After having considered various streets throughout the Town, the Board decided tentatively to reconstruct Apple- ton Street, from Rhinecliff Street to Wachusett Avenue, with a penetrated macadam pavement. The cost of recon- structing this portion of Appleton Street was estimated at Eight thousand, seven hundred fifty and 00/100 ($8,750.00) Dollars. Since this amount was in excess of the sum of Five thousand, three hundred seventy-one and 71/100 ($5,371.71) Dollars which the Town had available for this purpose, this Board in conjunction with the Board of Selectmen petitioned the Commissioners of the State Department of Public Works and the County Com- missioners for Highway Reconstruction assistance as provided by Chapter 90 of the General Laws. In accord- ance with the Town's petition, the State and County agreed to assume five-sevenths (5/7) of the cost of the roadway construction on Appleton Street, the State assuming three-sevenths (3/7), the County two-sevenths

(2/7) and the Town the balance. By this arrangement the Board was enabled to complete the reconstruction of Appleton Street, from Rhinecliff Street to Wachusett Avenue, as originally planned.


The total cost of reconstruction was Ten thousand, eight hundred ninety-seven and 14/100 ($10,897.14) Dol- lars of which amount, Six thousand, two hundred fifty and 00/100 ($6,250.00) Dollars was assumed by the State and County. This expenditure for the Reconstruction of Appleton Street includes not only the cost of roadway con- struction but also the installation of storm drains, the re- laying of water services where necessary, the installation of sewer and water connections to vacant lots and other necessary underground work.


NEW STREET CONSTRUCTION


This year the following streets were accepted by the Town to be constructed under the direction of the Board of Public Works:


Argyle Road, from Dundee Road to Aberdeen Road.


Dundee Road, from Massachusetts Avenue to the southerly side of Arnold Street.


Edmund Road, from Forest Street, northerly.


Glen Avenue, from Mystic Street, easterly.


Hibbert Street, from Town Line to Lot No. 109.


Lockeland Avenue, from Gloucester Street to Gray Street.


Ottawa Road, from Highland Avenue to Menotomy Rocks Park.


Peter Tufts Road, from Edmund Road to Overlook Road.


Washington Street, from Ronald Road to Overlook Road.

the Board of Selectmen filed with the Works Progress Administration the projects covering all of the labor necessary for construction. These projects were approved and to date the labor used in the construction of streets has been furnished through the Works Progress Adminis- tration, the Town furnishing all materials and equipment.


For cost of material, equipment, etc., see Detail of 1936 Street Construction under "Table 1, Highway".


The following streets have not as yet been completed- Argyle Road, Dundee Road, and Hibbert Street. Con- struction is, however, in progress and the streets will be completed as soon as weather permits.


RECONSTRUCTION OF BOW STREET


In 1936 the Board of Public Works completed the Re- construction of Bow Street under the provisions of Chap- ter 464 of the Acts of 1935 which the General Court had passed as an emergency "Act providing a public works program for the purpose of alleviating existing conditions resulting from unemployment".


This Act empowered the Commissioner of the State Department of Public Works to make one hundred (100%) per cent grants for highway projects to cities and towns of the Commonwealth. It provided generally that the labor, purchase of materials, and rental of equipment for such projects should be under the superintendence of the local community. All expenditures were, however, subject to the direct and mandatory supervision of the State Department of Public Works since no city or town was required, under the stipulations of the Act, to bear any portion of the cost of such projects.


The State Department of Public Works granted the Town of Arlington Fifteen thousand,four hundred seventy-

nine and 30/100 ($15,479.30) Dollars as its proportionate share of the monies appropriated under the enabling pro- visions of this Act. The Board of Public Works was thereby enabled to undertake and complete the recon- struction of Bow Street from Forest Street to Park Avenue. Storm drain installation was begun in Novem- ber, 1935. Work was interrupted by cold weather in December, 1935, but renewed in April, 1936, and com- pleted in June, 1936.


In its Highway Department the Town owns four horses that are by agreement loaned to the Peirce & Winn Com- pany for their board and keep. In accordance with the agreement the horses are available for use by the Town at any and all times.

SEWER DIVISION


Seven thousand, two hundred fifteen and 63/100 feet of main sewer were laid during the year, four thousand, eight hundred eleven and 06/100 feet by the Public Works Department, four hundred eighty-five and 89/100 feet by the W.P.A., and one thousand, nine hundred eighteen and 68/100 feet by developers.

politan system, and five hundred and eighty-nine feet of new water mains were laid during the year and connected to the old reservoir system. One thousand, seven hundred and sixty-three feet of mains were renewed during the year. Details of regular water main construction will be found in Table 6.


SERVICES


One hundred and thirty-five new services have been added during the year and thirty-three services were abandoned. There are for all purposes, 3,230 on the low, 4,333 on the high, and 4 on the old reservoir system. On the Metropolitan water supply there are 52 services for municipal purposes, 33 sprinkler services, and 44 for sewer flushing purposes included in the above. On Jan- uary 1, 1937, 239 services were temporarily out of use.


METERS


One hundred and thirty-two meters were set during 1936 on services installed in 1934, 1935 and 1936. The total number of meters in use January 1, 1937, is 7,490.
