REPORT OF THE BOARD OF ASSESSORS
ANNUAL REPORT of the BOARD OF ASSESSORS for 1955
During the year, the Board of Assessors met every Monday evening, except during July and August, when intermittent sessions were held.
Approximately forty hearings were held with residents of the Town on the subjects of property valuation, personal and motor excise taxes, relief to the aged, infirm or poor, veterans exemptions and the like.
During the year members of the Board attended all conferences conducted by the State Department of corporations and Taxation.
Members of the Board made fifty-five trips "into the Field" during the year, to assess new property constructed within the Town as well as improvements to existing property.
During the month of January, members of the Board made personal inspections throughout the Town and assessed personal property.
At the organizational meeting on the Monday following the Annual Town Election, the members including Walter S. Cooledge, Jr., William O. Hauser and Leonard D. Wood, met and elected unanimously Mr. Cooledge as Chairman and Mr. Hauser as clerk for one year.
The number of bills processed by the Assessors' Office was over forty-five thousand (45,000) this year.
During the year over 4000 applications were processed by the Board, consisting of over 3,000 Motor Excise; Veterans', Widows, etc.

By an Act of the State legislature (Chap. 351, Acts 1954) the maximum assets of widows applying for a $2,000 exemption on real estate was increased from $2,000 to $8,000. Naturally, this greatly increases the number of widows who qualify.

This amounts to approximately $1.19 on the tax rate.
In conclusion, the Board of Assessors would like to stress the fact that undeveloped land in this Town is fast disappearing. In the past few years the assessed valuation of the entire Town has increas- ed on an average of nearly two million dollars annually. The revenue from this new property has helped balance the increased cost of government and public services by about $3.00 on the tax rate each year.
The present Board wishes to issue this stern warning, that in its considered opinion, this pace of new revenue cannot be main- tained because of the growing lack of undeveloped land; that the total value of new property will drop increasingly in the future.

Report of the Registrars of Voters

Arlington, Massachusetts
Gentlemen:
The Registrars of Voters herewith submit, in compliance with Section 3 of Article 3 of the Town's By-Laws, the annual report for the year ending December 31, 1955.
Temporary Assistant Registrars were again designated by our Board to make a complete canvass of the Town for the purpose of taking the annual listings of persons twenty years of age and older and of owners and keepers of dogs, as required under the law, and, simultaneously therewith, in response to the request of your Board, the decennial census of all persons, in accordance with Section 7 of Chapter 9 of the General Laws, as amended.
With an official population of 47,148, as certified by the Secre- tary of the Commonwealth, Arlington is the second largest town and the twenty-first largest municipality in Massachusetts.
Upon completion of the work of revising the voting list, in accordance with the true list information that had been presented, a total of 2,637 notices were sent by first-class mail, as required by law, to persons whose names were not returned in the lists sub- mitted by the Assistant Registrars or who failed of identification. Of this number, 877 proved residence and were reinstated, and 1,760 names were dropped from the list for varying reasons, to wit: removal from the Town, death, changes of name by marriage or court decree, and/or failure to comply with the request for informa- tion relative thereto.
During the year, nine evening sessions were held in various public buildings for the registration of voters, at which 69 persons were qualified to vote in elections. An additional 352 persons were so qualified during regular business hours at the Office of the Town Clerk. A total of 421 names were, therefore, added to the voting list.
The total number of registered voters upon completion of the revision of the voting list on July 1 was 24,026, divided into voting precincts, as follows:

In the past year, our Board certified the signatures of 4,408 voters appearing in the thirteen petitions for articles to be inserted in the Warrant for the Annual Town Meeting and the two hundred eighteen nomination papers of candidates for various Town offices.
For the Town Election on March 7, the Registrars were in ses- sion throughout the entire period during which the polls were open, after which they assisted in the tabulation of the returns of ballots cast until 12:15 A.M. on March 8.

The Finance Committee of 1954-1955 held 14 meetings from January 6, 1955 to March 21, 1955 and reported to the Town Meet- ing that date.

