REPORT OF THE JOINT BOARD OF SELECTMEN AND BOARD OF PUBLIC WORKS
To the Honorable Board of Selectmen
Arlington, Mass.
Gentlemen:
In accordance with the provisions of Article 3, Section 3 of the Town's By-laws, the Joint Board of Selectmen and Board of Public Works respectfully submits its thirty- third annual report for the year ending December 31, 1936.
At the Annual Town Election held March 2, 1936, Mr. George H. Lowe, Jr. was re-elected a member of the Board of Selectmen for a term of three years, and Mr. James R. Smith was elected a member of the Board of Public Works for a term of three years, and by virtue of such elections both became members of this Board.
The Board organized with Mr. Ernest W. Davis as Chairman for the ensuing year.
The following appointments were made:
James J. Golden, Jr., Secretary. Paul M. White, Town Counsel. James M. Keane, Town Engineer.
William E. Mason, Superintendent of Wires.
The regular meetings of the Board are held in the Selectmen's Office on the second and fourth Tuesday evenings of each month at seven o'clock. Routine matters

are considered, interviews are held with the heads of the departments within its jurisdiction, hearings are given on petitions as required by law and audiences are given to individuals, committees and delegations by appointment. During the year 1936, thirty-eight regular and special meetings of the Board were held, many of them occasioned by reason of the continued improvement in business con- ditions. The special meetings were called by the Chairman when the occasion required.
NEW STREETS
Applications were filed with this Board by owners of property on thirteen streets, requesting the acceptance and construction of their streets in 1936. After holding the necessary hearings, the Board recommended the acceptance and construction of the following streets:
Argyle Road
Hibbert Street
Dundee Road
Lockeland Avenue
Edmund Road
Ottawa Road
Glen Avenue
Peter Tufts Road
Washington Street
These streets were accepted and the necessary funds for the laying out and construction were appropriated at the Annual Town Meeting. The actual work was executed with the assistance of the Federal Government under the auspices of the W.P.A. and carried out under the super- vision of the Board of Public Works. Because of an unavoidable delay with regard to the approval by the Federal Government of the projects covering Argyle Road, Dundee Road and Hibbert Street, work was so interrupted that it was impossible to complete these streets this year. The Board proposes however to finish them during the early spring of 1937.
Although unusual conditions were encountered in

many instances while these streets were in the process of construction, the Board would be remiss in its duty in not taking this occasion to publicly commend all who were engaged in one capacity or another on these projects.
STREET LIGHTING
The street lighting schedule has been continued through the year and additional lights have been installed on public and private ways where required.
SIDEWALKS AND EDGESTONES
One of the more important of the miscellaneous W.P.A. projects designed and carried out under the supervision of this Board during the year was the con- tinuation of a policy adopted several years ago to follow a progressive program in supplying property owners on public ways with permanent walks and a continuous line of curbing. The sum of five thousand (5,000) dollars was appropriated for this work at the Annual Town Meeting and as was true in the construction of streets, there was a substantial saving in cost realized by the property owners.
NEW BOARD OF SURVEY PLANS
The Board sitting as the Board of Survey gave its final approval to the following plans:

The latter two streets are located within the area formerly known as the "Boston Elevated Lot."

The last six streets comprise a portion of the area now being developed on the southwesterly side of the Concord Turnpike adjacent to the Arlington-Lexington town line and formerly known as the Hutchinson property.
Considerable time was devoted in conjunction with the Planning Board to the study of an alternative location for the proposed Super State Highway to Lowell. At a hearing before the Committee on Highways and Motor Vehicles, this Board and the Planning Board were re- corded as opposed to the terminus of the proposed highway being at Mystic and Summer Streets, as set forth in Senate Bill No. 288 and recommended that the terminus of said highway be in the vicinity of Maple Street in the Town of Lexington and that a study be made for the continuation of the highway in a southerly direction as contained in House Bill No. 809. Many conferences were held during the year with planning officials and delegations from other municipalities interested in this highway. Although no definite action was taken by the Legislature, it is safe to assume that this matter will again be presented for con- sideration in 1937.
ITEMS OF GENERAL INTEREST
Appleton Street from Wachusett Avenue to Rhine- cliff Street, a distance of approximately twelve hundred (1,200) feet was reconstructed. The State, County and Town shared in the expense of this improvement.

The New England Telephone and Telegraph Com- pany of Massachusetts, the Edison Electric Illuminating Company of Boston and the Boston Elevated Railway Company have filed during the year various petitions for permission to locate, relocate and remove poles in and from the public ways of the Town and attach all necessary wires and fixtures thereto; also to construct and maintain under- ground conduits and manholes in Massachusetts Avenue, westerly from a point approximately one hundred forty (140) feet east of Mill Street to Grove Street.
Hearings have been held when required by law and necessary orders adopted.
The Arlington Gas Light Company has been given permission to install gas mains in various public ways upon petition.
The Board has conferred with the Selectmen of the Town of Belmont relative to a possible alteration of the boundary line between the Towns of Arlington and Bel- mont, but as yet has been unsuccessful in arriving at a mutual agreement in the matter.
The Board in this report of its activities desires to express its deep appreciation for the continued loyalty and active cooperation of all those who in so many ways have assisted in its work.

Gentlemen:
I herewith submit my annual report as Town Engineer for the year ending December 31, 1936.
This year has been the most active experienced by this department since 1931 and all indications are that 1937 will exceed it by a wide margin and this being the case it will be necessary to add to the present force to meet the expected demands.
The Engineering Department has furnished all sur- veys and plans requested by the various other Town De- partments, Boards, and Committees, all new underground structures have been located and plans drawn recording the layout, new streets, curb, sidewalk and sewer assess- ments have been levied, plans drawn for addition to Park Circle Fire Station and Police Station garage, study and design made for flood control in Mill Brook, Arlington Heights Reservoir and Great Meadows, plans drawn for proposed changes in Arlington, Belmont and Cambridge Town and City lines, layout and design for sewer and water extensions and sewer pumping station at Arlmont

Village development, also Chester Street, Fisher Road and vicinity, Bellevue Road and Morton Road, Bates Road, Raleigh Street and Tufts Street section; several studies were made and plans drawn for the Committee on Playgrounds and the usual number of plans were furnished the Legal Department.
A comparison of work between 1935 and 1936 will readily show the increase in practically every branch of the service rendered by this department.
