The election officers, having been duly appointed by the Selectmen, and sworn to the faithful performance of their duties, were assigned to the various precincts.


The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the election was supplied by the Town Clerk and turned over to the officers of the various precincts.


The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening, at which time, after due notice, they were de- clared closed.


The ballots were counted by the election officers and encased in boxes, which were locked and sealed, and the same delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a petition for recount might be filed.


The returns and keys to the ballot boxes from each precinct were turned over to the Town Clerk and with the assistance of the Registrars of Voters and Mr. Clarence Needham, the returns were canvassed and the result announced.

TOWN RECORDS


ANNUAL TOWN MEETING


Arlington, March 10, 1948.


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of Arlington by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meet- ing Members elected and qualified to act in Town Meetings in Arlington, and advertised in two local papers, the Town Meet- ing Members met in the Robbins Memorial Town Hall on Wednesday evening, March 10, 1948.


Lists containing the names of Town Meeting Members of the fourteen precincts were used at the entrance to the meet- ing place and were in charge of Philip T. Robinson and James E. Sweeney; they were filed with the Town Clerk at the close of the meeting and showed that one hundred and ninety-one members and ten members-at-large attended.


The Moderator, Mr. Ernest W. Davis called the meeting to order at 8:13 P.M.


Town Meeting Members not previously sworn were sworn by the Moderator.


There being no objection to the request of Chairman Cahalin, permission was granted to Messrs. Peterson and Purcell of the Board of Selectmen ; Mr. Golden, Secretary of the Board of Selectmen ; Mr. Wallace of the Board of Public Works; Messrs. Sampson and Cooledge of the Board of Assessors ; Messrs. Young, Fish, Wise, Halpin, Farrow, Robson and Phinney of the Finance Committee, and Mr. Smith, Executive Secretary of the Finance Committee, to sit with him during the meeting.


The Assistant Town Clerk read the Call for the Meeting and the Constable's return thereon, the reading of the remainder of the Warrant being waived by consent of the meeting.


On motion of Chairman Cahalin, duly seconded, it was unanimously


Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Friday evening, March 19, 1948, at 8 o'clock.

Voted : That the reports of the Selectmen and of the various Town Officers, and the Committees heretofore appointed, together with the statistics of the Assessors as printed in the Town Report, be received.


On motion of Chairman Hayes, duly seconded, it was unanimously


Voted: That the report of the Finance Committee as pre- sented in its printed form be received.


Chairman Hayes called attention to a typographical error in the Report, in that in Article 16, the last line thereof, the figure "25" should be "16".


The Committee appointed to Procure Plans and Estimates for the Construction of an Elementary School Building in the Mystic Side Area presented its report, and on motion duly made and seconded, it was unanimously


Voted : That it be received.


Mr. Warren A. Seavey presented the report of the Committee on Advanced Programming and Budgeting, and on motion duly made and seconded, it was unanimously


Voted : That it be received.


Mr. G. Bertram Washburn made a Report of Progress for the Committee on Housing Veterans in the Town of Arlington.


Mr. Roscoe O. Elliott presented the report of the Committee Appointed to Study and Recommend Changes in Form of Present Town Government or Departments, and on motion duly made and seconded, it was unanimously


Voted: That it be received and placed on file, and that said Committee be discharged.


Mr. Elliott then offered the following resolution : Be it resolved that :


It is the sentiment of the Town Meeting that the Repre- sentatives to the General Court from the 28th District

within the Town of Arlington be and hereby are requested to petition for the enactment by the General Court dur- ing its current session of legislation embodying the recom- mendations contained in the Report of the Committee to Study the Form of the Town Government, appointed pursuant to a vote passed under Article 33 of the Warrant for the Annual Town Meeting of March 14, 1947, sub- stantially in the form of the Bill set forth in said Report. and moved its adoption, the motion being duly seconded.

That the Resolution be laid on the table.


A vote being taken, the Moderator declared the motion carried. The vote was doubted and the Moderator asked for a standing vote resulting in 105 voting in the affirmative and 74 in the negative, and the Moderator declared the motion car- ried.

Voted: To reconsider the action taken on the Report of the Committee Appointed to Study and Recommend Changes in the Form of the Present Town Government.


On motion of Mr. Harris, duly seconded, it was


Voted: That the Report of the Committee appointed to Study and Recommend Changes in the Form of the Present Town Government be received and placed on file.


