To the Constables of the Town of Arlington, in said County :
Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said Town on Monday, the 3rd day of October, 1938, at 8 o'clock, P. M., at which time and place the following Articles are to be acted upon and determined exclusively by Town Meeting Members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.
Article 1. To hear and act upon the reports of the Fi- nance and other committees heretofore appointed.
Article 2. To see if the Town will establish a hurricane damage emergency fund to defray cost and expense incurred or to be incurred by reason of damage caused by the recent hurricane or in any manner arising therefrom; determine in what manner the money shall be raised and expended ; or take any action in reference to the existing emergency or make any provision necessary in connection therewith.
Article 3. To see if the Town will appropriate the sums hereinafter set forth or any other sums for the following pur- poses : for public welfare including aid to dependent children the sum of thirty-two thousand (32,000) dollars; for old age assistance the sum of nine thousand (9000) dollars; for Works Progress Administration Projects the sum of thirty thousand (30,000) dollars; and for useful projects to provide employ- ment of the poor the sum of ten thousand (10,000) dollars; provide for all or any of these appropriations by borrowing

under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933 as most recently amended by Chapter 57 of the Acts of 1938 or the provisions of Chapter 58 of the Acts of 1938, or by transfer or otherwise; or take any action relative thereto.
Article 4. To see if the Town will make an additional appropriation of two thousand (2,000) dollars for the exten- sion of water services for house connections, determine in what manner the money shall be raised and expended, or take any action relative thereto.
Article 5. To see if the Town will appropriate the addi- tional sum of eight hundred dollars ($800) or any other sum for the payment of janitors and helpers in the school depart- ment, the same to be expended under the direction of the School Committee; determine in what manner the money shall be raised, whether by transfer or otherwise; or take any ac- tion relative thereto.

Article 6. To see if the Town will authorize the School Committee to expend portions of the appropriation made for payment of teachers, principals and supervisors under sub- item 2 of item 34 of the vote passed under article 4 of the war- rant for the annual meeting of this year, for other purposes listed in said sub-item 2; or take any action relating thereto.

Article 7. To see if the Town will vote to authorize the School Committee to dispose of the two room portable building located on the Hardy School property, or take any action relative thereto.

Article 8. To see if the Town will transfer the sum of one hundred and twenty-six (126) dollars or any other sum from the (Mount Pleasant Cemetery) Sale of Lots and Graves Fund

to the (Mount Pleasant Cemetery) Perpetual Care Fund; or take any action relating thereto.

Article 9. To see if the Town will authorize the disposal ' by sale or otherwise, of its 1934 International truck formerly used in connection with its police signal system; or will take any action relative to said truck.
Article 10. To see if the Town will amend its Zoning By- law by altering the zoning map therein referred to so as to in- clude in a Single Residence District all of the area, now in- cluded in a General Residence District, bounded and described as follows :
Beginning at the point of intersection of the center line of Spy Pond Lane and the center line of Lake Street, thence southwesterly on said center line of Lake Street to the north- easterly side line of the Concord Turnpike thence northwest- erly on said northeasterly side line of the Concord Turnpike to the shore line of Spy Pond, thence generally northeasterly by said shore line of Spy Pond to a point of intersection of said shore line of Spy Pond and the center line of Alfred Road extended, thence southeasterly on said center line of Alfred Road extended to the point of intersection of said center line of Alfred Road and the center line of Princeton Road, thence southwesterly on said center line of Princeton Road to the point of intersection of the center line of Princeton Road and the center line of Spy Pond Lane, thence southeasterly on said center line of Spy Pond Lane to the point of beginning.

Article 11. To see if the Town will accept chapter three hundred and seventy-one (371) of the Acts of the General Court of 1938 entitled "An Act changing and establishing a portion of the boundary line between the towns of Arlington and Belmont and making changes in certain laws relative to the territory affected" and will direct the filing of a certified copy of any such acceptance in the office of the state secretary

and to see if the Town or the representative Town meeting will take any action relative to said chapter.
Article 12. To see if the Town will accept section 103A of chapter fifty-four of the General Laws as amended by chap- ter seventy-seven of the Acts of 1937, which provides that sec- tions 86 to 103, inclusive of said chapter fifty-four and sections 27 and 34 of chapter 56 of the General Laws (all relative to Absent Voting) shall, so far as applicable, apply to regular Town elections in any town which accepts said section 103A at any annual meeting or any special town meeting held not less than ninety days before an annual meeting; or will take any action relative to said section 103A or to such absent voting.
Article 13. To see if the Town will accept section thirty- four of chapter eighty-two of the General Laws as amended by chapter three hundred and nine of the Acts of 1935, which provides that if a town accepts this section, the board or of- ficers authorized to lay out highways or town ways may re- serve spaces between the sides lines thereof for the use of horseback riders, for bicycle paths or for street railways, ex- cept such as may be operated by steam, for drains, sewers or electric wires, for trees and grass, and for planting; and fur- ther provides that a person who with the intention of becom- ing a passenger is at a stopping place or upon a landing plat- form, established or apparently constructed for the purposes of boarding or alighting from street railway cars within or upon spaces so reserved for street railways, shall have the rights of a traveler on the highway; or will take any action relative thereto.
Article 14. To see if the Town will adopt a by-law or by- laws relating to Contracts and Purchases; or take any action relating thereto.

leaving at every dwelling house in the Town a printed copy of tihs Warrant, and also by posting a copy of the same at the doors of the Town Hall and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.
Hereof, fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.

By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more con- spicuous places in each voting precinct in the Town. A notice of the time, place and object of the meeting was published in the local papers.

SPECIAL TOWN MEETING
Arlington, Mass., October 3, 1938.
Pursuant to the Warrant of the Selectmen served accord- ing to law upon the inhabitants of the Town of Arlington, by a constable of the said Town and notices sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Monday, October 3, 1938, at 8:00 in the evening.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.
The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and forty-three at- tended the meeting.
