By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, places and objects of the meeting was published in the local papers.

STATE ELECTION
Arlington, Nov. 2, 1948.
In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Tuesday, the second day of November in the year of our Lord One Thousand Nine Hundred and Forty-eight at seven o'clock in the forenoon.
The following places were designated as the voting places for the various precincts.
Precinct One in the Crosby School, entrance on Winter Street ; Precincts Two and Four in the Hardy School, entrance on Lake Street ; Precincts Three and Five in the Junior High School East, entrance on Tufts Street; Precincts Six and Eight in the Town Hall; Precinct Seven in the Russell School, entrance on Medford Street; Precinct Nine in the Russell School, entrance on Mystic Street; Precincts Ten and Twelve in the Cutter School, entrance on Robbins Road; Precinct Eleven in the Highland Hose House, entrance on Massachu- setts Avenue ; Precinct Thirteen in the Peirce School, entrance on Park Avenue North ; Precinct Fourteen in the Locke School, entrance on Park Avenue.
The election officers, having been duly appointed by the Selectmen and sworn to the faithful performance of their duties, were assigned for duty at the various precincts.
The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the election was supplied by the Town Clerk and turned over to the officers of the various precincts.
The polls were declared open in each precinct at seven o'clock in the forenoon and remained open until eight o'clock in the evening, at which time, after due notice, they were de- clared closed.
The ballots were counted by the election officers and en- cased in boxes which were locked and sealed, and the same were delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a petition for recount might be filed.
The precinct officers in each precinct made their returns to the Board of Selectmen and Town Clerk, who with the assistance of Messrs. Carl Larson, Timothy J. Buckley, Arthur P. Wyman and Dennis I. Donahue, canvassed the same with the following results.

TOWN WARRANT THE COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, SS.
To the Constables of the Town of Arlington, in said County:
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, to meet in the Town Hall in said town on Monday, the 27th day of December, 1948 at 8 o'clock P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. To see if the Town will take any action relative to providing Extra Special Compensation for the year 1948, to enable elected and appointed officers and employees, exclusive of school teachers, of the Town, to meet the present abnormal increase in the cost of living; determine in what manner such compensation, if any, shall be raised and expended; or take any action relating thereto.
(Inserted at the request of one hundred (100) registered voters.)
Article 3. To see if the Town will take any action relative to providing Special Compensation for the period of January, February and March of the year nineteen hundred and forty- nine, to enable elected and appointed officers and employees, exclusive of school teachers, of the Town, to meet the present abnormal increase in the cost of living; determine in what manner such compensation, if any, shall be raised and ex- pended ; or take any action relating thereto.

Article 4. To see if the Town will amend its Zoning By-law by altering the zoning map therein referred to so as to include in the Residence C District all or any part of the area now

included in the Residence B District, bounded and described as follows :
Beginning at the point of intersection of the northeasterly side line of Fremont Street and the northwesterly side line of Gardner Street thence northeasterly on said northwesterly side line of Gardner Street a distance of 598 ft. more or less to the northeasterly boundary line of lot 68, thence northwesterly on said northeasterly boundary line of lot 68, and the north- easterly boundary line of lot 100 a distance of 540 ft. to a point on the southeasterly side line of North Union Street, thence southwesterly on said southeasterly side line of North Union Street a distance of 40.0 ft. to a point, thence south- easterly through lot 100 and 40.0 ft. southwesterly of and parallel to said northwesterly boundary line of lot 100, a dis- tance of 100.0 ft. to a point, thence southwesterly through lots 99, 98, 97, 96, 95, 67, 66 and 65 and by lot 73 on a line 100 ft. southeasterly of and parallel to said southeasterly side line of North Union Street a distance of 534.75 ft. to a point on the northeasterly side line of Fremont Street, thence southeasterly on said northeasterly side line of Fremont Street a distance of 604 ft. to the point of beginning, as shown on Block Plan No. 36 on file in the office of the Town Engineer, Arlington, Mass.

Article 5. To see if the Town will amend its Zoning By-law by altering the zoning map therein referred to so as to include in the Residence C District the area now included in the Resi- dence B District and being bounded and described as follows :
Beginning at a point on the southeasterly side of River Street, which point is distant 101.63 feet northeasterly from the intersection of the said southeasterly side line of River Street and the northeasterly side line of Warren Street ; thence running northeasterly on said River Street 1386.61 feet to Lot A as shown on a plan hereinafter mentioned; thence turning and running southeasterly by Lots A and B as shown on said plan, 170.01 feet to a point at the southerly corner of said Lot B; thence turning and running northeasterly by said Lot B 136.66 feet to Decatur Street; thence turning and running southeasterly by said Decatur Street, 339.42 feet to Lot 37 as shown on said plan ; thence turning and running southwesterly by Lots 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53 and 54, Lot C, land of the Town of Arlington and land of Purcell, as shown on said plan, 1563.52 feet; thence turn- ing and running northwesterly by Lots B and A as shown on

said plan, in two courses, one 242.97 feet and the other 294.69 feet as shown on said plan, to River Street at the point of be- ginning. Said parcel being shown as Lot C on a "Plan of Land in Arlington, Mass., dated September, 1948, by G. B. Northrup, C. E."

