REPORT OF THE PERSONNEL BOARD


Following the adjournment of the Town Meeting in 1965, the Way- land Personnel Board completed its development of standard position descriptions for employees of the Town, including compensation rates. These studies were made with the cooperation of a Personnel Manage- ment Consultant, whose contract was approved by the Selectmen, the Finance Committee and Personnel Board.


This year's studies, as in the past, included comparisons with most Eastern Massachusetts towns whose population and tax base were comparable to Wayland's, all adjacent towns to Wayland, a general statewide study, and study of comparable industrial positions in the area. Meetings were held with department heads and/or Com- missioners of each department and their recommendations were also considered. These evaluations, together with the findings of our Per- sonnel Consultant, formed the basis for the recommended changes to the Wage and Salary Classification Plan. These recommendations were based on long and exhaustive studies and were concurred in, by the Board of Selectmen and the Finance Committee.


Each Article in the Wage and Salary Classification Plan is review- ed annually to assure fair and equitable treatment of Town employees and, upon vote of the Town Meeting, new articles have been added as needed to the Plan.


In addition, recommendations outside the scope of responsiblity of the Personnel Board have been made to the Finance Committee and the Selectmen, concerning matters which indirectly affect compensa- tion and working conditions.


It is our considered opinion, that these adjustments will continue our policy of providing equitable salaries, and maintaining a competi- tive position with other towns.


The Personnel Board, with the assistance of the Personnel Consul- tant, has completed the task begun two years ago to equate all jobs under its jurisdiction. This has resulted in a plan that requires only minimal, annual services of the Consultant, and enables the Personnel Board to work efficiently at keeping the Plan current at small cost to the Town. This year's recommendations were based on a general increase of approximately 4%, including cost of living. In addition, the following positions were evaluated on an individual basis: Execu- tive Secretary; Public Health Nursing Supervisor; Police Chief; Fire Chief; Building & Wiring Inspector; Call Firefighter; Library Assist- ant (P. T. ); Library Page (P. T. ); and Highway, Water, Cemetery and Park Superintendents. In general, the Board felt that a greater spread between department heads and other department employees was necessary.

At the request of the 1965 Annual Town Meeting, the Board studied the salary of the Plumbing and Gas Inspector and found it to be in line with current practice.


A major change in the Plan recommended this year, was to reduce the number of years to reach maximum salary, from five years to three years in three equal steps. This change was recommended by several Town Departments, and was studied by the Board, and found to be in line with present trends of other towns.


It was recommended that these changes would be effective beginning with the first pay period following final adjournment of the 1966 Town Meeting. The total 1966 cost for these rate changes was estimated to be $29, 000 which added approximately $1 to the tax rate.


Also recommended were additions and minor changes in classifi- cations and position descriptions to more closely correlate job titles with job descriptions.


The Board is planning to publish an Employees' Handbook which will contain pertinent information on current personnel policies and practices of the Town, for distribution to Town employees and citizens.


The Board feels that it is currently up to date on present personnel policies and practices and plans, to focus its attention in 1966 to estab- lishing the basis for long- range planning for personnel practices for the Town of Wayland.
