RECORDS OF THE TOWN MEETINGS AND ELECTIONS DURING THE YEAR 1938
TOWN WARRANT
The Commonwealth of Massachusetts, Middlesex, ss.
To the Constables of the Town of Arlington, in said County :
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said town on Monday, the 24th day of January, 1938, at 8 o'clock, P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with and subject to, the referenda provided for by Chapter 43A of the General Laws.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. To see if the Town will appropriate the sum of fifteen thousand, one hundred thirteen (15,113) dollars or any other sum for Works Progress Administration projects and the sum of eight thousand (8,000) dollars or any other sum for useful projects to provide employment of the poor; deter- mine in what manner the money shall be raised and expended ; or take any action relating thereto.

Article 3. To see if the Town will make an appropriation for the removal of snow and ice; determine in what manner the money shall be raised and expended ; or take any action re- lating thereto.

Article 4. To see if the Town will appropriate the sum of eleven thousand, two hundred fifty (11,250) dollars or any other sum or sums, for the purpose of making the payment re- quired to be made by the Town under the provisions of Chap- ter 432 of the Acts of 1937 entitled "An Act Providing For The Reconstruction Of A Bridge And Its Approaches Over The Mystic River In The City of Medford And The Town of Arlington," other than the proportionate part of the cost pay- able on account of the Town's membership in the metropolitan parks district (said bridge being at River Street) ; will deter- mine in what manner the money shall be raised and expended (by borrowing or otherwise) ; or will take any other action in any way relating to anything mentioned hereinbefore or in said Chapter 432.
Article 5. To see if the Town will make an appropriation for the proper celebration of the nineteenth day of April ; determine in what manner the money shall be raised and ex- pended ; or take any action relating thereto.
Article 6. To see if the Town will amend its By-Laws by striking out Section 7 of Article 8 relating to the Finance Committee and inserting in place thereof, the following:
"Section 7. The committee shall have the power and authority to consult with such departments, offi- cers, employees, or committees as may have informa- tion concerning any matter under consideration, and it shall be the duty of all departments, officers, em- ployees or committees to furnish such information as they possess or can by diligence acquire that may be required by said committee. It shall also have the power to examine, in connection with any subject un-

der investigation or consideration, all records, books, vouchers, papers, and all other instruments in the custody or possession of any officer, employee or agent of the Town as far as the same is permitted by law. All boards and officers shall submit to the committee, at the same time that they are submitted to the Town Accountant, copies of their estimates for the ensuing year in budget form."

And you will notify and warn the voters of the Town of Arlington to meet at the time and place herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.
Given under our hands, at said Arlington, this tenth day of January, in the year of our Lord one thousand nine hundred and thirty-eight.

place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and object of the meeting was published in the local papers.

SPECIAL MEETING
Arlington, Mass., January 24, 1938.
Pursuant to the Warrant of the Selectmen served accord- ing to law upon the inhabitants of the Town of Arlington, by a constable of the said Town and notices sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Monday, Jan- uary 24, 1938, at 8:00 o'clock in the evening.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.
The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and sixty-one members attended the meeting.
The Moderator called the meeting to order at 8.25 P. M.
There were no Town Meeting Members to be sworn.
Mr. Estabrook requested that Selectman Lowe, the Secre- tary of the Board of Selectmen, Mr. Golden, and the Town Counsel, Mr. White, be allowed to sit with him, which was granted.
The Town Clerk read the call and the Constable's Return of the Warrant, the reading of the remainder of the Warrant was waived by consent of the meeting.

Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, the meeting adjourn to Monday evening, January 31, 1938, at 8 o'clock.

Voted : That the sum of fifteen thousand one hundred thir- teen (15,113) dollars be and hereby is appropriated to defray the necessary engineering, trucking and other expenses, and to purchase tools, equipment and materials, for Works Prog- ress Administration projects ; and that the sum of eight thou-

sand (8,000) dollars be and hereby is appropriated for useful projects to provide employment for the poor; said sums to be raised by general tax and expended under the direction of the Board of Selectmen. If the entire amount appropriated for Works Progress Administration projects is not required for such purpose, any remaining balance thereof shall, so far as permitted by law, be expended for employment of the poor on useful projects under the direction of the Board of Selectmen.
There being no further business under Article 2 the Mod- erator declared Article 2 disposed of.
Article 3 taken up. (Removal of Snow and Ice).
On motion duly made and seconded it was unanimously
Voted: That the sum of forty-three thousand (43,000) dol- lars be and hereby is appropriated for the removal of snow and ice; said sum to be raised by general tax and expended under the direction of the Board of Public Works.
There being no further business under Article 3 the Mod- erator declared Article 3 disposed of.
Article 4 taken up. (Payment for River Street Bridge).

Voted : That the sum of eleven thousand two hundred fifty (11,250) dollars be and hereby is appropriated for the purpose of making the payment required to be made by the Town un- der the provisions of Chapter 432 of the Acts of 1937 entitled "An Act providing for the Reconstruction of a Bridge and its Approaches over the Mystic River in the City of Medford and the Town of Arlington," other than the proportionate part of the cost payable on account of the Town's membership in the metropolitan parks district (said bridge being at River Street) ; and that said sum be raised by general tax and expended un- der the direction of the Board of Selectmen.

There being no further business under Article 4 the Mod- erator declared Article 4 disposed of.
Article 5 taken up. (Celebration of the Nineteenth of April).
It was moved and seconded that a substitute motion be received appropriating $2500.00. The motion was lost.
On motion duly made and seconded it was
Voted : That no appropriation be made under Article 5 of the Warrant.
There being no further business under Article 5 the Mod- erator declared Article 5 disposed of.
Article 6 taken up. (Amending of Town By-Law).
It was moved and seconded that the recommendation of the Finance Committee be laid on the table. The motion was lost.
It was moved and seconded to act upon the previous question. The motion was lost.
After further discussion the Moderator called for a vote on the recommendation of the Finance Committee, "That the By- Laws of the Town be and hereby are amended by striking out Section 7 of Article 8 relating to the Finance Committee and inserting in place thereof the following:
"Section 7. The committee shall have the power and au- thority to consult with such departments, officers, employees, or committees as may have information concerning any mat- ter under consideration, and it shall be the duty of all depart- ments, officers, employees or committees to furnish such in- formation as they possess or can by diligence acquire that may be required by said committee. It shall also have the power to

examine, in connection with any subject under investigation or consideration, all records, books, vouchers, papers and all other instruments in the custody or possession of any officer, employee or agent of the Town as far as the same is permitted by law. All Boards and officers shall submit to the committee, at the same time that they are submitted to the Town Account- ant, copies of their estimates for the ensuing year in budget form;" and the Moderator being in doubt as to the result called for a standing vote. Messrs. Washburn, Donovan and Cutler acting as tellers reported that 66 were in favor and 76 opposed; and thereupon the Moderator declared the motion lost.
There being no further business under Article 6 the Mod erator declared Article 6 disposed of.
On motion duly made and seconded it was unanimously
Voted: That Article 1 be taken from the table.
There being no further business under Article 1 the Mod- erator declared Article 1 diisposed of.
All business having been disposed of the meeting ad- journed at 9.18 P. M.
