Special Town Meeting
DECEMBER 18, 1950
Town Meeting called to order by the Moderator, George W. Porter, according to the call of the warrant, a quorum declared present, the articles read by the Town Clerk and under:
Article 1. Voted unanimously that the sum of $3,500. be transferred from the Excess and Deficiency Fund to the account of Civil Defense, so that the same may be used for the installation and operation of a pro- gram of Civil Defense as follows:
a. Auxiliary Power Plant $2,400.00
b. Control Center 500.00
c. Communications and Radio 600.00
Any monies not expended under this article prior to De- cember 31, 1950 due to the emergency, be a continued obligation of the Town, to be expended during the year 1951.
Article 2. Voted to transfer the sum of $7,500.00 from the Excess and Deficiency Fund to School Depart- ment General Fund Account.
Article 3. Voted to transfer the sum of $2,000.00 from the School Department Oil Burner Purchase Account to the School Department General Fund Account.
Article 4. Voted that the Town accept the report, of the High School Survey Committee as read, with thanks.
Article 5. Voted that the Board of Selectmen be authorized to secure permission from the General Court to exceed the Town's bond limit by the sum of One Mil- lion Five Hundred Thousand ($1,500,000.00) dollars said sum to be used for school construction, equipment, archi-

tectural services and payment of land damages occasioned by the taking of land for school purposes.
Voted that the motion as read be amended by re- questing the Legislature to allow 40 years for the repay- ment of the bonds required for the construction of a building or buildings for school purposes.
Article 6. Voted to authorize the Board of Select- men to accept in its name and behalf a deed from Fred- erick T. Burns, for the consideration of One Dollar ($1.00) the premises bounded and described as follows:
Beginning at a point in the westerly line, said point being forty (40) feet southerly of the northwest corner of the premises described in a deed from Harry N. Abell, et ux to Frederick T. Burns, dated October 19th, 1950, recorded with Hampden County Registry of Deeds, and running thence -
South 74 deg. 47 feet east, Four Hundred Seventy- One and 12/100 (471.12) feet; thence
North 15 deg. 13 feet east, Forty (40) feet; thence
South 74 deg. 47 feet east, Six Hundred Ninety-Six and 85/100 (696.85) feet; thence
South 15 deg. 13 feet west, Forty-Seven and 45/100 (47.45) feet ; thence
North 83 deg. 25 feet 15 inches west, Eleven Hun- dred Sixty and 71/100 (1160.71) feet; thence
North 10 deg. 15 feet 39 inches east, One Hundred Eighty-Two and 96/100 (182.96) feet to the place of be- ginning.
The said described premises being adjacent to the Benjamin Phelps School.
Article 7. Voted that the sum of $4,432.00 be trans- ferred from the Excess and Deficiency Fund to the ac- count of Chapter 90 Construction of Springfield Street, said sum being necessary to pay an overdraft, with the understanding that the sum of $2,216.00 will be reim- bursed to the Town by the Commonwealth of Massachu- setts, and the sum of $1108.00 will be reimbursed to the Town by the County of Hampden.
Article 8. Voted to pass over the request to trans- fer the sum of Fourteen Hundred ($1,400.00) Dollars

from the Excess and Deficiency Fund to the Account of Chapter 90 Maintenance, Mittineague Bridge.
Article 9. Voted to transfer the sum of $5,596.50 from the Excess and Deficiency Fund to the Welfare De- partment, General Relief, to take care of 1950 overdrafts.
Article 10. Voted unanimously to transfer the sum of $31.50 from Excess and Deficiency Fund to Welfare General Relief to pay 1949 bills.
Article 11. Voted to adjourn at 9:00 p. m.
