Annual Town Meeting
FEBRUARY 26, 1949
Annual Town Meeting assembled in the Auditorium of the High School at 1:00 P. M. Meeting called to order by the Moderator George W. Porter a quorum declared present, the call of the warrant read by the Town Clerk and under
Article 1. James W. Cesan and William H. Lester were chosen for fence viewers.
William S. Halladay and George H. Reed as Field Drivers.
Article 2. Voted to accept the report of the Town Officers as listed in the Annual Town Report, errors and omissions noted.
Article 3. Voted that the care of Public Welfare be left in the hands of the Board of Public Welfare for the ensuing year.
Article 4. Voted that the sum of $300.00 be raised and appropriated for the proper observance of Memorial Day and that the sum to expended under direction of Wilson-Thompson Post 185, American Legion.
Article 5. Voted to raise and appropriate the sum of $400.00 for foreclosure of Tax Titles.
Article 6. Voted to raise and appropriate the sum of $600.00 for the payment of a proper charge of an Insurance Company for acting as surety on the official bond of its officers.
Article 7. Voted to raise and appropriate the sum of $2,500.00 for the Liability Insurance of its employees.
Article 8. Voted to raise and appropriate the sum of ($5,217.84) ; $3,133.16 for the employment of a District

Nurse and the sum of $2,084.68 for the employment of an Assistant Nurse.
Article 9. Voted that the Town raise and appro- priate the sum of $300.00 for employment of a Board of Health Doctor.
Article 10. Voted that the Town raise and appro- priate the sum of $1,000.00 towards the purchase of a new car for use of the town nurse, and to authorize the Board of Health to trade in the present car to make up the balance of the purchase price.
Article 11. Voted that the Town raise and appro- priate the sum of $1,000.00 towards the purchase of a new car for the use of the Police Department and to authorize the Police Commissioners to trade in a car to make up the balance of the purchase price.
Article 12. Voted that the Town raise and appro- priate the sum of $200.00 for enforcement of the dog law.
Article 13. Voted unanimously that the Town raise and appropriate the sum of $286.62 for bills contacted in various departments in 1948 and not previously presented.
Article 14. Voted unanimously that the Town raise and appropriate the sum of $536.43 expended by the air- port committee in 1948, this action in no way to set a precedent for any future Town Meeting.
Article 15. Voted that the Town authorize the Town Treasurer with the approval of the Board of Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949 and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period less than one year in accordance with Section 17, Chapter 44 of the General Laws.
Article 16. Voted to transfer the sum of $10,000.00 from the Overlay Reserve to the Reserve Fund.
Article 17. Voted to authorize the Assessors to use a sum not exceeding $25,000.00 from available funds for the reduction of the amount to be raised by taxation dur- ing the current year.

Article 18. Voted that the Town raise and appro- priate the sum of $50.00 to be expended in the Town of Agawam by the Hampden County Trustees for aid to Agriculture in accordance with the provisions of the laws of the Commonwealth.
Article 19. Voted that the Town raise and appro- priate the sum of $4,340.20 for the Contributory Retire- ment System of the Town.
Article 20. Voted that the Town transfer the sum of $100.00 from the Road Machinery Fund for the pur- chase of a Highway Paint Marker.
Article 21. Voted that the Town transfer the sum of $650.00 from the Road Machinery Fund for the pur- chase of a Rotary Broom attachment.
Article 22. Voted that the sum of $10,000.00 be raised and appropriated to meet the Town's share of the Cost of Chapter 90 Highway Construction of Springfield Street, and that in addition, the sum of $30,000.00 be transferred from the unappropriated available funds in the Treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt to unappro- priated available funds in the Treasury.
Article 23. Voted that the sum of $1,200.00 be raised and appropriated to meet the Town's share of the Cost of Chapter 90 Highway Maintenance and that in addition, the sum of $2,400.00 be transferred from un- appropriated available funds in the Treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt to unappropriated available funds in the Treasury.
Article 24. Voted that the sum of $50,000.00 be appropriated from the Post War Rehabilitation Fund for Sewer Construction and pending the maturity of the war bond, the sum of $50,000.00 be transferred from unappro- priated available funds in the Tressury to meet the cost of said sewer construction, the proceeds from the Series

C War Bond to be restored upon their receipt to unappro- priated available funds in the Treasury.
Article 25. Voted that the Town raise and appro- priate the sum of $1,750.00 for the construction of a side walk between Reed Street and Federal Street the same to be constructed under betterment assessments.
Article 26. Voted that the Town raise and appro- priate the sum of $8,000.00 for the construction of Sur- face Drainage on Monroe Street.
Article 27. Voted that this article regarding the construction of walks curbing, permanent highway on Monroe Street be referred to the Planning Board for further study and recommendation.
Article 28. Voted that the Town raise and appro- priate the sum of $5,000.00 for the reconstruction of Highways.
Article 29. Voted that the Town raise and appro- priate the sum of $5,000.00 to provide for the monthly collection of rubbish.
Article 30. Voted that the sum of $28,000.00 for the reconstruction of Leonard Street with surface drainage for a distance of 1300 feet easterly of Main Street, be taken from Excess and Deficiency.
Article 31. Voted that the Town authorize the Board of Selectmen to appoint a committee to make a survey of salaries and compensation, duties and classifica- tions of all town officers and employees, and to raise and appropriate the sum of $1,000.00 to effect the survey.
Article 32. Voted that the salary and compensation of all elective officers of the Town as provided in Section 108 of Chapter 41, General Laws, as amended, effective from January 1, 1949 be set as detailed in the Finance Committee report.
