That the sum of $1,800.00 be and hereby is appropriated for the purpose of this ARTICLE said sum to be raised by general tax and expended under the direction of the various Boards and Heads of departments of the Town and charged to the appropriation made under this ARTICLE.


After considerable discussion the Previous Question was moved, seconded and carried and the Moderator called for a vote as to substitute the motion of Mr. Stratton with the re- sult that he declared the motion carried.


The Moderator then stated that the motion of Mr. Stratton was before the Meeting.


Whereupon, Chairman Cahalin offered an amendment, duly seconded to change the figures "702." against item 1 -- Board of Selectmen, to read "$791.50," and to change the figures "939.75" against item 2-Town Accountant to "$843." and to change the figures as given as the total from 127,428.23 to 127,420.98, and, on motion duly made and seconded, it was unanimously Voted: To adopt the amendment.


Thereupon the Moderator called for a vote on the Stratton motion as amended, with the result that he declared it car- ried, and it was


Voted: That the sum of $127,420.98 be and hereby is ap- propriated to enable the various department Heads to adjust the basic salaries and wages of the employees of the Town. as of April 1, 1948, in accordance with the recommendations of the Committee on Salaries and Wages, whose report was sub- mitted at this 1948 Annual Town Meeting, said sum to be

and it is further Voted : That effective April 1, 1948, that there be paid to the part time employees of the Town, exclusive of school teachers, all elected officials and such other part time employees. in positions that did not participate in bonuses paid by the Town in 1947, as special compensation for the year 1948 an amount in such proportion to the time worked as the various departments shall determine would be a full time nine (9) months total of $214.50 had the employee worked full time; the total payments to any individual under this Vote and the Vote under ARTICLE 3 of the Special Town Meeting of November 1947, shall not exceed $266.50 for the calendar year 1948, this action shall not be construed to com- pensate any part time employee above the basic rate.for full time employment as recommended by the report of the Com-

mittee on Salaries and Wages whose report was submitted to this 1948 Annual Town Meeting, nor to permanently increase salaries or wages, nor shall any payments hereunder be deemed to be the regular compensation of any Town employee.


The various departments of the Town are hereby authorized to continue the payment of said special compensation at the same rate until the termination of the Annual Town Meet- ing in March 1949, unless modified by Vote of the Town.


That the sum of $1,800.00 be and hereby is appropriated for the purpose of this ARTICLE, said sum to be raised by general tax and expended under the direction of the various Boards and Heads of departments of the Town and charged to the appropriation made under this ARTICLE.


There being no further business under Article 6, the Moder- ator declared it disposed of.


At this point the Moderator declared a recess and the Meet- ing reconvened at 10:55. A count of the members present was taken and showed that 154 Town Meeting Members were present.


On motion of Mr. Harris, duly seconded, it was


Voted: That Article 27 be taken from the table.


Mr. Bevins offered the following substitute motion, duly seconded


That the sum of twenty thousand dollars ($20,000.) be and hereby is appropriated to enable the School Committee to pro- cure final detailed and complete plans and estimates for the construction of gymnasium and/or other facilities at the pres- ent Junior High School West; said Committee to report its recommendations to the town at the next special Town Meet- ing, if any, but not later than the Annual Town Meeting of 1949; and that said sum be expended under the direction of the School Committee and to be taken from available funds now in the treasury.


Chairman Hayes offered an Amendment to the recommenda- tion of the Finance Committee changing the words "four thousand (4000)" to "twenty thousand (20,000.)"


and on motion duly made and seconded, it was


Voted: To accept the Amendment.


Thereupon on motion duly made and seconded, it was


Voted: That the Moderator be and hereby is instructed to appoint a committee of five, one of whom shall be a member of the School Committee, to procure plans and estimates for the construction of gymnasium, and or other facilities at the present Junior High School West; said committee to report

ADJOURNED TOWN MEETING


March 22, 1948.


Pursuant to the vote of Adjournment of March 19, 1948, the Town Meeting Members met in the Robbins Memorial Town Hall, on Monday evening, March 22, 1948, notices having been sent to the Town Meeting Members.


Lists of the duly qualified Town Meeting Members were used at the entrances to the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and fifty-five members and nine members-at-large attended the meting.


The Moderator called the meeting to order at 8:10 P.M.


The Moderator called for Town Meeting Members not previously sworn to stand, and none responded.


On motion of Chairman Hayes of the Finance Committee, duly seconded, it was unanimously


Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns it adjourn to Wednesday evening, March 24, 1948, at eight o'clock.


On motion duly made and seconded, it was


Voted: That Article 31 be taken from the table.


