REPORT OF THE BOARD OF SELECTMEN AND BOARD OF HEALTH


Agawam still continues to grow as a residential com- munity, to a greater extent than most towns in the entire Commonwealth, which begets problems and services not encountered heretofore. Services by the Town have not kept pace with the demands brought to the forefront due to this expansion, and it is our opinion that some program of a long-range basis covering sewers, lights, and hard- surfacing of streets warrants the earnest study and atten- tion of all the residents of the Town. Developments are entirely in the hands of citizens at the Town Meeting.


The Board is very proud of the accomplishments of . the Agawam Housing Authority which was authorized at the last annual Town Meeting. We learn that our Town Authority is one of only three which had met State re- quirements in all Western Massachusetts and had ap- proval to erect buildings to accommodate 32 veterans' families.


During 1948 the trunk sewer line was extended as far as Feeding Hills Center, and surface-drainage system was installed in the same ditch. Both of these projects will take care of a much-needed improvement in that area. As the sewer is extended in all three directions and the new school is built, this section of the Town is going to be a very desirable area in which to erect homes. Sewer was installed in Homer Street nearly the entire length.


Suffield Street, between South Street and the Connec- ticut State line, was finished under a Chapter 90 project, and we understand the State of Connecticut has surveyed southerly, making a through route from the Agawam Bridge.


We have caused to have a bill filed with the State Legislature to have Springfield Street taken over as a

State highway; however, in order to insure work being done this year, we have requested a Chapter 90 project on Agawam Hill to remedy this present narrow and dan- gerous road.


We recommend to the attention of the voters the article in the 1949 warrant asking for an appropriation of $5,000 for ash and rubbish collection throughout the entire Town. No money whatever was appropriated in 1948 for this needed service and we hardly believe private enterprise is the answer.


Funds appropriated for Highway Maintenance during past years have been very inadequate and the Board feels that unless additional money is made available for this purpose we will be unable to save what we now have. We feel that the time has come for the Town to spend money for permanent construction, even if only $5,000 a year as a start, but results will be achieved eventually.
