Pursuant to the taking of recess the Adjourned An- nual Town Meeting of April 8th reconvened at 10:20 P.M.


The Moderator called the meeting to order stating that the motion under item 35 of Article 4 has been offered. Whereupon Mr. Hennessy moved to lay item 35 on the table. The motion was put to a vote and failed to carry.


Mr. Hennessy then offered the following substitute motion :


That the sum of $26,827.49, including the dog tax, be and hereby is appropriated for the Robbins Library and Branches, said appropriation to be raised by general tax and expended under the direction of the Trustees of the Robbins Library, as follows:

ADJOURNED MEETING


Arlington, April 15, 1936.


Pursuant to the vote of adjournment on April 8, 1936, the Town Meeting Members met in the Town Hall on Wednesday, April 15, 1936, at 8:15 P.M., notices having been sent by the Town Clerk at least twelve hours before such session and a similar notice posted in each precinct.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that 170 attended the meeting.


James C. Carr, stenographer, was sworn by the Town Clerk to the faithful performance of his duties.


The Moderator declaring a quorum present the meet- ing was called to order at 8:15 P.M.

Voted: (Unanimously) That if all the business of the meeting as set forth in the Warrant is not disposed of on this date when the meeting adjourns, it adjourn to Wednes- day evening, April 22, 1936, at 8:00 o'clock.

Voted: (Unanimously) That at 8:27 P.M. the annual meeting be recessed until the special meeting adjourned to 8:30 P.M. adjourns, either to a time certain or finally, and that in no event shall the recess of the annual meet- ing extend beyond the time at which said special meeting so adjourns.


Article 5 taken up. (Treasurer : Power to Borrow)


Voted: (Unanimously) That the Town Treasurer, with the approval of the Selectmen, be and hereby is au- thorized to borrow money on and after January 1, 1937, in anticipation of the revenue of the financial year begin- ning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with section 17 of chapter 44 of the General Laws and any amendments thereof; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1937.


There being no further business under Article 5 the Moderator declared it disposed of.

Article 7 taken up. (Extension of Water Mains)


Voted: (Unanimously) That the sum of nineteen thou- sand three hundred (19,300) dollars be and hereby is ap- propriated for the extension of water mains; said appro- priation to be raised by general tax and expended under the direction of the Board of Public Works substantially as follows:


Laying and relaying water mains of not less than six inches in diameter $18,200.00

Article 8 taken up. (Extension of Water Main on James Street.)


Voted: That the Town do not make an appropriation for the Extension of a Water Main on James Street.


The Moderator asked if there was any further busi- ness to come up under Article 8 and Mr. Olson moved to reconsider it, which was seconded, and on being put to a vote failed to carry. The vote was in doubt and on a standing vote 48 arose in the affirmative and 74 in the negative. The Moderator declared the motion lost. There being no further business under Article 8 it was disposed of.

Mr. Marsh offered the following substitute motion:


That the sum of nineteen thousand, nine hundred (19,900.00) dollars be and hereby is appropriated for the Widening and Improving of Mill Brook for Storm Drain purposes; said sum to be raised by general tax and ex- pended under the direction of the Board of Public Works.

ADJOURNED SPECIAL TOWN MEETING


Arlington, Mass., April 15, 1936.


The Adjourned Town Meeting of April 8th was called to order by the Moderator at 8:30 P.M.


There being 170 Town Meeting Members present when the meeting was called to order the Moderator de- clared a quorum present.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.

The Moderator then asked if Article 6 should be taken from the table. Selectman Davis stated that the Board of Selectmen and Joint Board had nothing to re- port under this article because no action had been taken by the legislature and that, in his opinion, no action at this time should be taken regarding it. He moved that the meeting adjourn and on a standing vote, the tellers being McManus, Donovan and Washburn, 110 voted in the affirmative and 36 in the negative. The Moderator declared the motion carried.


Whereupon, at 8:50 o'clock P.M. the Special Town Meeting adjourned to 8:00 o'clock P.M. May 13, 1936.

Voted: (Unanimously) That the sum of five thousand (5,000) dollars be and hereby is appropriated for the con- struction of permanent sidewalks and for the installing of edgestones in the year 1936; said sum to be raised by general tax and expended under the direction of the Joint Board of Selectmen and Board of Public Works.

