RECORDS OF TOWN MEETINGS AND ELECTIONS DURING THE YEAR 1936


TOWN WARRANT


The Commonwealth of Massachusetts, Middlesex, ss.


To the Constables of the Town of Arlington, in said County :


Greeting:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said Town on Wednesday, the 29th day of January, 1936, at 8.00 o'clock, P.M., to act on the following Articles, viz:


Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.


Article 2. To see if the Town will make an appropri- ation to meet expenditures for Works Progress Adminis- tration projects; determine in what manner the money shall be raised and expended; or take any action relating to any such projects.


Article 3. To see if the Town will make an appropri- ation to be expended under the direction of the Board of Selectmen for employment of the poor; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 4. To see if the Town will make any altera- tions and repairs of the vault in the office of the Town Clerk in the Robbins Memorial Town Hall; make an appropriation therefor; determine in what manner the money shall be raised and expended; or take any action relating to alterations and repairs of said office.


Article 5. To see if the Town will transfer two hundred (200) dollars from (Mt. Pleasant Cemetery) Sale of Lots and Graves Fund to the (Mt. Pleasant Cemetery) Perpetual Care Fund; or take any action relating thereto.

Article 6. To see if the Town will amend Article 1 of the Town By-Laws by inserting after Section 1 the following new section:


SECTION 1A-"In accordance with the provisions of Section 4 of Chapter 43A of the General Laws, entitled "Standard Form of Representative Town Meeting Gov- ernment," accepted by the Town at the Annual Meeting of 1935, and any amendments thereof and additions there- to, the following officers are designated as and shall be town meeting members at large, namely: the town moder- ator, the town clerk, the town treasurer, the town collector of taxes, the chairman of the board of selectmen, the chair- man of the board of public works, the chairman of the assessors of taxes, the chairman of the school committee, the chairman of the planning board, the chairman of the park commissioners, the chairman of the board of health, the chairman of the sinking fund commissioners, the chair- man of the trustees of the Robbins Library, the chairman of the cemetery commissioners, and the chairman of the finance committee;" or will take any other action to designate in the by-laws of the Town the officers who shall be town meeting members at large.


Article 7. To see if the Town will amend Section 2

of Article 1 of the Town By-Laws by striking out the last sentence of said section and inserting in place thereof the following:


"The Town Clerk shall mail to every Town Meeting Member a notice of the time and place at which each representative town meeting is to be held at least seven days before the meeting and shall also cause notice of such meeting to be published in at least one local news- paper. The Town Clerk shall mail to every Town Meeting Member a notice of the time and place at which any ad- journed session of a representative town meeting is to be held at least twelve hours before such session and shall also cause a notice of such session to be posted in each precinct," so that said section of the Town By-laws shall read as follows:


"The Selectmen shall, before calling a Town Meeting, post a notice of their intention so to do, in each precinct in the town, at least five days before closing the warrant calling the meeting. A copy of the warrant for a meeting shall be posted in each precinct at least seven days before the day of the meeting and a copy left at every dwelling house in the town previous to the day of meeting. The Town Clerk shall mail to every Town Meeting Member a notice of the time and place at which each representative town meeting is to be held at least seven days before the meeting and shall also cause notice of such meeting to be published in at least one local newspaper. The Town Clerk shall mail to every Town Meeting Member a notice of the time and place at which any adjourned session of a representative town meeting is to be held at least twelve hours before such session and shall also cause a notice of such session to be posted in each precinct"; or will take any other action relating to notices of representative town meetings and any adjourned sessions thereof.


Article 8. To see if the Town will amend Section 6

of Article 2 of the Town By-Laws by striking out the words "legal voters" in the last line of said Section 6 and substi- tuting therefor the words "town meeting members," so that said Section 6 shall read as follows: "Section 6. On all questions submitted for the consideration of the Town Meeting there shall be a roll call when requested, in writing, by twelve or more town meeting members present. at the meeting "; or will take any other action relating to such a change in said Section 6 of Article 2 of the Town By-Laws.


Article 9. To see if the Town will acquire by pur- chase, eminent domain or otherwise, for the enlargement of its Town Yard or for any other municipal purpose or purposes, all or any portion or portions of the parcel of land with the buildings thereon now numbered 1083 on Massachusetts Avenue, hereinafter described; will make an appropriation for such acquisition; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Said parcel is bounded and described substantially as follows: Beginning at the southerly corner of said parcel on the northeasterly side of Massachusetts Avenue, thence running north 40°30' east on land formerly of Cyrus B. Harrington and on land formerly of Walter Fletcher three hundred forty-one and 14/100 (341.14) feet to the center of Mill Brook or the Raceway; thence running north- westerly by the center of said brook one hundred three (103) feet, more or less, to land formerly of Theodore Schwamb; thence running southwesterly by said land formerly of Theodore Schwamb two hundred four (204) feet, more or less, to a canal; thence running southeasterly by said canal two (2) feet ten (10) inches; thence running southwesterly crossing said canal and by land now or formerly of Rebecca M. Fessenden et al thirty-four (34) feet, more or less; thence running southeasterly by land formerly of John Lloyd one hundred and 38/100 (100.38)

feet; thence running southwesterly by said land formerly of Lloyd eighty and 55/100 (80.55) feet to Massachusetts Avenue; thence running southeasterly by said Avenue fifty-one and 84/100 (51.84) feet to the point of beginning; containing 33,000 square feet more or less, and being shown upon a plan marked "Plan of Land in Arlington, Mass. owned by Henry Siskind, October 15, 1918, S. L. Leftovith, Surveyor", recorded with Middlesex So. Dist. Deeds Plan Book 269, Plan 18, subject to any and all rights of drainage, flowage or otherwise of the Town of Arlington.


