SEWER DIVISION


Seventeen thousand nine hundred seventy and 64/100 feet of main sewers were laid during the year, ten thousand four hun- dred ninety-four and 94/100 by the Public Works Department, four thousand nine hundred seventy-seven and 87/100 by the W. P. A., and two thousand four hundred ninety-seven and 83/100 by private developers.


Two hundred and one particular sewer connections were made with the mains.

WATER DIVISION


Eight thousand and fifty-six feet of new water mains were laid during the year and connected with the Metropolitan system. Two thousand, one hundred and sixty-five feet of mains were renewed during the year. Details of regular water main construction will be found in Table 6.

SERVICES


One hundred and fifty-nine new services have been added during the year and five services were abandoned. There are for all purposes, 3,303 on the low, 4,582 on the high, and 4 on the old reservoir system. On the Metropolitan water supply there are 60 services for municipal purposes, 33 sprinkler services, and 44 for sewer flushing purposes included in the above. On January 1, 1939, 243 services were temporarily out of use.


METERS


One hundred and fifty-nine meters were set during 1938 on services installed in 1936, 1937 and 1938. The total num- ber of meters in use January 1, 1939, is 7,812.

REPORT OF THE JOINT BOARD OF SELECTMEN AND BOARD OF PUBLIC WORKS


To the Honorable Board of Selectmen, Arlington, Massachusetts.


Gentlemen :


The Joint Board of Selectmen and Board of Public Works respectfully submit their Thirty-fifth Annual Report for the year ending December 31, 1938, in accord with Section 3 of Article 3 of the Town's By-Laws.


At the Annual Town Election held March 7, 1938, Mr. Harold M. Estabrook was re-elected a member of the Board of Selectmen for a term of three years, and Mr. Willard A. Wallace was elected a member of the Board of Public Works for a like term, and, by virtue of such elections, both became members of this Board. The Board organized with Mr. George H. Lowe, Jr. as Chairman.


Regular meetings were held at 7 o'clock P. M. on the sec- ond and fourth Tuesdays of each month, excepting the months of July and August. Twenty regular and twenty special meet- ings were held during the year.


Elsewhere in the Town Report details are shown of the activities of the various departments under the jurisdiction of the Joint Board. The information contained therein is further amplified by the following facts :

were favorably passed upon and recommended to the Town for acceptance and construction. Of this number, the following five streets were accepted at the Annual March Meeting:


Andrew Street, from Allen Street to Foster Street Brookdale Road, from Summer Street to Mystic Street Park Avenue Extension, from Summer Street to Forest Street


Quincy Street, from Benjamin Road to Gray Street Wachusett Avenue, from Florence Avenue to Park Avenue


All of the foregoing have been constructed excepting Brook- dale Road, which is ninety per cent finished and will take but a short time to complete when the weather permits.


The appropriation made for this purpose was in the amount of forty-six thousand, fifty-nine (46,059) dollars and ninety-six (96) cents. The Federal Government again co- operated by furnishing the labor through the Works Progress Administration, and the work was carried out under the direc- tion and control of the Board of Public Works.


The eight streets which were carried over from the previ- ous year have also been completed.


Details with reference to the cost of materials, equipment, etc., appear in the report of the Board of Public Works.


STREET LIGHTING


The street lighting schedule has continued as in previous years. Additional lighting has been provided on private and public ways where it has been deemed necessary.


SIDEWALKS AND EDGESTONES


The Annual March Meeting appropriated ten thousand (10,000) dollars for the construction of permanent sidewalks and the installation of edgestones on accepted ways. Again

the Board obtained the co-operation of the Federal Govern- ment in furnishing the labor for this work through the Works Progress Administration, thus realizing a great financial sav- ing to the property owners and enabling the Town to perform an increased amount of this type of work.


Portions of the existing sidewalks in Bow Street, Brant- wood Road, and Lake Street were reconstructed of bituminous concrete (black top) upon application of the property owners.


NEW BOARD OF SURVEY PLANS


The Board, sitting as the Board of Survey, took favorable action on the following plans presented for consideration :

The street numbered 1 is located between Coolidge Road and Pine Ridge Road, running from 91 Spring Avenue northeast- erly, and was formerly known as the Higgins property. The streets numbered 2 to 13 inclusive comprise the area on the westerly side of Lake Street, from Spy Pond Lane to St. Jerome's Church, formerly a part of the Wyman Farm.


Tentative approval was given the proposed layout and development of the tract of land on the easterly side of Mystic Street known as the Niles Estate.


Exterior lines were established on Rublee Street from Hibbert Street easterly approximately one hundred sixty feet. The establishment of the foregoing lines forestalls the con- struction of buildings within the area so restricted and ulti- mately will result in a saving to the Town.

ITEMS OF GENERAL INTEREST


Regarding the proposed Lowell Turnpike which has been mentioned in previous reports, the Board has recently been informed by the Division of Metropolitan Planning of its rec- ommendation to the General Court of the adoption of a six- year program of highway and parkway development in the Metropolitan District, and that among the projects listed is one which will provide for a new highway to connect the Lowell Turnpike, when it is reconstructed, with the new Con- cord Highway, thus carrying the traffic which the Lowell Turn- pike will eventually bear, to the Concord Highway and thence to Boston, by-passing Lexington and Arlington, and thus re- lieving the towns of serious congestion. From examination of the maps and plans, it appears that such route is proposed to start at a point near the junction of Maple Street, Lexing- ton, and the Lowell Turnpike, continuing over land known as the Great Meadows, which is the property of the Town of Arlington, to a point near the junction of Massachusetts Avenue and Pleasant Street in Lexington, continuing along undeveloped land easterly of Pleasant Street, connecting with Watertown Street, and thence to the Concord Highway.


The Town of Arlington took water rights in the Great Meadows about the year 1870, and it is the feeling of the Board that in the event of the construction of a highway through said land it would jeopardize such rights of the Town and inter- fere with the operation of the said Great Meadows as a source of supply to a water system of which there are many consum- ers. Consequently, the Board has been recorded as opposed to the use of any part of this land as a route for such a highway. It seems to us that it would be far more desirable to locate this connection at a point easterly of the route now proposed by the Division of Metropolitan Planning.