On October 1, 1955 Mr. T. Gordon Smith was retired as Exe- cutive Secretary of the Committee because of the age limit on that office. For more than 24 years Mr. Smith had served the Finance Committee; from 1931 to 1939 as a member and as its Secretary, and from 1939 to 1955 as Executive Secretary. It was with deep and sincere regret that the Committee accepted his resignation.
On September 30th Mr. William H. Farrow resigned a member of the Committee and as of October 1, 1955 was elected Executive Secretary to replace Mr. Smith. Mr. Farrow had served as a member of the Finance Committee for the past 9 years.
Mr. T. Richard Guinan was appointed as a member from Pre- cinct 8, replacing Mr. Farrow.
On December 1, Mr. James R. Robson submitted his resigna- tion as a member of the Committee because of the condition of his health. His resignation was regretfully accepted. Mr. Robson had served as a member of the Committee since 1947 and as its Secre- tary since 1952.
Mr. Robert G. Sisson was appointed to replace Mr. Robson as a member from Precinct 10.
On January 1, 1956 Mr. Percival E. Richardson was elected Secretary of the Finance Committee.

A total of 24 meetings of the full Finance Committee were held from January 6, 1955 to December 29, 1955 with an average at- tendance of 12 members per meeting. In addition to these the various Sub-Committees held many sub-committee meetings and conferences with the Board of Selectmen, the Town Manager and the Heads of the various departments.

REPORT OF THE HOUSING AUTHORITY
Annual Report of the Arlington Housing Authority

Gentlemen:
Submitted herewith is the Annual Report of the Arlington Housing Authority.
At the annual town election, Mr. Joseph S. Vahey was re- elected for a term of five years. The Authority organized at its Annual Meeting held on March 8, 1955, at which time Mr. Cornelius J. Brosnan was elected Chairman, Mr. John P. Kedian, Vice-Chair- man, Mr. James A. Coffey, Treasurer and Mr. Myron D. Chace, As- sistant Treasurer.
Pursuant to Chapter 667 of the Acts of 1954, the Arlington Housing Authority submitted an article for consideration at the annual Town Meeting to determine if a town would authorize the Arlington Housing Authority to proceed with the planning and development of housing units designed especially for elderly persons. This Article was defeated on a voice vote.
A voluntary payment of $6,336 in lieu of taxes for the year 1953 was made to the town, this being the largest amount allowed under the law.
The Authority met regularly on Tuesday evenings through- out the year with special meetings called at various times to con- sider particular matters.
The present facilities of 176 apartments have been kept fully occupied at all times with no days lost because of vacant apartments.
The Authority appreciates the co-operation of all officials, boards; and Town departments.

Annual Report of the Personnel Board

The Personnel Board herewith presents to the citizens of Arl- ington its annual report for the year ending December 31, 1955.
The membership of the Board remains the same as in 1954. Arthur J. Mansfield and Samuel R. Carlisle were appointed to April of 1956, Patrick F. Reddan, an employee representative, appointed to April 1957 and Hugh R. Farrington and Warren E. O'Leary, an employee representative, to April of 1958. Arthur J. Mansfield was re-elected Chairman for another year. Due to Mr. Mansfield's illness, Hugh R. Farrington was elected Acting Chairman and has been serving in that capacity for the past two months. We are all look- ing forward to Mr. Mansfield's speedy recovery and the continuation of his valued service on the Board.
The Board attended the Fall Conference Meeting of the Massa- chusetts Municipal Personnel Boards Association at the University Club on Saturday, December 3, 1955. Samuel R. Carlisle gave an interesting presentation on trends in fringe benefits for municipal employees. Mr. Carlisle was again honored by being re-elected to the Board of Directors of the Association for the coming year. It was evident that all communities are faced with similar problems which necessitate amendments to the Classification and Pay Plan annually. We have revised the structure of the present Plan and it will be submitted to the Annual Town Meeting for acceptance.
The Board has held ten meetings during the year and has considered thirty-six personnel problems of individuals, committees and boards. In addition, we have had frequent contact with the Exe- cutive Secretary on various personnel matters that have arisen be- tween meetings. The Executive Secretary has had numerous con- ferences with the Town Manager, department heads, employees and the Division of Civil Service pertaining to Civil Service procedure and the operation of the Pay Plan. The following are some of the routine personnel procedures handled by this department during the year:
