Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.

CONSTABLE'S RETURN COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, SS.
Arlington, Sept. 13, 1948.
By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwell- ing house in the town previous to the date of the meeting for the nomination of candidates of political parties and by post- ing an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the time, places and object of the meeting was published in the local papers.

STATE PRIMARY
Arlington, Mass., Sept. 14, 1948.
In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Tuesday, the fourteenth day of September in the year of our Lord one thousand nine hundred and forty- eight at ten o'clock in the forenoon.
The following places were designated as the voting places for the various precincts :
Precinct 1, Crosby School, entrance on Winter Street; Pre- cincts 2 and 4, Hardy School, entrance on Lake Street; Pre- cincts 3 and 5, Junior High School East, entrance on Tufts Street ; Precincts 6 and 8, Town Hall, entrance on Massachu- setts Avenue ; Precinct 7, Russell School, entrance on Medford Street ; Precinct 9, Russell School, entrance on Mystic Street ; Precincts 10 and 12, Cutter School, entrance on Robbins Road ; Precinct 11, Highland Hose House, entrance on Massachu- setts Avenue; Precinct 13, Peirce School, entrance on Park Avenue North Precinct 14, Locke School, entrance on Park Avenue.
The election officers, having been duly appointed by the Selectmen and sworn to the faithful performance of their duties, were assigned to the various precincts.
All laws governing Primary Elections were observed.
The ballots and all paraphernalia for the proper conduct of the election was supplied by the Town Clerk and turned over to the officers of the various precincts.
The polls were declared open at ten o'clock A.M. and re- mained open until eight o'clock P.M., at which time, after due notice, they were declared closed.
The ballots were counted by the election officers and en- cased in boxes which were locked and sealed, and same de- livered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a petition for recount might be filed.
The returns and keys to the ballot boxes from each precinct were turned over to the Town Clerk and with the assistance of the Registrars of Voters, the returns were canvassed and the result announced.
The result was as follows :-

Do you approve of the adoption of an amendment to the Constitution summarized below which was approved by the General Court in a joint session of the two branches held June 28, 1945, received 227 votes in the affirmative and 0 in the negative, and in a joint session of the two YES branches held June 9, 1947, received 232 votes in NO the affirmative and 8 in the negative?

This is an amendment of Article XVII of the Amendments to the Constitution. It provides that in case of a failure to elect the secretary, treasurer and receiver general, auditor or attor- ney general of the Comonwealth, or in case of the death of a person elected to any of such offices between the day of election and the third Wednesday of the following January, such an officer shall be chosen by a joint ballot of the senators and representatives from the people at large, instead of from the two persons who had the highest number of votes at the elec- tion as is now required. It also provides that if there is a vacancy in any of such offices during a session of the Legisla- ture the vacancy shall be filled in like manner by choice from the people at large, but if the vacancy occurs at any other time, it shall be filled by appointment by the Governor, with the advice and consent of the Council.

This measure prohibits the denial of the opportunity to ob- tain or retain employment because of membership or non- membership in a labor organization and prohibits agreements which exclude any person from employment because of mem- bership or non-membership in a labor organization. Violation of the provisions of the measure is made an offense punish- able by fine or imprisonment or both.

SUMMARY
This measure requires that elections of officers of labor or- ganizations shall be held at least annually. Sixty days' notice of a regular election and twenty days' notice of an election to fill one or more vacancies are required to be given by public announcement at a regular meeting, by notice in writing to each member, or in any other adequate manner. Candidates to be voted for must be nominated by a paper signed by ten members filed at least thirty days before a regular election and at least ten days before an election to fill a vacancy.
The voting at such an election must be by secret written or printed ballot. Watchers appointed by nominating members and by union officers may be present during the voting and counting of ballots.
Coercion and intimidation of members in connection with an election is prohibited, and violations of the provisions of the measure are made punishable by fine of not less than twenty- five dollars nor more than two hundred dollars or by im- prisonment for not more than thirty days or both.

SUMMARY
This measure prohibits the calling of a strike by a labor organization in any business or plant or unit thereof, except when authorized by the vote of the majority of all the mem- bers of the organization employed in the business, plant or unit thereof. Such authorization is to be expressed by a secret written or printed ballot at a meeting called for that purpose.
The Labor Relations Commission is authorized to make rules for the conduct of the voting. Within twenty-four hours after the voting the labor organization conducting it shall make a written report of the result to the commission, which shall be a permanent public record. If no report is filed the vote taken shall be void and a person making a false report shall be guilty of perjury.
Coercion and intimidation of members of a labor organiza- tion in connection with such voting is made a penal offense.

Is it desirable that the proposed amendment to the Consti- tution of the United States,-
"ARTICLE-
"SECTION 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President when this Article was pro- posed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.
