Annual Town Meeting


FEBRUARY 9, 1946


Annual Town Meeting assembled in the Auditorium of the High School at one o'clock P. M., according to the call of the warrant, meeting was called to order by the Moderator George W. Porter, the warrant was read by the Town Clerk and under


Article 1. William H. Lester and James W. Cesan were chosen for fence viewers.


William S. Halladay and George H. Reed chosen as field drivers.


Article 2. To hear and act upon the reports of the Town Officers. No action taken.


Article 3. Voted that the care of Public Welfare be left in the hands of the Board of Public Welfare for the ensuing year. .


Article 4. Voted to appropriate the sum of $200.00 for the proper observance of Memorial Day. To be ex- pended under the direction of the American Legion.


Article 5. Voted to appropriate the sum of $600.00 for the payment of a charge of an Insurance Co. for act- ing as surety on the official bond of its officers.


Article 6. Voted to appropriate the sum of $1,000.00 for Liability Insurance of its employees.


Article 7. Voted to appropriate the sum of $2,600.00 for the employment of a District Nurse and expenses of the Department.


Article 8. Voted to appropriate the sum of $200.00 for enforcement of the dog law.

Article 9. Voted to appropriate the sum of $75.00 to be expended in the Town of Agawam by the Hampden County Trustees for aid to Agriculture in accordance with the provisions of the laws of the Commonwealth.


Article 10. Voted to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1946 and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44 of the General Laws.


Article 11. Voted to appropriate the sum of $10,500 for the purchase of a new fire truck.


Article 12. To see if the Town will vote to appro- priate any sum of money to increase the permanent fire force.


Voted to pass over.


Article 13. Voted to have the moderator appoint a committee of five members, a majority of which member- ship shall be from Precinct B, and instruct said committee to recommend a site and to secure preliminary plans for a school building to replace the existing school accom- modations in Feeding Hills ; said Committee to report at a subsequent meeting not later than the annual town meet- ing in February, 1947. The Committee appointed is as follows :

Article 14. Voted to appropriate the sum of $10,000 to be expended under the jurisdiction of the School Com- mittee, in order to make such alterations in the Town's school buildings as are required by the inspector of the State Department of Public Safety.


Article 15. Voted that hereafter the Annual Town Meeting shall be held on the last Saturday afternoon, com- mencing at one o'clock P. M., in February.

Article 16. Voted to appropriate the sum of $3,500.00 for land taking for approaches to the new Agawam Bridge.


Article 17. Voted to appropriate the sum of $750.00 for land taking for a sidewalk on Main Street between Suffield Street and the High School.


Article 18. Voted the sum of $365.01 for land taking for a sidewalk on Suffield Street between Ley Street and the foot of Suffield Street Hill.


Article 19. Voted to appropriate the sum of $850.00 for the repair and painting of walk and railing on Mit- tineague Bridge.


Article 20. Voted to appropriate the sum of $1,500.00 for the widening of the road at the corner of River and Walnut Streets.


Article 21. Voted to consider Article 37. Moved that the Planning Board investigate the Sewer situation and make a report of its investigation to the Town Clerk with- in two months of the date of its appointment.


Article 21. Moved that the Town appropriate the sum of Fifty Thousand Dollars ($50,000) from free cash for sewer construction upon such streets or locations as are determined by the Planning Board to be most neces- sary.


Article 22. Voted to transfer the sum of $950.00 from the Road Machinery Fund for the Highway Depart- ment to purchase a one-half ton pickup truck.


Article 23. Voted to pass over article to see if the Town will appropriate the sum of $5,000 and transfer the sum of $5,000 from the Road Machinery Fund for the Highway Department to purchase a mobile shovel.


Article 24. Moved that the sum of Thirteen Hundred Dollars ($1,300.00) be raised and appropriated to meet the Town's share of the cost of Chapter 90 Highways on construction of Cooper Street, between Federal and Suf- field Streets, and that, in addition, the sum of Twenty- Six Hundred ($2,600.00) Dollars be transferred from un- appropriated available funds in the Treasury to meet the State's and / or County's share of the cost of the work,

the reimbursements from the State and / or County to be restored, upon their receipt, to unappropriated available funds in the treasury.


Article 25. Moved that the sum of Twelve Hundred ($1,200.) Dollars be raised and appropriated to meet the Town's share of the cost of Chapter 90 Highways Main- tenance, and that, in addition, the sum of Twenty-Four Hundred ($2,400.) Dollars be transferred from unappro- priated available funds in the Treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to unappropriated available funds in the Treasury.


Article 26. Moved that the sum of Seventy-Five Hundred ($7,500.) Dollars be raised and appropriated to meet the Town's share of the cost of Chapter 90 High- ways Construction of Pine St., and that, in addition the sum of Twenty-Two Thousand Five Hundred ($22,500.) Dollars be transferred from unappropriated available funds in the Treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to unappropriated available funds in the Treasury.


Article 27. Voted to appropriate the sum of $750. for the construction of a sidewalk on Main Street between the Administration Building and Suffield Street.


Article 28. Voted to accept as a public street, that portion of High Street starting from 700 feet Westerly and continuing to 900 feet Westerly of Moore Street, a distance of 200 feet.


Article 29. To see if the Town will appropriate any sum of money for highway construction on Cooper Street between Suffield and Mill Streets.


Voted to pass over.


Article 30. Voted to appropriate the sum of $3,500.00 for construction of a sidewalk on Walnut and River Streets beginning at Maple Street. The same to be con- structed and assessed upon the abuttors as provided in Sections No. 25 and No. 26, Chapter 83 of the General Statutes.

Article 31 .. Voted to accept the report of the Com- mittee appointed to investigate a retirement system for the employees of the Town and place same on file. The Committee recommends that the Town adopt a Retire- ment plan for all Town Employees.


Article 32. Voted to accept Cleveland Street as a Public Street, subject to approval of the Planning Board.


Article 33. Voted to accept Four Hundred feet on Sherman Ave., starting from North Street, as a public street, subject to the approval of the Planning Board.


Article 34. Voted to appropriate from free cash in the Treasury the sum of Forty-Four Hundred ($4,400.00) Dollars for water construction on Shoemaker Lane, and Twenty-Seven Hundred (2,700.) Dollars for water con- struction on Suffield Street.


Article 35. Voted to pass over Article to see if the Town will appropriate the sum of money for the construc- tion of a six-inch water main on Cooper St., beginning at Suffield St. and continuing Northeasterly toward Fed- eral St.


Article 36. Voted to pass over Article to see if the Town will appropriate any amount of money for a water main and hydrants from Bailey's corner on Shoemaker Lane Northwesterly to Silver St., then northerly on Silver St., to the Airport Administration Building.
