. The election officers, having been duly appointed by the Selectmen, and sworn to the faithful performance of their duties, were assigned for duty at the various precincts.
All laws governing Primary Elections were observed. ..
The necessary ballots and all other paraphernalia for the proper conduct of the election was supplied by the Town Clerk and turned over to the officers of the various precincts.
The polls were declared open at . twelve o'clock Noon and remained open until eight o'clock in the evening, at which time, after due notice, they were declared closed.
The ballots were counted by the election officers and. en- cased in boxes which were locked and sealed, and the same. were delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a petition for recount might be filed.
The returns and keys to the ballot boxes from each precinct .. were turned over to the Town Clerk and with the assistance of Messrs. Donahue, and Wyman of the Board of Registrars, and Mr. Clarence Needham, the returns were canvassed and the result announced.

SPECIAL TOWN MEETING TOWN WARRANT
THE COMMONWEALTH OF MASSACHUSETTS MIDDLESEX, SS.
To the Constables of the Town of Arlington, in said County : GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, to meet in the Town Hall in said Town on Monday, the 28th day of June, 1948 at 8 o'clock P.M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. To see if the Town will determine that a housing authority is needed in Arlington for the purpose of the clear- ance of sub-standard, decadent areas, or the provision of hous- ing for families of low income or engaging in a land assembly and re-development project in accordance with and as pro- vided for in Section 26K of Chapter 121 of the General Laws.
Article 3. To see if the Town will vote to provide for the organization in the Town of Arlington a public body, politic and corporate, to be known as the "Housing Authority in Arlington, Massachusetts", in accordance with and as provided for in Chapter 121 of the General Laws of Massachusetts, as amended by Section 1 of Chapter 484 of the Acts of 1938, as amended by Chapters 269 and 291 of the Acts of 1941, and by Chapter 148 of the Acts of 1943, and by Chapter 554 of the Acts of 1946, and by Chapters 479 and 486 of the Acts of 1947, and by Chapter 200 of the Acts of 1948, and any and all other amendments relating thereto; make an appropriation for the use of such authority; determine in what manner the money shall be raised and expended ; or take any action relat- ing to any or all of the foregoing.

Article 4. To see if the Town will vote to accept the gift from Walter J. Vaughn, to be known as the "Sarah Ross Vaughn Memorial Fund", the income to be expended under the direction of the Trustees of the Robbins Library for general library purposes ; or take any action relating thereto.
Article 5. To see if the Town will authorize the Board of Selectmen to grant to any police officer of the Town of Arling- ton who is required to work on January 1st, February 22nd, April 19th, May 30th, July 4th, the first Monday of Septem- ber, October 12th, November 11th, Thanksgiving Day or Christmas Day, or the day following when any of the five days first mentioned, or October 12th, November 11th, or Christ- mas Day, occurs on Sunday, he shall be given an additional day off, or, if such additional day off cannot be given by rea- son of a personnel shortage or other cause, he shall be entitled to an additional day's pay.
(Inserted at the request of more than one hundred (100) registered voters.)
And you will notify and warn the voters of the Town of Arlington to meet at the time and place herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.
Hereof, fail not, and make due return of the Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of the meeting.

MIDDLESEX, SS.
Arlington, June 28, 1948.
By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town, and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the time, place and objects of the meeting was published in the local papers.

ARLINGTON TOWN REPORT
SPECIAL TOWN MEETING
Arlington, Mass., June 28, 1948.
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of Arlington by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meet- ings in Arlington, and advertised in two local papers, the Town Meeting Members met in the Robbins Memorial Town Hall on Monday evening, June 28, 1948.
Lists containing the names of Town Meeting Members of the fourteen precincts were used at the entrance to the meeting place and were in charge of Mr. Philip T. Robinson and Miss Dorothy Ryder; they were filed with the Town Clerk at the close of the meeting and showed that one hundred and thirty Town Meeting Members and six Members-at-large attended.
In the absence of Moderator Davis, the Town Clerk called the Meeting to order at 8:30 p.m., and requested Town Meet- ing Members not previously sworn to stand and be sworn; there was none.
He then called for nominations for Moderator for the Meeting ;
The name of Mr. William B. Barry, 985 Massachusetts Ave- nue, who served in that capacity during the years 1931, 1932, 1933 was submitted and no other names being forth coming, the Chair declared the nominations closed.
Thereupon on motion duly made and seconded, Mr. Barry was unanimously elected Moderator.
Mr. Barry then came forward and being duly sworn by the Town Clerk, took the Chair.
There being no objection to the request of Chairman Caha- lin, permission was granted to Messrs. Peterson and Purcell of the Board of Selectmen; Mr. Golden, the Secretary of the Board of Selectmen; Mr. Wallace of the Board of Public Works; Messrs. Cooledge and Sampson of the Board of As- sessors ; Mr. John O. Parker of the Planning Board; Messrs. Young, Fish, Wise, Halpin, Farrow, Robson, Phinney and Spence of the Finance Committee, and Mr. Smith, Executive Secretary of the Finance Committee, to sit with him during the meeting.
Mr. Washburn requested that the Members of his Hous- ing Committee be permitted to sit with him, and there being no objection, such permission was granted.

Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Wednesday evening, June 30, 1948, at 8 o'clock.

Article 2 taken up. (Housing Authority Need.)
On motion duly made and seconded, it was unanimously
Voted: That after taking into consideration the need for relieving congestion of population, the existence of sub-stand- ard or unsafe inhabited dwellings, and the shortage of safe or sanitary dwellings available for families of veterans of low income at rentals which they can afford, in the Town of Arlington, it is determined that there is need for a hous- ing authority in Arlington.
There being no further business under Article 2, the Moder- ator declared it disposed of.
Article 3. taken up. (Organization of Housing Authority.) On motion duly made and seconded, it was unanimously

Voted: To provide for the organization of a "Housing Au- thority in Arlington," as set forth in Section 26K of Chapter 121 of the General Laws of Massachusetts, with all the powers and duties as provided in said Chapter 121 as amended; that the proper officials of the Town of Arlington be and hereby are authorized and directed to proceed in accordance with said provisions of law; that the sum of twenty-five hundred dollars ($2500) be and hereby is appropriated for the use of said authority, said sum to be taken from available funds now in the treasury and expended under the direction of the said authority.
There being no further business under Article 3, the Moder- ator declared it disposed of.
Article 4 taken up. (Acceptance of Gift.)
On motion duly made and seconded, it was unanimously
Voted: That the Town accept the gift of One Thousand Dollars ($1,000.) from Walter J. Vaughn, and by this vote the Town does hereby establish the fund to be known as "Sarah Ross Vaughn Memorial Fund", the income to be expended under the direction of the Trustees of the Robbins Library for general library purposes.
There being no further business under Article 4, the Moder- ator declared it disposed of.
Article 5 taken up. (Day Off for Police Officers re Holi- days.)
The Finance Committee recommended the following :
That no action be taken under Article 5 of the warrant. Mr. Bevins offered the following substitute motion :
To authorize the Board of Selectmen to grant to any police officer of the Town of Arlington who is required to work on January 1st, February 22nd, April 19th, May 30th, July 4th, the first Monday of September, October 12th, November 11th, Thanksgiving Day or Christmas Day, or the day following when any of the five days first mentioned, or October 12th, November 11th, or Christmas Day, occurs on Sunday, he shall be given an additional day off, or, if such additional day off cannot be given by reason of a personnel shortage or other cause, he shall be entitled to an additional day's pay.
There was considerable discussion, whereupon Mr. Cutler moved the Previous Question, and on motion duly made and seconded, it was Carried.
The Moderator called for a vote on the motion to substitute,

and being in doubt as to the result asked for a rising vote which showed 87 voting YES and 47 voting NO.
Thereupon the Moderator called for a vote on the substitute motion and being in doubt as to the result asked for a rising vote and 82 voting YES and 55 NO, it was
