In the name of the Commonwealth of Massachusetts you are hereby directed to warn and notify the inhabi- tants of the Town of Agawam, qualified to vote in elections to meet in their respective polling places, viz :

Annual Town Meeting
MARCH 4, 1950
Meeting called to order by the Moderator, George W. Porter, a quorum declared present, the call of the warrant read by the Town Clerk, the reading of the articles being waived, and under
Article 1. Voted James W. Cesan and William H. Lester as fence viewers.
William S. Halladay and George H. Reed as field drivers.
Article 2. Voted to accept the report of the Town Officers as printed in Town Report, errors and omissions excepted.
Article 3. Voted that the care of Public Welfare be left in the hands of Board of Welfare for ensuing year.
Article 4. Voted to raise and appropriate the sum of $300. for the proper observance of Memorial Day, and that the sum to be expended under the direction of Wil- son-Thompson Post 185, American Legion.
Article 5. Voted that the sum of $200. be raised and appropriated for foreclosure of tax titles.
Article 6. Voted that the sum of $600. be raised and appropriated for the payment of the proper charge of an Insurance Company for acting as surety on the official bond of its officers.
Article 7. Voted that the sum of $2,600. be raised and appropriated for the Liability Insurance of its em- ployees.
Article 8. Voted that the sum of $1,000. be raised and appropriated toward the purchase of two new cars for the use of the Police Dept. and to authorize the Police

Commissioners to trade in two old cars to make up the balance of the purchase price.
Article 9. Voted that the sum of $200. be raised and appropriated for the enforcement of the dog law.
Article 10. Voted that the sum of $105. be raised and appropriated for bill contracted in the Police Dept. in 1949, and not previously presented.
Article 11. Voted that the sum of $1,047.31 be transferred from available funds for payment of 1949 bill contracted on Leonard Street Construction and not previously presented.
Article 12. Voted to authorize the Board of Select- men to appoint a Town Accountant, in accordance with the provisions of Section 55 of Chapter 41 of the General Laws.
Article 13. Voted to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1950, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 14. Voted that the sum of $10,000. be trans- ferred from the overlay Reserve Fund to the Reserve Fund.
Article 15. Voted that the Assessors be authorized to use the sum not exceeding $25,000. from Available Funds for the reduction of the amount to be raised by taxation during the current year.
Article 16. Voted that the sum of $50. be raised and appropriated to be expended in the Town of Agawam by the Hampden County Trustees for Aid to Agriculture in accordance with the provisions of the laws of the Commonwealth.
Article 17. Voted, unanimously to amend its By- laws to make all purchases of equipment in excess of

$300., by any department or board, subject to competitive bidding.
Article 18. Voted that the sum of $6,335.95 be raised and appropriated for the Contributory System of the Town.
Article 19. Voted that the sum of $1,200. be raised and appropriated for the purchase of 2 new trucks for the Highway Dept. and the balance of $4,000. be trans- ferred from Road Machinery Fund and the Selectmen authorized to trade in the 2 old trucks to make up the balance of the purchase.
Article 20. Voted that the sum of $3,200. be raised and appropriated for the purchase of a tractor loader and Selectmen be authorized to trade in the old tractor loader to make up the balance of the purchase price.
Article 21. Voted that the sum of $15,000. be raised and appropriated to meet the Town's share of the Cost of Chapter 90 Highway Construction of Springfield Street, and that in addition, the sum of $85,000. be transferred from the unappropriated available funds in the Treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt to unappropriated available funds in the Treasury.
Article 22. Voted YES-101 and NO-79. That the sum of $900. be raised and appropriated toward the pur- chase of a new truck for the Water Dept. and to authorize the Water Commissioners to trade in the old truck to make up the balance of the purchase price.
Article 23. Voted to raise and appropriate the sum of $3,800. for the construction of a sidewalk on Spring- field Street between the Agawam Bridge and Maple Street. The same to be constructed under Betterment Assess- ments.
Article 24. Voted that the sum of $35,000. be raised and appropriated for the construction of sewer on Spring- field Street and necessary tie-ins to main lines.
Article 25. Voted that the sum of $5,000. be raised

and appropriated for the macadam surfacing of Ottawa Street between Walnut and Bridge Streets.
Article 26. Voted that the sum of $2,400. be raised and appropriated for the reconstruction of the sidewalk and curbing on Bridge Street between River Street and the bridge.
Article 27. Voted that the sum of $5,500. be raised and appropriated for the graveling and tarring of Adams Street between Main Street and Suffield Street.
Article 28. Voted that the sum of $6,000. be raised and appropriated to provide for the monthly collection of rubbish.
Article 29. Voted-YES 204-NO 16. To amend the Town By-laws by adopting the Griffenhagen Report as outlined in Article 29 under authority of Section 108A of Chapter 41 of the General Laws.
Article 30. Voted that the salary and compensation of all elective officers of the town as provided in Section 108 of Chapter 41, General Laws, as amended, effective from January 1, 1950 be set as detailed in the Finance Committee report.
Article 31. Voted to make the following appropria- tions for the ensuing year.