Article 31. (New School Building)


The Finance Committee recommended the following :


That the sum of Six Hundred Thousand Dollars ($600,000.) be and hereby is appropriated for the construction of a building to be substantially in accordance with the sketches and data submitted to the Finance Committee of the Town, including the cost of original equipment and furnishings of said building, to be used for elementary school purposes upon land of the Town situated on Columbia Road, Stowecroft Road and Crosby Street, acquired for such purpose; that for this pur- pose the sum of Twenty-five Thousand Dollars ($25,000.) be raised by general tax, One Hundred Fifty Thousand Dollars ($150,000.) to be transferred and used from Government bonds owned by the Town and invested for future construc- tion purposes by authorization under Article 24 of the War- rant for the Annual Town Meeting of 1943, Two Hundred Twenty-five Thousand Dollars ($225,000.) to be taken from available funds now in the treasury, and for the balance of Two Hundred Thousand Dollars ($200,000.) the Treasurer, with the approval of the Selectmen, be and hereby is author-

ized to borrow said sum of Two Hundred Thousand Dollars ($200,000.) and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the pro- visions of Section 19 of Chapter 44 of the General Laws and all Acts in addition thereto or amendment thereof, so that the whole loan shall be paid in not more than twenty (20) years from the date of issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine ; and that said appropriation be expended under the direction of the Committee appointed under Article 19 of the Warrant for the Annual Town Meeting of 1947, to procure plans and estimates of an elementary school building on land of the Town situated in the Mystic Street area, which said Com- mittee shall have full authority to construct such school build- ing within the sum herein appropriated, and have power to fill any vacancy to its membership.


On motion duly made and seconded, Chairman Hayes of- fered the following amendment :


That this Article be amended by eliminating the words and figures : "Six Hundred Thousand Dollars ($600,000.00)" where they appear and inserting in their place the words and figures: Five Hundred Eighty Thousand Dollars ($580,- 000.00).


Also that the words and figures "Two Hundred Twenty-five Thousand Dollars ($225,000.00)" be eliminated, and the words and figures: Two Hundred Five Thousand Dollars ($205,000.00) be inserted in their place.


A vote being taken, the Moderator declared it unanimously carried.


The Moderator stated that if there were no objections, Chairman Estabrook and his Committee be permitted to take seats in front of the hall, and there being no objections they came forward and were seated.


Chairman Estabrook was permitted to state the Commit- tee's recommendations at length. There was considerable discussion; the Previous Question was moved, seconded and carried.


Thereupon the Moderator called for a rising vote on the recommendation of the Finance Committee, as amended, with the result 129 voted in the affirmative and 24 in the negative, more than the necessary two-thirds (102) having voted in the affirmative, and he declared the motion carried.


There being no further business under Article 31, the Moderator declared it disposed of.


Article 32 taken up. (Municipal Parking Area.)


On motion duly made and seconded, it was unanimously

Voted: That the sum of Eleven Thousand Dollars ($11,- 000.00) be and hereby is appropriated for the purpose of con- structing a municipal parking area on the Peirce and Winn property, so-called, on Mystic Street and for other improve- ments appurtenant thereto; said sum to be raised by general tax and expended under the direction of the Board of Public Works.


There being no further business under Article 32, the Mod- erator declared it disposed of.


Article 33 taken up. (Amendment to Zoning By-Laws). (Concord Turnpike.)


Mr. John O. Parker presented the Report of the Planning Board, and on motion duly made and seconded, it was un- animously


Voted: That the report be received.


On motion duly made and seconded, Mr. Parker offered the following :


That the Town not amend its zoning map and zoning by-law by including in the Business "A" District the area now in- cluded in the Residence "A" District as more particularly described in article No. 33 of the Warrant for the Annual Town Meeting, Wednesday, March 10, 1948.


On motion duly made and seconded, Mr. John L. Murphy offered the following substitute motion :


That the town does hereby amend its zoning by-law by altering the zoning map therein referred to so as to include in the Business A District the area now included in the Residence A District as more fully described under Article 33 of the warrant. .


After some discussion the Moderator called for a vote on the motion to substitute, and being in doubt as to the result he asked for a rising vote which resulted in 74 voting YES and 72 NO, and declared the motion carried.


Thereupon, he called for a rising vote on the motion as substituted, with the result that 76 voted YES and 74 NO, (a total of 150 votes) and declared that as less than the neces- sary two-thirds had voted in the affirmative, the motion was lost.


The Moderator then called for a rising vote on the motion of the Planning Board and 74 voting YES and 72 NO, and he declared the motion carried.


There being no further business under Article 33, the Mod- erator declared it disposed of,

Article 34 taken up. (Amendment to Zoning By-Laws) (Mystic Street.)


