Article 44. Article 45. To see if the Town will vote that that por- tion of the Airport Property required for runway purposes be offered to the Commonwealth; and that all buildings and all other land be sold for business purposes; and that an Aviation Committee of five with proportional repre- sentation be appointed by the Moderator, pass any vote or take any action relative thereto.
Article 46. To see if the Town will establish a Town Property Committee of five members to be appointed by the Moderator under proportional representation, the term of office to be two years. Said Committee to handle the supervision, maintenance and use of all the town properties.
Article 47. To see if the Town will vote to print in the Annual Town Report a detailed and itemized payroll of all town personnel, and the detailed and itemized ex- pense paid by each department.
Article 48. To see if the Town will vote that the cost of any repairs, alterations, improvements, or addi- tions to any public buildings or facilities be absorbed in full into the expense records for the year in which the work is contracted and/or performed.
Article 49. To see if the Town will vote that all purchases of $300. and over, made by any department or board of the Town, be subject to competitive bidding.
Article 50. To see if the Town will vote to abolish the Board of Fire Engineers, and elect a Board of Public Safety to have jurisdiction over both the Police and Fire Departments; said Board to consist of three members, one for one year, one for two years, and one for three years. The Board for the first year to be appointed by the Selectmen and elected thereafter, one each year for three years.
Article 51. To see if the Town will vote to change the time of the Annual Town Election from the first Mon- day to the second Monday in February, pass any vote or take any action relative thereto.
Article 52. To see if the Town will amend the Zon-

ing By-Law by adding to Section 5a2 "and further pro- vided that the Board of Appeals may, upon petition by any non-profiting Housing group, allow multiple dwell- ings of not more than two stories."
Article 53. To see if the Town will vote to permit the Agawam Housing Authority to remove 5,000. cubic yards of fill from the bank on Shoemaker Lane which is part of the Race Track property, so called, to be used for grading purposes on the Agawam Housing Authority site on Springfield Street, pass any vote or take any action relative thereto.
Article 54. To see if the Town will vote to provide that the Collector of Taxes shall collect under the title of Town Collector all accounts due the Town.
Article 55. To hear and act upon the report of the Town Manager Committee, and see if the Town will vote to continue said Committee for the study of the Town Manager form of Government for adoption by Agawam, and authorize it to prepare a by-law establishing a Town Manager, and to present same for adoption at a future Town Meeting, and to raise and appropriate the sum of $300. for expenses of this Committee, pass any vote or take any action relative thereto.
Article 56. To hear and act upon the report of the committee for Recodification of the Town By-Laws, and to raise and appropriate the sum of $400. for expenses, pass any vote or take any action relative thereto.
Article 57. To see if the Town will further amend Paragraph 6 of Section G of the Building Laws so as to require that all masonry walls, other than concrete, shall be 12 inches thick on an 8x20 inch footing of a 1-2-4 mix, pass any vote or take any action relative thereto.
Article 58. To hear and act upon the report of the Fire Survey Committee, pass any vote or take any action relative thereto.
Article 59. To see if the Town will vote to raise and appropriate any sum of money to increase the perma- nent fire force, pass any vote or take any action relative thereto.
Article 60. To see if the Town will vote to raise and appropriate any sum of money to purchase so called gas masks or air and oxygen breathing apparatus as required by law, pass any vote or take any action relative thereto.

To see if the Town will vote that the following resolution be spread upon the minutes of this Meeting: "Resolved, That the citizens of Agawam, Mas- sachusetts assembled in Town Meeting on February 26, 1949 hereby endorse the principle of World Federation and request the Government of the United States, at the earliest propitious moment, to initiate the procedure nec- essary to transform the United Nations, by implement- ing article 109 of the United Nations Charter, into a law- making body with power to prevent war and to enforce justice upon individuals, pass any vote or take any action relative thereto.
