HELD: WEDNESDAY, MARCH 4, 1964

Pursuant to the Warrant dated January 27, 1964, signed by Thomas Francis Linnehan, George K. Lewis and Frank S. Tarr, Selectmen, served and return of service given by Ernest H. Damon, Constable of the Town, the inhabitants of the Town of Wayland qualified to vote in Town Meeting met this day; and at 7:45 P. M. the Moderator called the meeting to order, declared a quorum to be present and the meeting proceeded to transact the following business:


At the request of the Moderator, and upon a Motion, duly seconded, of Mr. Robert M. Morgan, it was


VOTED. Unanimously: To permit the Moderator to omit reading the Articles.


Upon Motion of Mr. Morgan, duly seconded, it was


VOTED: Unanimously: That consideration of Article 1 and 2 be deferred until the meeting has acted upon and disposed of Articles 3 through 20.


Article 3. To see if the Town will vote to further amend the Town By-Law establishing the Wage and Salary Classification Plan, as amended, in any of the following respects:


(a) Amend Article II, Section 1, of said Plan by changing any of the salary and wage rates or designations or descriptions of any position classification specified in said section.


(b) Amend Article III, Section 1, by changing the specified number of hours for the regular work week for any positions.


(c) Amend Article V, Section 1, by inserting an additional sentence following the first sentence thereof, as follows:


"After each of his first two years of service in a job classification (but beginning after the next payroll period), an hourly employee shall be eligible for the step increase shown in the Schedule of Salary and Wage Rates. "


(d) Amend Article I , Section 1, to read as follows:


"There shall be a Personnel Board of five members

appointed by the Selectmen, who shall have power to fill vacancies. The term of appointment shall be five years ex- cept where the appointment is to fill a vacancy, and then it shall be to fill the unexpired term. No member of the Per- sonnel Board shall be an employee of the Town or hold Town office. Members of the Personnel Board shall serve without compensation. "


(e) Amend Article V-C, Section 1, to read as follows:


"Each permanent employee shall accumulate sick leave at the rate of one day a month. Sick leave is for the protection of employees against loss of pay because of illness and shall not be taken into account in figuring termination pay. "


(f) Amend the introductory portion of Article VIII, Section 1, to read as follows:


"No provision of this Plan shall apply to the official duties of any elected Town officer, to any employee of the School Committee, unless brought under the Plan by the Personnel Board upon the request of the School Committee, nor to any of the following work or positions while performed on a part- time basis. "


(g) Amend Article IV by striking out Section 5 thereof reading as follows:


"SECTION 5. Where an employee is to be hired or trans - ferred to a skilled or semi-skilled hourly rated job on a trial basis, the employing agency may, with the approval of the Personnel Board, hire him at a rate ten cents below the rate fixed by Article II, for a period not exceeding 120 days. "


and substituting therefor the following:


"SECTION 5. Any employee who is promoted to a higher job classification will receive at least one periodic step in- crease under the classification at the time of promotion. "


or take any action relative to any of the foregoing proposed amendments.


Upon Motion of Mr. Warren T. Cronin, duly seconded, it was


VOTED. Unanimously: Article II, Section 1, of the Town By-Laws establishing a Wage and Salary Classification Plan established March 3, 1954, as heretofore amended, be further amended by striking out the entire Schedule of Salaries and Wage Rates for Classified Positions contained therein, and substituting therefor the following such Schedule, all compensation rates therein to be effective from January 1, 1964.

By unanimous consent of the Meeting, Mr. Cronin was permitted to omit reading the detail of the foregoing schedule, since it read ex- actly as printed on pages 51-53 of the Finance Committee's Report.


Upon a Motion of Mr. Cronin, duly seconded, it was


VOTED: Unanimously: That Article II, Section 1, of the Town By- Laws establishing a Wage and Salary Classification Plan established March 3, 1954, as most recently amended by vote of this meeting, be further amended by increasing each salary and wage rate by one and one-half (1-1/2) per cent, with annual salary rates rounded out to the nearest full dollar and with monthly salary rates and hourly wage rates rounded out to the nearest full cent; all such increases to be effective as of January 1, 1964.


Upon a Motion of Mr. Cronin, duly seconded, it was


VOTED: Unanimously: That the Town By-Laws establishing a Wage and Salary Classification Plan established March 3, 1954, as hereto- fore amended, be further amended as follows:


(a) By changing the second sentence of Article III, Section 1, to read as follows: "The regular work week for Firemen shall be 56 hours. "


(b) By inserting an additional sentence following the first sentence of Article V, Section 1, as follows:


"After each of his first two years of service in a job classi- fication (but beginning after the next payroll period), an hourly employee shall be eligible for the step increase shown in the Schedule of Salary and Wage Rates. "


By unanimous consent of the Meeting, Mr. Cronin omitted reading the detail contained in items "(a) - (c)", in offering the following Motion, since the language followed exactly that of the Warrant.


