ADJOURNED TOWN MEETING
March 30, 1938.
Pursuant to the vote of adjournment of March 23, 1938, the Town Meeting Members met in the Town Hall on Wednes- day evening, March 30, 1938, notices having been sent to the Town Meeting Members, and also posted in each of the pre- cinct boxes in the town.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.
The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and ninety-eight at- tended the meeting.
In the absence of the Moderator, Town Clerk Earl A. Ryder called the meeting to order at 8:10 P. M.
Town Meeting Members not previously sworn were sworn by the Town Clerk.
The Chair called for nomination for Moderator Pro Tem. Mr. Sawyer offered the name of Honorable John G. Brackett, and no other names being presented, the Chair declared the call closed; and on motion, duly made and seconded, it was unanimously
Voted : That the Chair cast one ballot for Honorable John G. Brackett.
Thereupon the Chair cast the ballot and declared Mr. Brackett duly elected Moderator Pro Tem. He was duly sworn by Mr. Ryder, and immediately took the Chair.

Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Wednesday evening, April 6, 1938, at 8:00 o'clock.
Article 24 taken up. Easements in Land.
Mr. Sawyer offered a substitute motion which was duly seconded, to appropriate the sum of $1,500 instead of $2,000 recommended by the Finance Committee, and on being put to a vote it was carried unanimously; and on motion duly made and seconded, it was unanimously
Voted: That the Joint Board of Selectmen and Board of Public Works be and hereby is authorized and empowered on behalf of the Town, to purchase or take by eminent domain or otherwise acquire, easements in land adjoining the location of ways, the laying out of which is accepted at this meeting, con- sisting of the right to have the land of said locations pro- tected by having the surface of such adjoining land slope from the boundaries of said locations; that for this purpose the sum of one thousand five hundred (1,500) dollars be and hereby is appropriated, and that said sum be taken from the unexpended appropriation for the acquisition of similar ease- ments under Article 23 of the Warrant for the Annual Meet- ing of 1936, and further that said sum be expended under the direction of said Joint Board.
There being no further business under Article 24, the Moderator declared Article 24 disposed of.
Article 25 taken up. Exterior Lines : Hibbert Street.

Voted: That the establishment of exterior lines of a way from Hibbert Street easterly approximately 160 feet, as made

Article 27 taken up. Claims or Charges of Symmes Ar- lington Hospital.
On motion, duly made and seconded, it was unanimously
Voted: That the sum of five thousand nine and S0/100 (5,009.80) dollars be and hereby is appropriated to pay claims and charges of Symmes Arlington Hospital, including such claims and charges for aid, relief or care furnished prior to January 1, 1938, to persons falling into distress and standing in need of immediate relief ; said sum to be raised by general tax and expended under the direction of the Board of Select- men.

Mr. Lowe offered the following substitute motion, which was duly seconded :
That the sum of eight hundred and five (805) dollars be and hereby is appropriated for the purchase of a truck for the use of the Gypsy and Brown Tail Moth Department; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.
And on being put to a vote, was carried; and on motion duly made and seconded, it was
Voted: That the sum of eight hundred and five (805) dollars be and hereby is appropriated for the purchase of a truck for the use of the Gypsy and Brown Tail Moth Depart- ment; and that said sum be raised by general tax and ex- pended under the direction of the Board of Selectmen.

Mr. Washburn offered a substitute motion to amend the recommendation of the Finance Committee by changing the amount of $86,875.00 to $46,875.00, and the amount of $44,- 270.00 to $34,270.00, and the amount of $40,200.00 to $30,200.00

Mr. Gaddis moved the previous question, and on being put to a vote, the Moderator declared it carried.