And you will notify and warn the voters of the Town of Arlington to meet at the time and place herein specified by leaving at every dwelling house in the Town a printed copy of this warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.

CONSTABLE'S RETURN


Arlington, Mass., January 21, 1936.


Middlesex County :


·By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington, to meet at the time and place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local papers.

SPECIAL MEETING


Arlington, January 29, 1936


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington, by a Constable of the said Town and sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Wednesday evening, January 29, 1936 at eight o'clock.

Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and thirty Town Meeting Members attended the meeting.


James C. Carr, stenographer, was sworn by the Town Clerk to impartially and correctly report the proceedings of the meeting to the best of his ability.


The Moderator called the meeting to order at 8:50 o'clock P.M.


The Moderator requested any Town Meeting Mem- bers who had not already been sworn to rise and be sworn.


The Clerk read the call and the Constable's Return of the Warrant, the reading of the remainder of the Warrant being waived by unanimous consent of the meeting.


On motion of Selectman Lowe:


Voted: (Unanimously) That if all the business of the meeting as set forth in the Warrant is not disposed of on this date the meeting adjourn to Friday evening, February 7, 1936 at eight o'clock.


A roll call to determine the number of Town Meeting Members present having been taken the Moderator de- clared a quorum not present, in accordance with which on motion of Selectman Lowe the meeting adjourned at 9:10 o'clock P.M.

ADJOURNED MEETING


Arlington, February 7, 1936.


Pursuant to the vote of adjournment on January 29, 1936, the Town Meeting Members met in the Town Hall Friday evening, February 7, 1936, notices having been sent by mail by the Town Clerk seven days before the meeting. Notices were published in the local papers.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and seventy members attended the meeting.


James C. Carr, stenographer, was sworn by the Town Clerk to the faithful performance of his duties.


The Moderator declaring a quorum present the meet- ing was called to order.


The meeting was called to order at 8:05 o'clock P.M.


Town Meeting Members not already sworn were sworn by the Moderator.


The Clerk read the call and the Constable's Return of the Warrant the reading of the remainder of the Warrant being waived by the unanimous consent of the meeting.


On motion of Selectman Lowe:


Voted: (Unanimously) That if all the business of the meeting as set forth in the Warrant is not disposed of on this date the meeting adjourn to Monday evening, Febru- ary 17, 1936 at eight o'clock.

Mr. Mitchell presented the following report of the Town Yard Committee which being put before the meet- ing was received.

ARLINGTON TOWN REPORT


REPORT OF THE TOWN YARD COMMITTEE


Dated January 29, 1936.


During the year 1935 the Town Yard Committee met on several occasions to study and discuss ways and means of securing more space to accommodate the requirements of the Board of Public Works.


On account of the increase of motor equipment and the gradual demolition of the yards at Summer Street, the committee finds that the garage at Hobbs Court is not sufficiently large to accommodate the equipment owned by the Town and coming under the jurisdiction of the Board of Public Works.


The committee also finds that the water shop at Hobbs Court yard is not large enough to take over the carpenter shop, paint shop, and blacksmith shop now located at the Summer Street yards.


Realizing the advantages to be gained in the central- ization of the towns equipment and shops for economically carrying out the functions of the Public Works Depart- ment, the Town Yard Committee is presenting for con- sideration at this town meeting the purchase of additional land and buildings which is more fully explained in Article #9 on the Warrant of a Special Town Meeting for January 29, 1936.

TOWN RECORDS


On motion of Committee Chairman Davidson:


Voted: That Article 1 be laid on the table.


Article 2 taken up. (Expenditures for W. P. A. Projects.)


Voted: (Unanimously) That the sum of thirty thou- sand (30,000) dollars be and hereby is appropriated to meet expenditures for Works Progress Administration projects; said sum to be raised by general tax and expended under the direction of the Board of Selectmen.


The Moderator declared Article 2 disposed of.


Article 3 taken up. (Employment of the Poor.)


Voted: (Unanimously) That the sum of five thousand (5,000) dollars be and hereby is appropriated for em- ployment of the poor; said sum to be raised by general tax and expended under the direction of the Board of Selectmen.


The Moderator declared Article 3 disposed of.


Article 4 taken up. (Alterations and Repairs in Office of Town Clerk.)


Voted: (Unanimously) That the Board of Selectmen be and hereby is authorized to make alterations and re- pairs of the vault in the office of the Town Clerk in the Robbins Memorial Town Hall and also alterations and repairs of said office; and that the sum of one thousand ($1,000) dollars be and hereby is appropriated for these purposes; said sum to be raised by general tax and ex- pended under the direction of said Board.


The Moderator declared Article 4 disposed of.
