion of Mr. Fern A. Taylor, duly seconded,
To add the Water Superintendent to the list of those proposed to receive the 10 per cent raise, it was

This vote having been doubted, there was a Standing, non-counted vote, which was again: In the negative.

MOTION: That Article II, Section 1, of the Town By- Law establish- ing a Wage and Salary Classification Plan established March 3, 1954, as heretofore amended, be further amended as follows:

Upon Mr. Taylor's Motion, it was VOTED: In the negative.
Upon the Main Motion of Mr. Cronin, it was VOTED: In favor.
Upon Motion, duly seconded, of Mr. Cronin, it was
VOTED: That the Town By-Law establishing a Wage and Salary Classification Plan established March 3, 1954, as heretofore amend- ed, be further amended as follows:

VOTED: That the Town By-Law establishing a Wage and Salary Classification Plan established March 3, 1954, as heretofore amended, be further amended by striking out all of Article III and changing the numbering of the present "Article III-A" to "Article III" and striking out from Article V, Section 1 the following sentence: "In putting the Plan into effect under Article III present Town employees will be given credit for prior years of service in their present positions. "
Article 4, To grant money for necessary Town purposes.

Duly seconded, Mr. Morgan offered the following
MOTION: That the report of the Finance Committee be accepted and its recommendations be adopted; that $3, 042, 526. 17 with the ad- dition of $5, 000 for Snow Removal and no subtractions be granted, ap- propriated and assessed for the several purposes designated, making a total budget of $3, 047, 526. 17 and that the same be expended only for the purposes shown under the respective boards, committees and officers of the Town; and that
* All employees in the Town Office Building, other than elected of- ficials and those of the Police and Fire Departments, come under the supervision of the Executive Secretary and that he be charged with the operation of both Town Office Buildings and their equipment;
The operation of the dump be under the supervision of the Highway Department;
The money from Dog Taxes be allocated in its entirety to the Lib- rary;
The Senior Public Health Nurse, Public Health Nurses #II, and Nursing Assistants be under the supervision of the Board of Health;
The funds provided for under Fire Department, Call Men -- Night Duty, be used only under the following conditions: $500. 00 annually to Call Men who serve on the night shift, 6:00 P. M. to 7:00 A. M. fifty nights a year. This is done with a view to maintaining the number of men in the call department; **
(The maker of the Motion, Mr. Morgan, omitted the detail between * and ** above, since it followed exactly the recommendations in the Finance Committee's Report on p. 34, accompanying the Warrant for this Meeting, by unanimous consent of the Meeting).
The appropriation under Highway Department for "Heavy Equipment -Special Account", Fire Department for "Purchase - Major Equip- ment", and Conservation Commission for "Conservation Fund" be maintained as funds against future purchases and not be expended with- out further direct vote of the Town;
*** The gifts to the Library, acceptance of which is provided for under Article 12, be made available for expenditures along with other amount appropriated by the Town under the budget for the general expenses of the Library;
The Town Collector continue to act as Collector for the Water De- partment, that he be directed to charge fees for demands on overdue water bills and that the sums so collected be credited by the Collector to the Water Department, and that all fees and penalties be turned over

to the Town as Town Income;
The appropriation for "Hydrant Rental" of $10, 000 for the Water Department, granted in the budget, be transferred to " Water Avail- able Surplus";
The office of the Town Clerk be retained on a salary basis and that all fees from whatever source derived be turned over to the Town as Town Income;
The Assessor's Valuation Book printed in '61 continue to be made available, one to a taxpayer, upon his request and calling for it at the Town Office Building;