Mr. John O. Parker presented the Report of the Planning Board, and on motion duly made and seconded, it was unani- mously


Voted : That the report be received.


On motion duly made and seconded, it was unanimously (and so declared by the Moderator.)


Voted: That the Town amend its Zoning Map and its Zon- ing By-Law by including in the Business "A" District the area now included in the Residence "B" District as more par- ticularly described in Article No. 34 of the Warrant for the Annual Town Meeting, Wednesday, March 10, 1948.

The Finance Committee recommended the following :


That no action be taken under Article 36 of the Warrant.


On motion duly made and seconded, Mr. Masters offered the following substitute motion :


That the Moderator be and hereby is instructed to appoint a committee of five, one of whom shall be a member of the School Committee, to procure plans and estimates for the con- struction of gymnasium, and or other facilities at the present Junior High School Center ; said committee to report its recommendations to the town at the next special Town Meet- ing, if any, but not later than the Annual Town Meeting of 1949; and that the sum of five thousand (5,000) dollars be and hereby is appropriated for the necessary expenses to be incurred by said committee ; said sum to be raised by general tax.


After some discussion the Moderator called for a vote thereon and declared the motion carried.

Mr. John H. Shea asked for permission to speak, which was granted.


Mr. Shea had a substitute motion to offer, and not being a Town Meeting Member, Chairman Hayes kindly offered the following substitute motion for him


That the sum of fifteen hundred (1500) dollars be and hereby is appropriated to cover the cost of designing and erecting a suitable tablet to memorialize the heroism of the late Com- mander John J. Shea, U. S. N. of Arlington ; said tablet to be placed upon land owned by the Town on Medford Street opposite Warren Street, now known as "the delta"; said land being under the jurisdiction of the Board of Park Commis- sioners ; said sum to be taken from available funds now in the Treasury and expended under the direction of a committee to be appointed by the Board of Selectmen ; said committee to be composed of four (4) members, one to be selected from each of the following Veteran Organizations in Arlington ; Arlington Post 39 American Legion Inc., Arlington Post 1775 Veterans of Foreign Wars, Arlington Post Disabled American

Veterans, Lt. Stanley G. Benner Detachment Marine Corps League of Arlington.


After considerable discussion the Previous Question was moved, seconded and carried.


The Moderator called for a vote and declared the motion unanimously LOST.

Voted: That no action be taken under Article 38 of the Warrant.


There being no further business under Article 38, the Mod- erator declared it disposed of.


Article 39 taken up. (Headquarters for Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington.)


On motion duly made and seconded, it was unanimously


Voted: That in accordance with Chapter 40, Section 9 un- der the General Laws of Massachusetts, as amended by Chap- ter 409 of the Acts of 1946, the sum of six hundred (600) dollars be and hereby is appropriated for the purpose of pro- viding headquarters for the "Lt. Stanley G. Benner Detach- ment, Marine Corps League of Arlington"; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 39, the Mod- erator declared it disposed of.

Voted: That Article 3 be taken from the table.

Mr. Elliott moved that his Resolution offered at the Meet- ing held. March 10th, be taken from the table.

Mr. Elliott spoke at length regarding the Resolution.


Mr. Harris offered the following substitute Resolution :


WHEREAS the Committee appointed under Article 33 of the 1947. Town Warrant to investigate the advisability of adopting any other form of municipal government, as advo- cated and -affirmative gesture on certain suggested changes, and


WHEREAS the present form of town government, by and large, over a period of many years, has been patterned upon the will of the people of Arlington, and


WHEREAS under its present form of town government, Arlington has been progressive' and has maintained and

strengthened its position as one of the top-governed and financial well-handled towns of the Commonwealth, and


WHEREAS caution should always dictate that such good government should not be changed for light and transient reasons ;


THEREFORE BE IT RESOLVED that no changes be formulated by any action of our Representatives to the Gen- eral Court or any others, which will change, by eliminating democratic procedures, the rights now enjoyed by the citizens of Arlington under the present form of municipal government ; and that the aforementioned committee be discharged with a vote of thanks for its very fine efforts.


And a vote being taken thereon, the Moderator declared the motion LOST.


Thereupon the Moderator called for a vote on Mr. Elliott's Resolution and the Moderator declared the motion lost.


There being no further business under Article 3, the Mod- erator declared it disposed of.


There being no further business to come before the Meeting, it was


Voted: To adjourn.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town previous to said day of the meet- ing for the election of candidates of political parties and by posting an attested copy of said warrant at the doors of the Town Hall and in five or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before said day of said meeting. A notice of the time, places and objects of the meeting was published in the local papers.