Mr. M. Norcross Stratton presented the Report of the Com- mittee on Salaries and Wages and moved that it be received ; that the Committee be continued and be authorized to recom- mend to the town at the next special town meeting, if any, but not later than the annual meeting of 1949, a salary and wage classification plan in co-operation with the Department of Civil Service, to be adopted by the town as a By-Law, as provided under Chapter 540 of the Acts of 1947, or any amend- ments thereof.


The Moderator ruled the motion out of order, but could be brought up directly under Article 6 of the Warrant.


On motion of Mr. Stratton, duly seconded, it was unani- mously


Voted: That the Report be received and the Committee be continued.


Mr. Alfred C. Bridgens made a Report of Progress for the committee Appointed Re: Revision Building Code.

Voted: That the remaining articles in the Warrant be now taken up separately in the order in which they appear in said Warrant, and that the recommendations of the Finance Com- mittee under said articles as presented in their printed report be considered as now before the meeting, to be voted upon without further motion, separately, under the respective articles as they appear in said report.


Article 4 taken up. (Assessment for County Hospital.) On motion duly made and seconded, it was unanimously


Voted: That the sum of twenty-five thousand eight hundred ten and 65/100 (25,810.65) dollars be and hereby is appro- priated for the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accord- ance with Chapter 500, Section 1, of the Acts of 1943 for : (A) the Town's share of the care, maintenance and repair of Middlesex County Tuberculosis Hospital during the last pre- ceding calendar year, including interest on temporary notes issued thereof, in accordance with sections of Chapter 111 of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936 ; said sum to be raised by General tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 4, the Modera- tor declared it disposed of.

Voted: That Article 5 be laid on the table for consideration as the first business at an adjourned meeting, and that this meeting does not finally adjourn until this Article is disposed of.

Article 7 taken up. (Treasurer : Power to Borrow.)


On motion duly made and seconded, it was unanimously


Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1949 in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note

or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with Section 17 of Chapter 44 of the General Laws and any amendments thereof ; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1949.


There being no further business under Article 7, the Modera- tor declared it disposed of.


Article 8 taken up. (Extension of Sewerage System.)


On motion duly made and seconded, it was unanimously


Voted: That the sum of twenty-five thousand (25,000) dollars be and hereby is appropriated for the extension of the Sewerage System; said sum to be taken from available funds now in the Treasury and expended under the direction of the Board of Public Works substantially as follows :


Extension of Sewers (including Tools and Equipment.)


There being no further business under Article 8, the Modera- tor declared it disposed of.


Article 9 taken up. (Extension of Water Mains.)


On motion duly made and seconded, it was unanimously


Voted : That the sum of thirty-five thousand (35,000) dollars be and hereby is appropriated for the extension of water mains, said appropriation to be taken from available funds now in the Treasury and expended under the direction of the Board of Public Works substantially as follows :


Laying and relaying water mains of not less than six inches in diameter (including Tools and Equipment).


There being no further business under Article 9, the Modera- tor declared it disposed of.


Article 10 taken up. (Extension of Storm Drains.)


On motion duly made and seconded, it was unanimously


Voted: That the sum of fifteen thousand (15,000) dollars be and hereby is appropriated for the extension of storm drains in the year 1948; said appropriation to be taken from avail- able funds now in the Treasury and expended under the direc- tion of the Board of Public Works.


NOTE: Five Thousand dollars to be expended at North Union Street Playground.


There being no further business under Article 10, the Moderator declared it disposed of.


Article 11 taken up. (Sidewalks and Edgestones.)


The Finance Committee recommended the following :


That the sum of twenty thousand (20,000) dollars be and hereby is appropriated for the construction of permanent sidewalks and for the installing of edgestones in the year 1948 ; said sum to be raised by general tax and expended under the

direction of the Joint Board of Selectmen and Board of Public Works.


Chairman Hayes offered the following substitute motion, duly seconded :


That the sum of twenty thousand dollars (20,000) be and hereby is appropriated for the construction of permanent side- walks and for the installing of edgestones in the year 1948; said appropriation to be taken from available funds now in the Treasury.


On being put to a vote the Moderator declared it carried.


Thereupon on motion duly made and seconded it was unani- mously


Voted: That the sum of twenty thousand dollars (20,000) be and hereby is appropriated for the construction of perma- nent sidewalks and for the installing of edgestones in the year 1948 ; said appropriation to be taken from available funds now in the Treasury.


There being no further business under Article 11, the Moderator declared it disposed of.