In addition to the sum of $1, 500 included in the budget to meet the Town's share of "Chapter 90 - Maintenance" and $6, 700 to meet the Town's share of "Chapter 90 - New Construction", the sum of $3, 000 for "Chapter 90 - Maintenance" and $20, 100 for "Chapter 90 - New Construction" be transferred from "Unappropriated Available Funds" in the Treasury to meet the County's and State's share of the cost of the work, the reimbursement from the County and State to be restored upon their receipt to "Unappropriated Available Funds" in the Treasury;
The Town Engineer be appointed by the Selectmen, after consulta- tion with representatives of the Road Commissioners, Planning Board and Board of Assessors, and be under the supervision of the Select- men; and that after appointment of a Town Engineer all amounts ap- propriated for engineering be applied for salary and expenses of the Town Engineer except to such extent as they may be needed to pay obligations incurred before such appointment.
The Moderator invited a perusal of the Finance Committee Budget at this point and offered an opportunity to questions and comments, as well as Motions of Amendment to various parts of the Budget, which were as follows:
Upon a Motion, duly seconded, of Mr. Garret F. Ziffer "To delete Item #33 on p. 37 for a Wage and Salary Consultant" it was VOTED: In the Negative.
Upon a Motion, duly seconded, of Mr. John R. McEnroy, "To reduce Item #53 on p. 38 (for the Conservation Fund) from $12, 000. 00 to $2, 000. 00" it was
VOTED: In the Negative.

Upon a Motion, duly seconded, of Mr. Michael W. Dix, "To delete Item #19 under Health on p. 41, provided for Mosquito Control" it was VOTED: In the Negative.
Upon a Motion, duly seconded, of Mr. McEnroy, "To delete Item #2 under Highway and to increase Item #3 under same to $7, 455. 87" it was
VOTED: In the Negative.
Upon a Motion of Mr. Morgan, duly seconded, it was
VOTED: That when this meeting is adjourned, it be adjourned to meet again at 7:45 P. M. on Monday, March 11, 1963, in the Field House, the new High School.
Duly seconded, Mr. Randall C. Redpath offered the following MOTION; To amend the main Motion, in reference to Item #9 on p. 49 (Unclassified - Insurance - General) by adding the words, "Pro- vided that the purchase of all insurance by the Town of Wayland be by competitive bidding procedures. "
This Motion was still under discussion, had not yet been voted upon, when:
Upon a Motion of Mr. McEnroy, duly seconded, "To adjourn the Meeting in accordance with the previous vote on Mr. Morgan's Motion -- until next Monday evening" it was
VOTED: First vote (voice) was in the Negative, and so declared by the Moderator. The second vote (standing, uncounted vote) was very close; and the Moderator, therefore called for a

Pursuant to the Warrant for the 1963 Annual Town Meeting, duly signed by the Selectmen, served and return of service given by a Con- stable, and a continuance being held in accordance with a vote taken at the March 6th session of said Annual Town Meeting, the inhabitants of the Town of Wayland qualified to vote in Town Meeting, met this day; and at 7:45 P. M. the Moderator called the meeting to order, declared a quorum to be present, and the meeting proceeded to transact the following business:
The Moderator re-read Mr. Redpath's Motion of Amendment, re: Providing that all insurance for the Town be based upon competitive bid.
Upon Motion of Mr. Robert M. Morgan, duly seconded, it was
VOTED: That Mr. Redpath's motion be amended by addition of: "if in the opinion of the Selectmenit is desirable, after a careful re- view of the fire insurance rating history of the Town, and after due consideration of all factors bearing on the matter fully taking into ac- count the service to be rendered to the Town. "
The first vote (voice) was declared in doubt.
The second vote (standing, uncounted) was in favor.
Upon Mr. Redpath's Motion (subject to the above), it was VOTED: First vote (voice) was declared in doubt. Second vote, a standing, uncounted vote, was declared in favor of the Motion.
Upon Motion, duly seconded, of Mr. Ralph S. Blanchard, To amend the paragraph in the Budget Motion, relating to a Town Engineer by inserting after the words "Town Engineer" the words, "who shall be a registered professional civil engineer, as well as a registered land surveyor" it was
VOTED: First vote (voice) declared in doubt.
Second vote (standing, uncounted) declared in Negative was doubted by seven persons; and then there was a Standing COUNTED VOTE: "Yes" 180 "No" 239
A Motion of Mr. Redpath, "To appropriate $100, 000. 00 from Excess and Deficiency to reduce the burden of the budget upon the tax rate". . . was ruled out of order, as being appropriate under Arti- cle 46, rather than Article 4.