Article 6. To see if the Town will appropriate a sum of money to be added to that appropriated under Article 54 of the 1946 Annual Town Meeting for the purpose of erecting an addition or additions to the present Robbins Memorial Town Hall and the alteration or reconstruction of the present in- terior of said Robbins Memorial Town Hall to provide for the rearrangement of Town Departmental quarters; will vote to empower the Selectmen to appoint a Committee to be known , as the "Town Hall Building Committee" with all the powers and duties necessary to proceed with the purposes as set forth in said Article 54 of the 1946 Annual Town Meeting and the aforesaid purposes ; determine in what manner the money shall be raised and expended ; or take any action relating to any or all of the foregoing.
Article 7. To see if the Town will make an appropriation of a sum or sums of money to be expended under the direction of the Committee appointed under Article 19 of the Warrant for the 1947 Annual Town Meeting, said appropriation to be added to the amount appropriated under Article 31 of the 1948 Annual Town Meeting for the construction, including the original equipment and furnishings, of a building to be used for school purposes upon the land of the Town, situated on Columbia Road, Stowecroft Road and Crosby Street, acquired for such purposes; determine in what manner the money shall be raised; or take any action relating to any or all of the foregoing.
(Inserted at the request of the Committee appointed to procure plans and estimates of an elementary school building on land of the Town situated in the Mystic Street Area.)
Article 8. To see if the Town will vote to authorize the Board of Selectmen to compromise the claim of Pauline Crosby for damages resulting from certain land takings by eminent domain ; make an appropriation therefor; determine in what manner the money shall be raised ; or take any action relating thereto.
Article 9. To see if the Town, pursuant to the authority contained in Section 108A of Chapter 41 of the General Laws

of Massachusetts, will vote to amend the By-laws of the Town by adding thereto a new Article to be known as Article 7B, adopting a plan classifying any or all employees, except those appointed or employed by the School Committee, into groups doing substantially similar work or having equal responsibili- ties, or take any action with relation thereto; said new By- law to read as follows :
ARTICLE 7B. SECTION 1. THE CLASSIFICATION PLAN
The official classification plan for positions in the service of the town shall consist of the classes listed in Schedule A which is hereby made a part hereof.
SECTION 2. THE PAY PLAN
The official pay plan, when established by vote of the Town, shall consist of the minimum and maximum salaries to be paid to all employees in any position included in the classification plan, as such salaries shall, from time to time, be established by vote of the Town. Said salaries shall be set forth in Sched- ule B.
SECTION 3. AMENDMENT OF THE PLANS
The classification plan, or the provisions included herein for the administration thereof, may be amended in the manner provided by law, or in the manner provided by the By-laws of the Town, whichever is applicable. The minimum and maxi- mum salaries to be set forth in the pay plan may be established or changed by vote of the town at a Town Meeting, or as pro- vided by law, whichever is applicable.
SECTION 4. PERSONNEL BOARD
There shall be a Personnel Board consisting of three mem- bers as follows :- the Chairman of the Board of Selectmen or a member designated by him, who shall be a member ex officio and who shall be chairman; the Chairman of the Board of Public Works or a member designated by him, who shall also be a member ex officio; and a third member who shall be a citizen of the town appointed by the Moderator. The first appointment of the third member shall be made forthwith after the effective date of this By-law for a term expiring the following May first, or until his successor is appointed. There- after, the third member shall be appointed on or before the first day of May in each year. Said Personnel Board shall have the power to employ and pay an Executive Secretary.

SECTION 5. CLASS DEFINITIONS
The Personnel Board shall provide, and may amend from time to time, written definitions of the classes in the classifica- tion plan, each consisting of a statement describing the essen- tial nature of the work characteristic of positions of the class that distinguished such positions from positions of other classes, with such examples as may be deemed appropriate.
SECTION 6. INTERPRETATION OF CLASS DEFINITIONS
The definitions of the classes shall be interpreted as descrip- tive only and not restrictive. The definition for any class shall be construed solely as a means of identifying positions prop- erly pertaining to the class, and not as prescribing what the duties or responsibilities of any position of the class shall be, or as modifying, or in any way affecting, the power of any ad- ministrative authority, as otherwise existing, to appoint, to assign duties to, or to direct and control the work of, any em- ployee under the jurisdiction of such authority.
SECTION 7. RECORDS AND REQUISITIONS
The Personnel Board shall keep such records of all em- ployees of the town, including the name, age, date of employ- ment, Civil Service classification, if any, department in which employed, nature of duties and other information as it deems desirable. All requisitions for persons to fill positions or per- form duties classified under the Civil Service law, all requests for transfers, increases in salary, changes in ratings, or other requests made to the Director of Civil Service or the Depart- ment of Civil Service shall be cleared through the Personnel Board.
SECTION 8. ALLOCATION OF POSITIONS TO CLASSES
The Personnel Board shall allocate each position subject to the provisions of this By-law to its appropriate class in the classification plan. Whenever a new position is established, or the duties of an existing position are so changed that, in effect, a new position of a different class is substituted for the old position, the Personnel Board shall allocate such new or changed position to its appropriate class. It shall likewise reallocate any position from class to class whenever it finds such action warranted by reason of error in the allocation then in effect. It shall afford reasonable opportunity to be heard to any employee or appointing authority affected by any alloca- tion or reallocation, upon written request therefor, and may afford such opportunity in the absence of such request.
