SECTION 9. TITLES OF POSITIONS
No person shall be appointed, employed, or paid as an em- ployee in any position subject to the provisions of this By-law, under any title other than that of the class to which the position is allocated. The title of each class shall be the of- ficial title of every position allocated to the class for all pur- poses having to do with the position as such, and shall be used to designate the position in all payrolls, budget estimates, and official records and reports, and in every other connection involving personnel and fiscal processes, but any abbreviation or code symbol approved by the Personnel Board may be used in lieu of the title to designate the class of a position in any such connection.
SECTION 10. INTERPRETATION OF PAY PLAN
The interpretation and effects of the minimum and maxi- mum salaries at any time hereafter established by vote of the town, and provisions for initial adjustments to the pay plan, shall be included in the votes establishing such salaries.
SECTION 11. OPERATION OF BY-LAW
This By-law shall be operative only as to employees whose positions are classified hereunder and for which positions minimum and maximum salaries have been established by vote of the town at a Town Meeting.

Article 10. To see if the Town will vote to amend its By- laws by inserting a new section in Article 1, entitled "Town Meetings" to be known as Section 2A and to read as follows :-
SECTION 2A
A record of the attendance of Town Meeting Members at all representative Town Meetings shall be made under the direction of the Town Clerk, said record to be available to the public for three years from the date of each meeting.

Article 11. To see if the Town will vote to ratify, approve and confirm the action of the Board of Public Works in the sale and delivery by the Board of Public Works of one (1) 1938 International 2-3 Ton Chassis, owned by the Town and in use by the Public Works Department, all in connection with the purchase of one (1) 1948 Ford 2 Ton Chassis for the use

of the Public Works Department; or take any action relating thereto.
Article 12. To see if the Town will authorize the Board of Public Works to sell or otherwise dispose of one (1) No. 4423 Sargent full hydraulic model V plow with wings, owned by the Town and under the control of the Board of Public Works; or take any action relating thereto.
Article 13. To see if the Town will transfer the sum of One Thousand Dollars ($1,000.00) from (Mt. Pleasant Cemetery) Sale of Lots and Graves Fund, to the Cemetery Commissioners for the purchase of cemetery lots.
Article 14. To see if the Town will appropriate the sum of Six Hundred Fifty Dollars ($650.00) to be expended under the direction of the Cemetery Commissioners for the purpose of installing overhead doors on garage in Mt. Pleasant Cemetery ; determine in what manner the money shall be raised; or take any action relating thereto.
Article 15. To see if the Town will vote to accept the pro- visions of Section 56 of Chapter 148 of the General Laws (Tercentenary Edition) entitled "LICENSING OF OPEN- AIR PARKING SPACES; PENALTY"; or take any action relating thereto.
Article 16. To see if the Town will appropriate a sum of money for the repair, maintenance and operation of the park- ing meters owned by the Town and for proper charges in- cidental thereto; determine in what manner the money shall be raised and expended; or take any action relating to any or all of the foregoing.
Article 17. To see if the Town will vote to appoint a com- mittee for the purpose of investigating, considering and mak- ing recommendations for the purchase, taking by right of eminent domain or otherwise of a suitable site for a fire sta- tion in that part of Arlington known as East Arlington ; said committee to report its recommendations to the Town at the Annual Town Meeting of 1949; make an appropriation for the use of said committee; determine in what manner the money shall be raised; or take any action relating to any or all of the foregoing.
Article 18. To see if the Town will authorize the School Committee to investigate, select and recommend a suitable site or sites for a new school building within the boundaries of the present Brackett and Locke School districts, said School Committee to report its recommendations to the Town not

later than the Annual Town Meeting of 1949; or take any action relating thereto.

And you will notify and warn the voters of the Town of Arlington to meet at the time and place herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town, and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more con- spicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the time, place and objects of the meeting was published in the local papers.

SPECIAL TOWN MEETING
Arlington, December 27, 1948.
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of Arlington by a Constable of said Town, notices having been sent by mail by the Assistant Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meet- ings in Arlington, and advertised in two local papers, the Town Meeting Members met in the Robbins Memorial Town Hall on Monday evening, December 27, 1948.
Lists containing the names of Town Meeting Members of the fourteen precincts were used at the entrance to the meeting place and were in charge of Miss Dorothy Ryder and Mr. James E. Sweeney ; they were filed at the close of the meeting and showed that one hundred and forty-two Town Meeting Members and four Members-at-large attended.
The Moderator, Mr. Ernest W. Davis, called the meeting to order at 8:15 p.m.
Miss White, the assistant Town Clerk, read the call for the Meeting and the Constable's return thereon, the reading of the remainder of the Warrant being waived by consent of the meeting.
One Town Meeting Member not previously sworn was sworn by the Moderator.
There being no objection to the request of Mr. Joseph Peter- son, permission was granted to Mr. Purcell of the Board of Selectmen, Mr. Golden, the Secretary of the Board of Select- men; Mr. Wallace of the Board of Public Works; Messrs. Cooledge and Sampson of the Board of Assessors; Messrs. Young, Fish, Spence, Wise, Halpin, Farrow, Robson and Phinney of the Finance Committee, and Mr. Smith, Executive Secretary of the Finance Committee, to sit with him during the meeting.
On motion of Chairman Hayes, duly seconded, it was unanimously
Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meet- ing adjourns, it adjourn to Thursday evening, December 30, 1948, at 8 o'clock.