Voted: That a committee of five be appointed by the Mod- erator to investigate and to study the whole question of relief in the Town of Arlington, no member of said Committee to be a paid employee of the Town. That the sum of five hundred dollars ($500.00) be and hereby is appropriated for the use of said Committee, same to be raised by general tax. Said Com- mittee to report not later than next Anuual Meeting.
On motion of Mr. Sawyer, duly seconded, it was
Voted : That it is the desire of this meeting that $10,000.00 of the appropriation for W. P. A. materials as voted under Article 31, be expended to start the development of our Park and Playground system and that the Board of Selectmen co- operate with the Park Commission and the new Advisory Committee to accomplish this.
Mr. Sawyer offered the following resolution.
"That it is the desire and request of the Town Meeting Members here assembled without imposing legal obligations that the requirements for materials to be purchased from appropriations made under Article 31 and from similar un- expended balances be advertised and be purchased from the lowest bidder if such requirements or purchases exceed $50.00 in value."
And on being put to a vote the Moderator declared the motion lost.

Article 33 taken up. Sale of Land.
On motion, duly made and seconded, it was unanimously
Voted: That the Board of Selectmen be, and hereby is, authorized and empowered in the name and on behalf of the Town to sell and convey at public auction or private sale the parcel of land situated on Florence Avenue and Waverley Street and particularly described in Article 33 of the Warrant, or the Town's interest therein, for the minimum amount of one hundred eighteen and 50/100 (118.50) dollars for such conveyance and upon such other terms as the Selectmen may consider proper.
There being no further business under Article 33, the Moderator declared Article 33 disposed of.
Article 34 taken up. Park and Playground Improvement.
Mr. Powers offered the following substitute motion:
That a Committee of sixteen members be appointed, to be known as the Park and Playground Improvement Committee, to investigate the Parks and Playgrounds within the Town and report and make recommendations from time to time for their development and improvement, said Committee to con- sist of the Chairman of the Park Commissions ex-officio, a member of the Planning Board and one citizen from each precinct to be elected by the Town Meeting Members of their respective precincts; and that the sum of two hundred fifty (250) dollars be and hereby is appropriated for the use of such committee, said sum to be raised by general tax.
And on being put to a vote was declared lost.

Voted: That a committee of seven (7) members be ap- pointed, to be known as the Park and Playground Improve-

That the Moderator be and hereby is instructed to appoint a committee of five, one member at least to be appointed from the School Committee, for the purpose of studying the original plans and bringing in definite recommendations with esti- mates of cost for the completion of the Senior High School Auditorium substantially in accordance with said plans; and that the sum of fifty (50) dollars be and hereby is appropri- ated for the use of said committee; said sum to be raised by general tax.
And on being put to a vote was declared lost; and on motion duly made and seconded it was unanimously

Mr. Marsh gave details of the Committee's conclusions and showed slides of pictures of the surroundings and the proposed buildings, after which Mr. Wallace offered the fol- lowing substitute motion, which was duly seconded :
That the sum of seventy-four thousand two hundred twenty- five (74,225) dollars be and hereby is appropriated for the construction of a building to be used for the purposes of the Board of Public Works as a reclamation plant for the dis- posal of rubbish and waste materials and otherwise, upon the land of the Town known as the Town Yard at Hobbs Court, including the cost of original equipment and furnishings thereof, substantially in accordance with plans, copies of which are contained in the report of the committee appointed under vote of the Town passed under article 36 of the War- rant for the Annual Meeting of 1936, presented at this meet- ing; that for said purpose the sum of twenty-four thousand, two hundred twenty-five (24,225) dollars be raised by general tax, and for the balance, fifty thousand (50,000) dollars, the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum of fifty thousand (50,000) dollars and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws and all acts in addition thereto or in amendment thereof, so that the whole loan shall be paid in not more than ten (10) years from the date of issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine; and fur- ther, that said appropriation be expended under the direction of the Permanent Town Yard Committee, in accordance with the vote of the Town, March 24, 1919, said Permanent Town Yard Committee to have full charge of said construction and full authority so to construct said building within the sum herein appropriated.
