A significant amount of land available for new lots is in the Ox- bow Road area and in the Stonebridge Road area. In this connection the Board in 1965, related the situation to the School Building Com- mittee for study in regard to planning school building needs.


ZONING AND CONSERVATION:


During the year, the Board has been concerned with two matters involving residence districts; one is the problem of laying out high- ly irregular lot shapes in order to qualify lots for frontage and area, and the other a general study of conservation of natural features of land.


In the first instance, the present bylaw allows considerable free- dom to developers to create irregular shapes of lots, even to the extent of creating very narrow strips (e. g. one foot) along a road to qualify frontage. This sort of development has created some situ- ations after sale of lots, where owners find that driveways in effect may have to cross other's front yards, or that what appears to be wholly someone's front yard, actually belongs to someone else. Al- though we, in no way, desire uniform rectangular shaped lots, we feel that some correction of the situation is needed, and accordingly two articles have been inserted in the Warrant for the 1966 Annual Town Meeting. One requires that the frontage width of the lot be maintained to a depth of 40 feet from the street line; and as an alternate choice, in another article, it is proposed that the required frontage be greatly reduced, if the area of the lot were doubled.


Secondly, we are involved with the Conservation Commission in preparing a general Conservation Plan. During the year, we par- ticipated in establishing a Conservation Advisory Committee, which in turn resulted in the Conservation Commission setting up several committees of townspeople to study many aspects of conservation needs, to report to the Conservation Commission, and to allow the preparation of a plan on a professional basis. In this connection, the services of Mr. Charles Downe have been engaged. Mr. Downe

is an eminent professional in the Planning Field, and has prepared Planning Reports for many communities in Massachusetts. His work in Wayland will be unique, in that it involves matters to be decided in considerable detail by townspeople. We feel this will result in a plan best reflecting the views of the Town. We place great emphasis on the 1965 Report of the Conservation Commission in this matter.


ENGINEERING, RECONSTRUCTION, AND LAYOUT OF ROADS:


In 1965 the Board completed a plan for the reconstruction of a small portion of Lake Shore Drive east of Simpson Road, and south of Beech Road, to eliminate a bad hairpin turn, and provide a great- ly needed second access to a large portion of land on the west side of Dudley Pond. It is hoped that action of the 1966 Annual Town meet- ing, will approve the necessary land acquisitions.


It is hoped that the Chapter 90 program in 1966 will extend the improvement of Cochituate Road in the area of Sandy Burr Golf Course and St. Anne's Church, correcting some serious traffic hazards. To be considered later in the program, is a new Chapter 90 road between the High School Land and Stonebridge Road, joining Stone- bridge Road just west of where the M. D. C. Aqueduct crosses Stone- bridge Road. This would completely avoid any need for reconstruc- ting Stonebridge Road from the Aqueduct running east to Old Connect- icut Path where widening would be injurious to property values. The proposed new road would require no land takings, since it could be placed entirely on Town Land, and would lessen the burden of in- creasing through traffic on Stonebridge Road.


The construction of a Route 20 By-Pass is still very much in doubt and has been made more so by the possibility of the construction, somewhere in or near Wayland, of Interstate Route 290 by the State. During 1965, the Chairman of the Board of Selectmen has met with a committee composed of representatives of Watertown, Waltham, Weston, and Sudbury, on general problems relating to Route 20, our proposed By-Pass, and Route 290. The Planning Board has conclud- ed from information received from that committee's work, that Route 290 is to be constructed as a radial route to the Boston area, from Route 495 near Marlboro, to Route 128 in the Waltham area. We feel that the By-Pass around Wayland will remain low on the State's priority list, since it is not likely to be a part of the Feder- ally reimbursed Interstate Highway Program, whereas Route 290 would be a part of that program.


In this connection, we have twice reported to the Chairman of the Board of Selectmen, that a proposal to run a By-Pass or Route 290 along the Boston & Maine Railroad tracks through Wayland, would be objectionable, in the possible destruction of the major part of the present Town Center. Inconvenience to the townspeople re- sulting from such a location of a limited access highway, plus loss