Article 2 taken up. (Extra Special Compensation for the year 1948, for Town Officers and Employees.)
The Finance Committee recommended the following :
That effective April 1, 1948, there be paid to each full-time employee of the Town, exclusive of School teachers, a sum equal to four (4) percent of his or her base pay for the last nine months of the year 1948, to be paid pro rata of the amount earned and to each part-time or seasonal employee of the Town who was employed during the last nine months of the year 1948 and who was an employee on December 1, 1948, there be paid an amount in such proportion to the time worked as the various departments shall determine ; all elective officials are hereby specifically excluded from receiving any payments hereunder except the Town Clerk and the Town Treasurer ; this action shall not be construed as permanently increasing salary or wages, nor shall any payments be deemed to be part of the regular compensation of any Town employee or Town Officer.
That the sum of forty-five thousand ($45,000) dollars be and hereby is appropriated for the purpose of this article, said sum

to be taken from available funds now in the treasury of the Town and expended under the direction of the various Boards and Heads of Departments of the Town and charged to the appropriation made under this article.
NOTE: This sum may be included in the 1949 taxes.
Mr. Joseph Barry of Precinct 14, offered the following amendment, duly seconded :
To change "four (4)" percent to read "Five (5)" percent ; and to change (45,000) forty-five thousand dollars to read (56,000) fifty-six thousand dollars.
Discussion followed. The previous question was moved and seconded, and being put to a vote it was carried.
A rising vote was taken resulting in 99 voting YES and 57 voting NO.
Thereupon, on motion duly made and seconded, it was

Voted: That no action be taken under Article 3 of the war- rant.
NOTE: The Finance Committee has been informed that the Salary Committee expects to file its report at the Annual Town Meeting in March, 1949, which report will set forth what the Salary Committee considers to be full and adequate compen- sation for services rendered in each position occupied by em- ployees of the Town of Arlington at the date of the filing of the report.
Further, that this report will recommend the schedules set forth be made retroactive to January 1, 1949.
In view of this statement, the Finance Committee sees no other course open to them but to recommend no action be taken under Article No. 3 of the present warrant, and we so recommend.
There being no further business under Article 3, the Mod- erator declared it disposed of.
Article 4 taken up. (Zoning-Fremont and Gardner Streets.)

Voted: That the sum of $100.00 be and hereby is appro- priated for the purpose of advertising this by-law. Said sum be taken from funds now available in the treasury and spent under the direction of the Town Clerk.

Article 5 taken up. (Zoning-River Street.)
There was doubt expressed as to whether a quorum was pres- ent, and more than twenty Town Meeting Members having asked for a roll call, a roll call was taken showing that one

Voted: That the Town amend its Zoning Map and Zoning By-Law by including in the Residence "C" District the area now included in the Residence "B" District as more par- ticularly described in Article No. 5 of the Warrant for the Spe- cial Town Meeting, Monday, December 27, 1948.

Voted: That the sum of $100.00 be and hereby is appro- priated for the purpose of advertising this by-law. Said sum be taken from funds now available in the treasury and spent under the direction of the Town Clerk.

Article 6 taken up. (Additional Appropriation-Additions to the Town Hall.)
The Finance Committee recommended the following :
That the sum of eighty-five thousand ($85,000) dollars be and hereby is appropriated-said sum to be added to that ap- propriated under Article 54 of the 1946 Annual Town Meeting for the purposes of erecting an addition or additions to the present Robbins Memorial Town Hall and the alteration or reconstruction of the present interior of said Robbins Memorial Town Hall to provide for the rearrangement of Town De- partmental quarters; and that the Board of Selectmen be and hereby is empowered to appoint a Committee to be known as the "Town Hall Building Committee" with all the powers and duties necessary to proceed with the purposes as set forth in said Article 54 of the 1946 Annual Town Meeting and the aforesaid purposes ; said sum to be taken from avail- able funds now in the Treasury and expended under the di- rection of the Board of Selectmen.
Mr. Hugh Mallon, Precinct 6, offered the following substi- tute motion ; duly seconded.

That the Board of Selectmen be and hereby is empowered to appoint a Committee to be known as the "Town Hall Build- ing Committee" with all the powers and duties necessary to proceed with the purposes as set forth in said Article 54 of the 1946 Annual Town Meeting and the aforesaid purposes.

Article 7 taken up. (Additional Appropriation-Mystic Side School Building.)

