To the Constables of the Town of Arlington, in said County:


GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several precincts in said town on Monday, the first day of March, 1948 at seven o'clock in the forenoon, to act on the following articles, namely :


Article 1. To elect by ballot the following Town Officers : A Town Clerk for three years; a Town Treas- urer for three years; a Selectman for three years; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Committee for three years; one member of the Board of Health for three years; two Trustees of the Robbins Library for three years; one trustee of the Robbins Library for two years; one Trustee of the Robbins Library for one year ; one Park Commissioner for three years; one member of the Planning Board for three years; one Cemetery Commis- sioner for three years; a Tree Warden for three years; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Ed- win S. Farmer Fund for Needy Persons for five years; one Trustee of the Francis E. Thompson Scholarship Fund for three years; also, in accordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as hereinafter specified: in Precinct 1, five such members for three years and one such member for one year ; in Precinct 2, seven such members for three years and one such member for one year ; in Precinct 3, four such members for three years; in Precinct 4, six such members for three years and one such member for two years; in Precinct

For these purposes, the polls will be opened at seven o'clock A.M. and remain open until eight o'clock P.M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Med- ford Street; Precinct Nine, entrance on Mystic Street; Pre- cincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue ; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen, in the Locke School Building, en- trance on Park Avenue, Heights.


You are, also, required to notify and warn the said inhab- itants to meet at the Town Hall, in said Town on Wednesday, the tenth day of March, 1948, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by the Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town Of- ficers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the permanent committee under vote of the Town passed March 24, 1919, on

the Town Yard; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central purchasing department; of the committee under vote of the Town passed March 24, 1944, on Advanced Program- ming and Budgeting; of the committee under vote of the Town passed March 19, 1945, to investigate and consider the con- struction of a Reclamation Plant or the disposal of rubbish and waste materials; of the committee under vote of the Town passed March 15, 1946, to investigate, consider and recommend alterations, additions or other changes to the Building Code; of the committee under vote of the Town passed December 2, 1946, on housing for veterans of World War II; of the committee under vote of the Town passed December 2, 1946, to aid and advise the veterans housing committee in matters relating to any recommended program ; of the committee under vote of the Town passed March 12, 1947, to investigate and consider establishing a schedule of salaries and wages for all employees of the Town; of the com- mittee under vote of the Town passed March 12, 1947, to pro- cure plans and estimates for the construction of an elementary school building in the Mystic Street area ; of the committee un- der vote of the Town passed March 14, 1947, to consider the advisability of adopting another form of municipal govern- ment ; and of other Town Boards and officers and of the Fi- nance and other committees heretofore appointed.


Article 4. To see if the Town will make an appropriation or appropriations for the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in ac- cordance with Chapter 500, Section 1, of the Acts of 1943, for : (A) the Town's share of the care, maintenance and repair of Middlesex County Tuberculosis Hospital during the last pre- ceding calendar year, including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto: (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; determine in what manner the money shall be raised and ex- pended; or take any action relating to said hospital or any other thing therein mentioned.


Article 5. To make appropriations to defray Town obliga- tions, liabilities, outlay and expenses and especially for or re- lating to all or any of the boards, departments, purposes and

matters hereinafter mentioned, and to provide for the disposal of motor vehicles or other personal property belonging to the Town; determine in what manner the money shall be raised and expended ; or taken any action relating thereto.

To see if the Town will make an appropria- tion to provide funds to enable the heads of departments to increase the rate of compensation for services rendered and labor performed, or to provide special compensation for elected and appointed officers and employees of the Town; determine in what manner such funds shall be raised and expended; or take any action relating thereto.

Article 7. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note or notes therefor, payable within one year, and to renew any

note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 8. To see if the Town will make an appropria- tion for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended ; or take any action relating thereto.


Article 9. To see if the Town will make an appropriation for the Extension of Water Mains; determine in what man- ner the money shall be raised and expended; or take any action relating thereto.


