REPORT OF THE BOARD OF SELECTMEN


Mr. Frank S. Tarr was re-elected to the Board of Selectmen at the Annual Town Election on March 4, 1963.


The Board organized for the year with Mr. Thomas Francis Linne- han as Chairman, Mr. George K. Lewis as Clerk, and Mr. Frank S. Tarr, as Third Member.


The Selectmen met regularly on the first and third Monday evenings of each month, and held in addition other meetings during weekdays and weekends with State and County officials, with members of Boards of adjacent towns, or with members of other Boards in Wayland on matters of common concern.


Mr. Linnehan served on the Town Government Committee, Mr. Lewis on the Committee on Code Enforcement, and on two special committees to study the replacement of War Memorials and on the feasibility of Historic Districts, and Mr. Tarr on committees to study the use of voting machines and the problem of drainage in the Winter Street area, as well as the Bypass Committee.


During the year, the Selectmen made the regular appointments of Town officials not elected by ballot and to other non-elected boards. Vacancies on several Town Boards were filled during the year. The Selectmen wish to express here their special recognition of many de- voted years of service of Alfred Damon to his town in building a first- class water supply system. In addition, the Selectmen wish to express the Town's appreciation to the following for many hours of unpaid work in the Town's behalf: Mrs. Helen C. Morgan, a Library Trustee; Mr. Fern A. Taylor on the Water Board and as an Assessor; Mr. Thomas McGrath on the Personnel Board; Mr. Charles Cochrane on the Zon- ing Board of Appeals; and Mr. Charles Peters as a Highway Commiss- ioner.


Other regular activities of the Board included the drawing of jurors, the disbursement of income from the Charitable Funds, the issuance of licenses, the approval of all bills incurred by other Town depart- ments, the acceptance of Town roads, and the initiation of Betterments. The Board also acted in several cases of private complaints or dis- putes of a local nature.


The Selectmen have taken another step in their program of High- way Safety in obtaining professional services to place legal speed lim- its on Route 126 and a portion of Route 27. This program will be

continued in 1964.


The Selectmen see as a major concern over the next several years, the continued changes required in those aspects of Town public res- ponsibility that come with substantial population increases. The crea- tion of full-time professional Fire and Police Departments, the re- construction of Town roads, the eventual solution of rubbish disposal, major questions on the use of now vacant land, adequate public re- creation facilities, a concern for Wayland youth, and the conservation of Wayland's aesthetic beauty, are some of the problems that must be faced in 1964, and in subsequent years. Communication and co-opera- tion among the many Town boards and committees is essential to any progress in these areas.

REPORT OF THE COMMITTEE ON TOWN GOVERNMENT


This Committee was originally set up to constantly review the operations of Town government, and from time to time make recom- mendations with respect to changes which might be needed to meet changing conditions. The following matters on which the Committee has previously reported call for further comment.


Cemetery - Tree - Moth Consolidation


The previously recommended consolidation of these three de- partments is now completed, with the Cemetery Commissioners having jurisdiction. For the first time, in 1964, the combined departments will be operated under a single budget.


Engineering Services


The recommendation for the employment of a Town Engineer having been approved by the Town, the Selectmen are currently screen- ing a number of applicants with the expectation of making an appoint- ment in the near future.


Public Works Department


A further step for the gradual consolidation of all Public Works' functions was accomplished during the year, with the appropriation of funds for the erecting of an addition to the Highway Garage, making possible the centralizing of garage facilities for the Cemetery, Moth, Tree and Park Departments.


Public Safety Department


The combining of the Fire and Police Departments under one administrative head continues, in the opinion of the Committee, to be a goal towards which the Town should be working, having in mind that a single communications center serving all departments probably should eventually be agreed upon. The Committee will make a thorough investigation of the problems involved and it hopes to come up with a firm recommendation sometime during the year.


Asst. Collector, Asst. Treasurer, Asst. Accountant


Continuous proper administration of the primary financial func- tions of the Town, as represented in the offices of the Collector, Treas- urer and Accountant, would seem to indicate a need for the develop- ing of an assistant, first, in the combined operations. Such a person should be available to cover sickness, vacations, or other absences, - or in other words, a general back-up for these departments. In view of the rapid expansion of the work in these departments, the Committee plans to study the problem.

Real Estate Purchases and Sales


The Town is steadily acquiring real property under a number of different circumstances, either through liens, tax titles, or purchases, and for various purposes, such as condemnation, highway, water, park or schools, and in turn the Town is from time to time disposing of property, in a number of different ways. The Finance Committee has brought to the attention of the Committee on Town Government that there is currently a need for a complete review of the Town's holdings. This should include a study of the disposition which should be made of certain pieces of property, looking to the best interests of the Town and the future development of the areas in which the prop- erty is located. The Committee on Town Government, therefore, feels that it would be appropriate to set up an Advisory Committee to make the study and work directly with the Selectmen and the Town Counsel, the Committee to consist of the Town Treasurer, one member of the Planning Board, a Park Commissioner, a member of the Conservation Commission, and one member of the Finance Committee.