Voted: That the sum of twenty-five thousand ($25,000) dollars be and hereby is appropriated, said appropriation to be added to the amount appropriated under Article 31 of the 1948 Annual Town Meeting for the construction, including the original equipment and furnishings, of a building to be used for school purposes upon the land of the Town, situated on Columbia Road, Stowecroft Road and Crosby Street, said sum to be taken from available funds now in the Treasury and expended under the direction of the Committee appointed un- der Article 19 of the Warrant for the 1947 Annual Town Meet- ing.
There being no further business under Article 7, the Mod- erator declared it disposed of.
Article 8 taken up. (Claim for Damages-Land Takings.) On motion duly made and seconded, it was unanimously
Voted: That the Board of Selectmen be and hereby are authorized and empowered on behalf of the Town to com- promise the claim of Pauline Crosby for damages resulting from the taking of her land by eminent domain for school purposes ; that the sum of twelve thousand six hundred ($12,- 600.00) dollars be and hereby is appropriated, said appro- priation to be added to the amount appropriated and allocated to said land under Article 40 of the 1946 Annual Town Meeting in the amount of two thousand four hundred ($2,400.00) dollars and making a total of fifteen thousand dollars ($15,000.00) ; said twelve thousand six hundred ($12,600.00) dollars to be taken from available funds now in the Treasury and expended under the direction of the Board of Selectmen.

Article 9 taken up. (Amendment of Town By-Laws-Classi- fication of Town Employees.)
The Finance Committee recommended the following :
That the By-Laws of the Town be and hereby are amended by inserting after Article 7 a new Article to be known as Article 7-B, and to read as follows :
ARTICLE 7-B EMPLOYEES' SALARY AND CLASSIFICATION PLAN
Section 1. The Classification Plan. The official classifica- tion plan for positions in the service of the town shall con- sist of the classes listed in Schedule A which is hereby made a part hereof.
Section 2. The Pay Plan. The official pay plan, when established by vote of the Town, shall consist of the mini- mum and maximum salaries to be paid to all employees in any position included in the classification plan, as such salaries shall, from time to time, be established by vote of the Town Said salaries shall be set forth in Schedule B.
Section 3. Amendment of the Plans. The classification plan, or the provisions included herein for the administration thereof, may be amended in the manner provided by law, or in the manner provided by the By-Laws of the Town, whichever is applicable. The minimum and maximum salaries to be set forth in the pay plan may be established or changed by vote of the town at a Town Meeting, or as provided by law, whichever is applicable.
Section 4. Personnel Board. There shall be a Personnel Board consisting of three members as follows :- The Chair- man of the Board of Selectmen or a member designated by him, who shall be a member ex officio and who shall be chair- man; the Chairman of the Board of Public Works or a mem- ber designated by him who shall also be a member ex officio; and a third member who shall be a citizen of the town ap- pointed by the Moderator. The first appointment of the third member shall be made forthwith after the effective date of this By-law for a term expiring the following May first, or until his successor is appointed. Thereafter, the third member shall be appointed on or before the first day of May in each year. Said Personnel Board shall have the power to employ and pay an Executive Secretary.
Section 5. Class Definitions. The Personnel Board shall provide, and may amend from time to time, written definitions of the classes in the classification plan, such consisting of a

statement describing the essential nature of the work char- acteristic of positions of the class that distinguished such po- sitions from positions of other classes, with such examples as may be deemed appropriate.
Section 6. Interpretation of Class Definitions. The defini- tions of the classes shall be interpreted as descriptive only and not restrictive. The definition for any class shall be con- strued solely as a means of identifying positions properly per- taining to the class, and not as prescribing what the duties or responsibilities of any position of the class shall be, or as modifying, or in any way affecting, the power of any ad- ministrative authority, as otherwise existing, to appoint, to assign duties to, or to direct and control the work of any employee under the jurisdiction of such authority.
Section 7. Records and Requisitions. The Personnel Board shall keep such records of all employees of the town, including the name, age, date of employment, Civil Service classification, if any, department in which employed, nature of duties and other information as it deems desirable. All requisitions for persons to fill positions or perform duties classified under the Civil Service Law, all requests for transfers, increases in sal- ary, changes in ratings, or other requests made to the Di- rector of Civil Service or the Department of Civil Service shall be cleared through the Personnel Board.
Section 8. Allocation of Positions to Classes. The Per- sonnel Board shall allocate each position subject to the provi- sions of this By-law to its appropriate class in the classifica- tion plan. Whenever a new position is established, or the duties of an existing position are so changed that, in effect, a new position of a different class is substituted for the old po- sition, the Personnel Board shall allocate such new or changed position to its appropriate class. It shall likewise reallocate any position from class to class whenever it finds such action warranted by reason of error in the allocation then in effect. It shall afford reasonable opportunity to be heard to any em- ployee or appointing authority affected by any allocation or reallocation, upon written request therefor, and may afford such opportunity in the absence of such request.
Section 9. Titles of Positions.