Upon Motion of Mr. Cronin, duly seconded, it was


VOTED: Unanimously: That the Town By-Laws establishing a Wage and Salary Classification Plan established March 3, 1954, as hereto- fore amended, be further amended as follows:


(a) By changing Article I, Section 1, to read as follows:


"There shall be a Personnel Board of five members appoint- ed by the Selectmen, who shall have power to fill vancancies. The term of appointment shall be five years except where the appointment is to fill a vacancy, and then it shall be to fill the unexpired term. Duly seconded, Mr. Morgan offered the following


MOTION: That the Report of the Finance Committee be accepted and its recommendations be adopted; that $3, 278, 802. 65 with the addition of


$150 for Highway Department -- Salaries, Clerk $1, 500 for Park Department -- Beach Expansion


and with the subtraction of


$500 from Health Department -- Mosquito Control


be granted, appropriated and assessed for the several purposes de- signed, making a total budget of $3, 279, 952. 65, and that the same be expended only for the purposes shown under the respective boards, committees and officers of the Town; and that


All employees in the Town Office Building, other than elected officials and those of the Police and Fire Departments, come under the supervision of the Executive Secretary and that he be charged with the operation of both Town Office Buildings and their equipment;


The operation of the dumps be under the supervision of the High- way Department;

The money from Dog Taxes be allocated in its entirety to the Library;


The Senior Public Health Nurse, Public Health Nurse No. II, and Nursing Assistants be under the supervision of the Board of Health;


The funds provided for under Fire Department, Call Men -- Night Duty, be used only under the following condition: $500. 00 annually to Call Men who serve on the night shift, 6:00 P. M. to 7:00 A. M. fifty nights a year. This is done with a view to maintaining the number of men in the Call Department;


The appropriation under Highway Department for "Heavy Equip- ment -- Special Account" and Fire Department for "Purchase -- Major Equipment, " be maintained as funds against future purchases and not be expended without further direct vote of the Town;


The Town Collector continue to act as Collector for the Water Department, that he be directed to charge fees for demands on overdue water bills and that the sums so collected be credited by the Collector to the Water Department, and that all fees and penalties be turned over to the Town as Town Income;


The appropriation for "Hydrant Rental" of $10, 000 for the Water Department granted in the budget, be transferred to "Water Available Surplus";


In addition to the sum of $1, 500 included in the budget to meet the Town's share of "Chapter 90 -- Maintenance" and $6, 700 to meet the Town's share of "Chapter 90 -- New Construction", the sum of $3, 000 for "Chapter 90 -- Maintenance" and $20, 100 for "Chapter 90 -- New Construction" be transferred from "Unappropriated Available Funds" in the Treasury to meet the County's and State's share of the cost of the work, the reimbursement from the County and State to be restored upon their receipt to "Unappropriated Available Funds" in the Treasury;


The office of Town Clerk be retained on a salary basis and that all fees from whatever source derived be turned over to the Town as Town Income;


The balance of $4, 883. 94 remaining in the Chapter 718, Acts of 1956 Account be used in the year 1964 by the Highway Department for the final surfacing of Loker Street from Commonwealth Road East to Alden Road;


All fees, wages or payments made to the Tree Warden, from whatever source, be turned over to the Town as Town Income, effec- tive July 1, 1964;


The Assessor's Valuation Book to be printed in 1964 be made

available, one to a taxpayer, upon his request, and calling for it at the Town Office Building; and further that


The appropriation under the Conservation Commission for "Con- servation Fund" be maintained as a fund against future purchases and not be expended without further direct vote of the Town; and that


The Town Engineer be appointed by the Selectmen, after consul- tation with representatives of the Road Commissioners, Planning Board and Board of Assessors, and be under the supervision of the Selectmen; and that after appointment of a Town Engineer all amounts appropriated for engineering be applied for salary and expenses of the Town Engineer except to such extent as they may be needed to pay ob- ligations incurred before such appointment.


Upon Motion of Mr. Morgan, duly seconded, it was


VOTED. To amend the Annual Budget, under "Recreation -- PARK DEPARTMENT -- Lake Cochituate Beach" Items 11, 12 and 13, as follows:


To add $600 to Item 11, giving a total appropriation of $7, 400 for Life Guards; to add $200 to Item 12, giving a total appropriation of $1, 400 for Matrons; to add $200 to Item 13, giving a total appropria- tion of $1, 400 for Beach Police; the total addition to the Park Depart- ment budget being $1, 000 so that the beach could be available for use during the month of June.
