REPORT OF THE COMMITTEE ON TOWN GOVERNMENT


This Committee carries on a continuing study of the operations of the Town's government. Improvements recommended and adopted in past years, include the following:


1. The formation of a Code Enforcement Committee to coordinate the enforcement work of the Health, Fire, Building and other departments. Such Committees are now being formed in Boston and other cities and towns.


2. The consolidation of the Cemetery, Tree, and Moth Departments.


3. Centralization of garage facilities for various town departments, a step towards the desirable objective of consolidating the various public works functions of the Town.


4. The employment of a Town Surveyor.


During the past year, the Committee has continued its study of two items discussed in last year's report.


Real Estate Advisory Committee:


Another area which requires coordination of the work of a number of Town Officers and Departments is real estate. When questions arise as to whether land owned by the Town should be disposed of, or should be held and allocated to one Town pur - pose or another, or when the acquisition of land appears desira- ble, all officials and departments which may be concerned should be consulted and should work together. Furthermore, compre- hensive planning is essential in certain areas, and in such plan- ing, the various officials and departments should confer and co- ordinate their plans. The Committee accordingly met with all of the various officials and departments concerned, to explore the problem and to develop the most effective and efficient machinery. Informal meetings were also held to consider speci- fic problems currently requiring decisions. An article has been placed in the Warrant for the Annual Town Meeting calling for the creation of a permanent Real Estate Advisory Committee.


Public Safety Department :


For a number of years, the Committee has favored the eventual combining of the Fire and Police Departments under one administrative head, in order to make possible a combined

communications center, and other improvements and economies in service. At an appropriate time, this Committee proposes to submit to the Town for its consideration, an article which would make provision for such a change.

EXCESS AND DEFICIENCY (E and D) - Same as SURPLUS REVENUE


FREE CASH - Surplus Revenue less outstanding taxes.


OVERLAY - Amount raised by the Assessors to create a fund to cover abatements.


RESERVE FUND - Amount transferred from Overlay Surplus and/or appropriated for emergency or unfor- seen purposes, controlled exclusively by the Finance Committee.


AVAILABLE FUNDS - Free Cash, reserves and unexpended balances available for appropriation.


CHAPTER 90 - General Laws which provide for contri- butions by the State and County for construction and maintenance of certain Town ways, usually roads lead- ing from one main road to another.

REPORT OF THE BOARD OF SELECTMEN


Mr. George K. Lewis was re-elected to the Board of Selectmen at the Annual Town Election on March 1, 1965.


The Board organized for the year with Mr. Frank S. Tarr as Chair- man; Mr. George K. Lewis, Clerk; and Mr. Thomas Francis Linnehan, as Third Member.


The Selectmen met regularly on the first and third Monday evenings of each month, and held in addition, numerous other meetings during weekdays and weekends with State and County Officials, with members of Boards of adjacent towns, or with members of other Boards in Way- land on matters of common concern.


Mr. Tarr served on the Committee to study the use of Voting Mach- ines, the Route 20 Bypass Committee, and is a member of the Massa- chusetts Bay Transportation Authority. Mr. Lewis served on the Committee on Code Enforcement, and on two special committees to study the replacement of War Memorials, and on the Historic Districts Committee. Mr. Linnehan served on the Town Government Committee.


During the year, the Selectmen made the regular appointments of Town Officials not elected by ballot, and to other non-elected boards.


Last year, two distinguished former members of this Board died in Wayland. Mr. William A. Loker and Mr. John W. Leavitt. Both of these gentlemen served the Town long and well. For many years, while Wayland was a small town, and then during its rapid post-World War II growth, Messrs. Loker and Leavitt gave guidance to the towns- people in their public life. Their record includes not only service as Selectmen, but serving on other important Town boards and committees, Mr. Loker came to represent the Yankee sense of thrift, and wise disposition of resources. His voice could often be heard pertinently questioning a town expenditure that others had somehow overlooked. Mr. Leavitt seemed to many of us, to stand for integrity. His quiet dignity and firmness, set a tone for town government and public be- havior that many of us have hoped to follow.


The past success and future prospect of our unique system of town government, rests upon men of the stature and devotion of men and women like these two Wayland citizens.


Other regular activities of the Board included the drawing of jurors, the disbursement of income from the Charitable Funds, the issuance of licenses, the approval of all bills incurred by other Town depart- ments, and the acceptance of Town roads, and the initiation of Better-

ments. The Board also acted in several cases of private complaints or disputes of a local nature.


The general powers and responsibilities of Selectmen in this Com- monwealth are quite ill-defined if measured by statute and act. The Selectmen, in one sense, over-view the entire operation of the Town, respecting, of course, the autonomy and statutory responsibility of many other elected Town Boards and Officials.


Frequently, however, the Selectmen call matters of general town concern to the attention of other Boards where we feel problems have arisen or may be imminent. In the same manner, the Selectmen fre- quently act as coordinators of the town programs. In this respect, the Board's Executive Secretary, Mr. Norman E. Taylor, helps im- measurably. This year we would like, in addition, to recognize the silent service of Neva Jones.


The Selectmen wish to close on a note of cautious optimism. The Town is, in general, in good shape. Our need for public facilities and equipment is largely met for some time; we are well staffed with experienced and devoted personnel. Our finances, while not as rich and secure as one could always desire, are in sound hands. We have handled our unprecedented "population explosion" about as success- fully as any similar community in Massachusetts. We should, there- fore, take time every now and then, to look beyond the petty problems and immediate chores of today, and take stock of the long-term pic- ture. We have a pretty fine Town.