It was voted that the reading of the description of the highways included from Article 13 to 21 inclusive be dispensed with.

Voted: (Unanimously) That the Joint Board of Se- lectmen and Board of Public Works be and hereby is authorized and empowered on behalf of the Town, to purchase or take by eminent domain or otherwise acquire, easements in lands adjoining the locations of ways, the laying out of which is accepted at this meeting, consisting of the right to have the land of said locations protected by having the surface of such adjoining lands slope from the boundaries of said locations; that for this purpose the sum of two thousand (2,000) dollars be and hereby is appropriated; said sum to be raised by general tax and expended under the direction of said Joint Board.


There being no further business under Article 23 the Moderator declared it disposed of.

Voted: (Unanimously) That the sum of thirty-two thousand eight hundred thirty-two and 41/100 (32,832.41) dollars be and hereby is appropriated to defray the neces- sary engineering, trucking and other expenses, and to purchase tools, equipment and materials, for carrying on certain public works and improvements in connection with Works Progress Administration projects; said sum to be raised by general tax and expended under the direc- tion of the Board of Selectmen. In case said funds are no longer required for Works Progress Administration projects, the balance may be expended in the several de- partments to relieve unemployment to the extent approved by the Selectmen.

Voted: (Unanimously) That the alteration of the portion of the way known as Bow Street particularly described in Article 25 of the Warrant, as made and re- ported by the Joint Board of Selectmen and Board of Public Works, be accepted, said way as so altered, estab- lished, and said Joint Board authorized to take land for the purpose; that the sum of one hundred twenty-two and 15/100 (122.15) dollars be and hereby is appropriated for the alteration and construction of said way including land damages, if any, and the cost of any pavement and sidewalk laid at the time of such alteration and construc- tion, all under the provisions of law authorizing the assess- ment of betterments or otherwise; and that said sum be raised by general tax and expended under the direction of the Board of Public Works except that such portion of said sum as may be awarded as damages by said Joint Board shall be expended under the direction of said Joint Board.


There being no further business under Article 25 the Moderator declared it disposed of.

Voted: (Unanimously) That the alteration of the por- tion of the way known as Wyman Street particularly described in Article 26 of the warrant, as made and reported by the Joint Board of Selectmen and Board of Public Works, be accepted, said way as so altered estab- lished, and said Joint Board authorized to take land for the purpose; that the sum of three hundred twenty-six and 25/100 (326.25) dollars be and hereby is appropriated for the alteration and construction of said way including land damages, if any, and the cost of any pavement and sidewalk laid at the time of such alteration and construc- tion, all under the provisions of law authorizing the assess-

Voted: (Unanimously) That the Town do not make any appropriation under Article 27 of the warrant, for the relocation, alteration and widening, construction of, specific repairs upon and improvements of ways within the Town.


There being no further business under Article 27 the Moderator declared it disposed of.


Article 28 taken up. (Acceptance of Deed of Land.)


Voted: (Unanimously) That the Town accept the deed of William H. Richardson to the Town dated De- cember 14, 1935, and recorded with Middlesex So. Dist. Deeds on December 20, 1935, book 5994, page 160, re- lating to premises bounded southeasterly by Robbins Road seventy-five feet and containing about 9,422 square feet, being lot No. 14 on a plan drawn by F. R. Page, C. E., dated September 1897 and recorded with said deeds as File Plan 167, subject to any takings of rights or ease- ments therein on behalf of the Town.


There being no further business under Article 28 the Moderator declared it disposed of.

ARLINGTON TOWN REPORT


Voted: (Unanimously) That the Board of Selectmen be and hereby is authorized and empowered, in the name and on behalf of the Town, to sell, at public auction or private sale, and to convey the two parcels of land situ- ated on Chestnut Street and Medford Street as particu- larly described in article 29 of the warrant, which are now parts of the public parks within the town, whenever the General Court shall have authorized such sale and conveyance, and to execute, acknowledge and deliver the proper documents for this purpose, all for the minimum amount of twenty-five (25) dollars for each said parcel; and that the sum of twenty-five (25) dollars appropriated under vote passed October 24, 1935, under article 5 of the warrant for the meeting on that date, be and hereby is reappropriated for the purposes herein mentioned, to be expended under the direction of the said Board.
