To the Constables of the Town of Arlington, in said County :


GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places de- signated for the several precincts in said Town on MONDAY, THE SEVENTH DAY OF MARCH, 1955


at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Officers: two Selectmen for three years; one Assessor for three years; three members of the School Committee for three years; one member of the Arlington Housing Authority for five years; also, in ac- cordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as herein- after specified: in Precincts 2, 5, 7, 9, 12 and 14, the first third in the order of votes received, of members so elected, to serve three years, the second third in such order to serve two years, and the remaining third in such order to serve one year; in Precinct 1, five such members for three years; in Precinct 2, eighteen such members; in Precinct 3, one such member for one year, one such member for two years and four such members for three years; in Precinct 4, six such members for three years; in Precinct 5, eighteen such members; in Precinct 6, one such member for one

year, one such member for two years and five such members for three years; in Precinct 7, fifteen such members; in Precinct 8, one such member for one year, two such members for two years and six such members for three years; in Precinct 9, eighteen such members; in Precinct 10, one such member for one year, one such member for two years and six such members for three years; in Precinct 11, one such member for one year, two such members for two years and six such members for three years; in Precinct 12, eighteen such members; in Precinct 13, one such member for one year and six such members for three years; in Precinct 14, twenty- four such members.


For these purposes, the polls will be opened at seven o'clock A. M. and remain open until eight o'clock P. M., at each of the polling places designated, viz: Precinct One, in the East Arlington Branch Library, entrance on Massachusetts Avenue; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, en- trance on Mystic Street; Precincts 10A and 12A, in the Cutter School Building, entrance on Robbins Road; Precincts 10B and 12B, in the Brackett School Building, entrance on Eastern Avenue; Precinct Eleven, in the Highland Hose House, entrance on Mass- achusetts Avenue; Precinct Thirteen, in the Peirce School Building, ertrance on Park Avenue North, Heights; Precinct Fourteen A, in the Locke School Building, entrance on Park Avenue, Heights; Precinct Fourteen B, in the Brackett School Building, entrance on Fayette Street.


You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Monday, the twenty-first day of March, 1955, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and sub- ject to, the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may de- termine.


Article 3. To hear and act on the reports of the committee under vote of the Town passed March 24, 1944, on Advanced Pro- gramming and Budgeting; of the committee under vote of the Town passed March 15, 1946, to investigate, consider and recommend alterations, additions or other changes to the Building Code; of the Town Hall Building Committee, under votes of the Town passed March 14, 1946, and December 27, 1948; of the committee under vote of the Town passed March 28, 1951, to investigate and consider the matter of a Fire Prevention Code for the town of Arlington; of the committee under vote of the Town passed March 26, 1952, to investigate, consider and make recommendations for the purchase or taking by eminent domain, or otherwise, of a suitable site and for the construction of a new building or recon- struction of an existing building to be used for garaging Town-

owned vehicles; of the committee under vote of the Town passed March 26, 1952, for the purposes of preparing preliminary plans for a new school in the Russell School district; of the committee under vote of the Town passed March 31, 1952, to investigate and consider the Pennsylvania Real Estate Tax Plan; of the committee under votes of the Town passed March 20, 1953, and March 24, 1954, to investigate, consider and make recommendations to the Town relative to the construction and operation of refuse disposal incinerators; of the Joint Planning Committee under vote of the Town passed March 23, 1953; of the committee under vote of the Town passed March 15, 1954, to investigate and study the matter of compensation for all elected or appointed Board or Standing Committee Members serving the Town on a part-time basis; of the committee under vote of the Town passed March 15, 1954, to in- vestigate and study the adequacy of the present school buildings within the Town and the future locations of new school buildings; of the committee under vote of the Town passed March 22, 1954, to procure plans and estimates for the construction of a school building in the area of North Union Street; of the committee under vote of the Town passed March 24, 1954, to procure plans and estimates for the construction of a school building in the area of Florence Avenue, George and Renfrew Streets; of The Parmenter School Addition Committee under vote of the Town passed March 24, 1954; of the committee under vote of the Town passed March 24, 1954, to investigate, study and consider various entrances at the Arlington Heights Reservoir Beach and Playground; of the committee under vote of the Town passed March 24, 1954, to investigate, consider and make recommendations as to the swim- ming conditions at the Arlington Heights Reservoir Beach; and of other Town Boards and officers and of the Finance and other com- mittees heretofore appointed.


Article 4. To see if the Town will authorize, ratify and con- firm the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Sec- tion 1, of the Acts of 1943, for: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tubercu- losis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor in accordance with Sections of Chapter 111 of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said Hospital including expenses under Section 25G (6) (a) of Chapter 32 of the General Laws, inserted by Chapter 400 of the Acts of 1936; or take any action relating to said Hospital or any other thing therein mentioned.


Article 5. To see if the Town will authorize the Town Trea- surer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 6. To see if the Town will make an appropriation or appropriations to pay the claims or charges of Symmes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1955, to persons falling into distress

and standing in need of immediate relief; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 7. To see if the Town will make an appropriation of a sum or sums of money to be expended under the direction of the Town Manager, said appropriation to be for the purpose of payment of architectural fees and for equipment and furnishings and to be added to that appropriated under Article 54 of the 1946 Annual Town Meeting for the purpose of erecting an addition or additions to the present Robbins Memorial Town Hall and the alteration or reconstruction of the present interior of said Robbins Memorial Town Hall to provide for the rearrangement of Town Departmental quarters; determine in what manner the money shall be raised; or take any action relating to any or all of the foregoing.


Article 8. To see if the Town will amend the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, by deleting the following classifications:
