The second Adjourned Special Town Meeting of April 8th was called to order by the Moderator at 8:15 P.M.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.
The check lists filed with the Town Clerk at the close of the meeting showed that 185 members attended the meeting.

James C. Carr was sworn by the Town Clerk to im- partially and correctly report the proceedings of the meet- ing to the best of his ability.
Timothy Creedon was sworn as a Town Meeting Member by the Moderator.
On motion of Selectman Estabrook:
Voted: That unless all the articles of the warrant for this meeting are finally disposed of, when the meeting adjourns, it adjourn to Wednesday evening, May 20, 1936, at 8 P.M.
On motion of Selectman Estabrook:
Voted: That unless all the articles in the warrant for this meeting are finally disposed of before 8:27 P.M., at said time the Adjourned Special Town Meeting be re- cessed until the business of the Special Meeting called for 8:30 P.M., is completed and that in no event shall the recess of the Adjourned Meeting extend beyond the time at which said special meeting so adjourns.
On motion of Committee Chairman Chamberlain:
Voted: That Article 6 now be taken from the table.
Selectman Estabrook stated that he expected ere this to be able to report some progress in the matter of action by the legislature.
He stated a hearing was held before the Committee on Metropolitan Affairs and that the Joint Board had met with the Middlesex County Commissioners but no de- cision had been reached in connection with the reconstruc- tion of the bridge.

He further stated that a hearing was to be held before the Ways and Means Committee and hoped that some decision would be reached as to the amount of money necessary to be appropriated by the Town of Arlington, if any. That in view of all this uncertainty he recom- mended that Article 6 be disposed of at this time. It was, therefore,
Voted: That no appropriation be made under Article 6.
On motion of Committee Chairman Chamberlain:
Voted: That Article 1 be taken up.
There being no business to come up under Article 1 of the Special Meeting the Moderator declared it disposed of.
On motion of Selectman Estabrook:
Voted: That the Special Town Meeting originally called for April 8, 1936, adjourn.

Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said Town on Wednesday, the 13th day of May, 1936, at 8:30 o'clock P.M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and sub- ject to the referenda provided for by, Section 10 of Chapter 43A of the General Laws.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. To see if the Town will acquire by pur- chase, eminent domain or otherwise, for the enlargement of its Town Yard or for any other municipal purpose or purposes, all or any portion or portions of the parcel of land with the buildings thereon now numbered 1083 on Massachusetts Avenue, hereinafter described; will make an appropriation for such acquisition; determine in what manner the money shall be raised and expended; or take any action relating to said land and buildings.
Said parcel is bounded and described substantially as follows:
Beginning at the southerly corner of said parcel on the northeasterly side of Massachusetts Avenue, thence running north 40 degrees, 30 feet east on land formerly of Cyrus B. Harrington and on land formerly of Walter Fletcher three hundred forty-one and 14/100 (341.14) feet to the center of Mill Brook or the Raceway; thence run- ning northwesterly by the center of said brook one hun- dred three (103) feet, more or less, to land formerly of Theodore Schwamb; thence running southwesterly by said land formerly of Theodore Schwamb two hundred four

(204) feet, more or less, to a canal; thence running south- easterly by said canal two (2) feet ten (10) inches; thence running southwesterly crossing said canal and by land now or formerly of Rebecca M. Fessenden et al thirty-four (34) feet, more or less; thence running southeasterly by land formerly of John Lloyd one hundred and 38/100 (100.38) feet; thence running southwesterly by said land formerly of Lloyd eighty and 55/100 (80.55) feet to Massa- chusetts Avenue; thence running southeasterly by said Avenue fifty-one and 84/100 (51.84) feet to the point of beginning; containing 33,000 square feet more or less, and being shown upon a plan marked "Plan of Land in Arling- ton, Mass., owned by Henry Siskind, October 15, 1918, S. L. Leftovith, Surveyor", recorded with Middlesex So. Dist. Deeds Plan Book 269, Plan 18, subject to any rights of drainage, flowage or otherwise.
Article 3. To see if the Town will make any altera- tions and repairs of a building or buildings now numbered 1083 on Massachusetts Avenue, to be used in connection with the enlargement of its Town Yard, or for any other municipal purpose or purposes; make an appropriation or appropriations therefor; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 4. To see if the Town will amend or alter the following section of Article 15 of the Town's By-Laws known as the Building Code in the manner hereinafter set forth, or will take any action relating to the amendment or alteration of said section.
Section 15-2 relative to Plumbing Permits, by adding at the end of the first paragraph, the following: Permits to perform plumbing shall be issued only to Master Plumbers who have registered their names and places of business with the Inspector of Buildings.

Arlington, Mass., May 13, 1936.
Pursuant to the Warrant of the Selectmen, served according to law upon the inhabitants of the Town of Arlington, by a constable of the said Town, and notices having been sent by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arling- ton, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Wednesday at 8:30 o'clock in the evening.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.
The check lists filed with the Town Clerk at the close of the meeting showed that 185 members attended the meeting.
James C. Carr was sworn by the Town Clerk to im- partially and correctly report the proceedings of the meet- ing to the best of his ability.

On motion of Committee Chairman Chamberlain:

After lengthy discussion of this Town Yard Project, which had previously been voted upon three times, on motion of Mr. Cutler it was
Voted: That all further speakers be limited to three minutes and no more.
After further discussion the Moderator called for a vote and, being in doubt, asked for a standing vote. Messrs. Washburn, Donovan and McManus acted as tel- lers. The result was 133 voted in the affirmative and forty-nine in the negative. The Moderator declared the motion carried by more than the two-thirds vote. Mr. Donovan then asked for a roll call. Twenty Town Meet- ing Members standing in favor thereof a roll call was taken by the Clerk.
Voted: (134 in the affirmative and 48 in the negative, more than the necessary two-thirds)
That the Board of Selectmen be and hereby is au- thorized and empowered, on behalf of the Town, to pur- chase or take in fee by eminent domain or otherwise acquire, for the enlargement of its Town Yard to be used with the present Town Yard under the control of the Board of Public Works in connection with the duties

and powers of said Board, the parcel of land with the buildings thereon now numbered 1083 on Massachusetts Avenue, bounded southwesterly by Massachusetts Avenue, southeasterly by land formerly of Harrington and land formerly of Fletcher, northeasterly by the center of Mill Brook or the Raceway, northwesterly by land formerly of Theodore Schwamb and by land formerly of Rebecca M. Fessenden, southwesterly and northwesterly by land form- erly of John Lloyd, as more particularly described in Article 2 of the Warrant; that for the purpose of such purchase, taking or acquisition the sum of eight thousand nine hundred (8,900) dollars be and hereby is appro- priated; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.

Voted: That the sum of eight thousand five hundred (8,500) dollars be and hereby is appropriated for altera- tions and repairs of a building or buildings now numbered 1083 Massachusetts Avenue, to be used in connection with the enlargement of the Town Yard, or for any other municipal purpose or purposes, provided that at the time of such alterations and repairs said buildings shall have been acquired by the Town in accordance with the vote passed under Article 2 of the warrant for this meeting; said sum to be raised by general tax and so expended under the direction of the Board of Public Works.
There being no further business under Article 3 the Moderator declared it disposed of.

And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein speci- fied by leaving at every dwelling house in the Town a printed copy of this warrant, and also by posting a copy of the same at the doors of the Town Hall and in a con- spicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.

Middlesex County :
By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, places, and objects of the meeting was published in the local papers.