Article 10. To see if the Town will make an appropria- tion for the Extension of Storm Drains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 11. To see if the Town will make an appropria- tion for the construction of permanent sidewalks and for the installing of edgestones ; determine in what manner the money shall be raised ; or take any action relating thereto.


Article 12. To see if the Town will make an appropriation for maintaning, repairing and improving all or any part of the ways within the town; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or the County of Middlesex or both for such purpose or purposes ; determine in what manner the money shall be raised and ex- pended; or take any action in any way relative to all or any of the foregoing.


Article 13. To see if the Town will make an appropriation for the relocation, alteration and widening, construction of, specific repairs upon and improvement of all or any part of Massachusetts Avenue and all or any part of Mystic Street, within the town as now existing or hereafter relocated, altered or widened, including land damages, if any, under the pro- visions of law authorizing the assessment of betterments or otherwise; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or county of Middlesex or both for such purpose or purposes; determine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.

Article 14. To see if the Town will make an appropriation or appropriations to pay the claims or charges of Symmes Ar- lington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1948, to persons falling into distress and standing in need of immediate relief ; determine in what manner the money shall be raised and ex- pended ; or take any action relating thereto.


Article 15. To see if the Town will vote to accept the gift set forth under the will of the late Emma L. Sprague; de- termine in what manner the gift shall be expended; or take any action relating thereto.


Article 16. To see if the Town will vote to authorize the Board of Selectmen, on behalf of the Town of Arlington, to execute and deliver any or all proper legal documents deeding or releasing any or all of the right, title and interest of the Town of Arlington in and to the land now occupied by the Symmes Arlington Hospital, bounded and described as follows :


Southwesterly by land now or formerly of the Town of Arlington five hundred and thirteen (513) feet; northwesterly by land now or formerly of the various owners as shown on the plan hereafter mentioned eight hundred and seventy (870) feet; Northerly by land now or formerly of Thomas Tolson twenty-three and 3/10 (23.3) feet; northeasterly by land now or formerly of the various owners as shown on said plan five hundred and eleven (511) feet; and southeasterly by land now or formerly of Charles S. Cutter, et al, eight hundred and eighty-three (883) feet. Said land is shown on a plan drawn by Robert W. Pond, Engineer, dated April 15th, and July, 1902, filed in the Land Registration Office, a copy of a portion of which is filed with the original certificate of title, No. 618, registered in the Land Registration Office for the South Reg- istry District of Middlesex County, in Registration Book 2, Page 445.


Article 17. To see if the Town will authorize the Select- men to sell, convey or otherwise dispose of certain land now owned by the Town ; or take any action relating thereto.


Said land is bounded and described as follows :


Beginning at a point on the northwesterly boundary line of land known as the Almshouse Property, said point being 341.0 ft. northeasterly of the point of intersection of the north- easterly side line of Summer Street and the northwesterly side line of Hospital Road, thence northeasterly on said north- westerly boundary line of land known as the Almshouse Prop-

erty a distance of 30.0 ft. to the division line between the Almshouse Property and land of Symmes Arlington Hospital thence southeasterly on said division line between said Alms- house Property and land of Symmes Arlington Hospital a distance of 513 ft. to the southeasterly boundary line of said Almshouse Property, thence southwesterly on said south- easterly boundary line of said Almshouse Property a distance of 30.0 ft. to a point, thence northwesterly through said Alms- house Property on a line 30.0 ft. southwesterly of and parallel to said division line between said Almshouse Property and land of Symmes Arlington Hospital, a distance of 513 ft. to the point of beginning and containing 15,390 sq. ft. more or less as shown on a plan on file in the office of the Town En- gineer, Arlington, Mass. entitled "Plan of Land in Arlington, Mass. Owned by the Town of Arlington, Scale: 1" = 40', March, 1948, James M. Keane, Town Engineer."
