"April 22, 1861. A meeting of the subscribers was held at the hall of the school-house, No. I, and the following named persons, to wit : Sherman D. Fletcher, Marcellus H. Fletcher and George T. Day, were chosen a committee to collect the subscriptions, erect a flag-staff, procure a flag and do all other things necessary and proper to complete the work." *
" May 18, 1861 .- Saturday forenoon. All things being ready, the flag-staff was raised by Samuel Fletcher, of Gran- iteville, aided by many citizens of the village and other parts of the town. At two o'clock the stars and stripes were run up amid the cheers and hurrahs of a large collection of men, women and children from all parts of the town who had assembled to witness the patriotic scene. The chairman of the committee then called for a song, and " The Flag of Our Union " was sung with a will. An appropriate and patriotic address was given by the chairman, and then the assembly went into the hall under the First Parish Church. The chairman again called the meeting to order and prayer was offered by Rev. Edwin R. Hodgman. Speeches were made by Revs. Leonard Luce, George M. Rice and Edwin R. Hodgman ; also by Col. George F. Sawtelle, of Lowell, and Luther Prescott, Esq., of Forge Village, and after singing another patriotic song the assembly returned to the common, and gathering around the flag-staff, with the flag flying aloft, pledged themselves anew to stand by their country and government through weal or woe in the struggle just com- menced, and then separated, after giving twelve hearty and rousing cheers for the whole Union.

This was the inauguration of the conflict here, and this the covenant of the people to be loyal and true. How well that pledge was kept the subsequent action of the town will demonstrate. It is safe to say that the record is an honorable one, and that no citizen will ever blush with shame when he reads the account of patient endurance and heroic sacrifice even unto death. It was a service illumined by the light of intelligent conviction, warmed by the fire of a true patriotism, and made immortal by the surrender of life at the call of duty.
ACTION OF THE TOWN IN REGARD TO THE WAR.
" 1861, April 29. At a legal meeting held this day the following preamble and votes were passed :
"Whereas the President of the United States, by procla- mation dated the 15th of April, 1861, did call forth a portion of the militia of the several States of the Union to enable him to suppress combinations existing in certain States therein enumerated, against the government and due execution of the laws ;
" And, whereas several citizens of this town have mani- fested their loyalty and patriotism by volunteering their ser- vices to the State to be held in readiness to answer any fur- ther call that may be made by the President of the United States ; therefore,
" Voted that the Board of Selectmen be authorized to `furnish clothing, small arms and other articles of personal convenience and comfort to such men as have already, or may hereafter volunteer; also, to render all needful assist- ance to the families of such volunteers as in the opinion of said Board may be required to make them comfortable in food, clothing and medical aid during the absence of their heads ;
"That the selectmen keep a separate account of all money disbursed from this appropriation and report in detail at the next annual meeting, or at an earlier day if the town so require. To enable the Board of Selectmen to carry out

these conditions, voted that the treasurer be and he is hereby authorized and empowered to borrow from time to time in the name of the inhabitants of Westford, on the requisition of the selectmen, a sum or sums not exceeding fifteen hundred dollars :
" That the sum of ten dollars per month be paid to each volunteer, so long as he shall serve without disgrace, and that the first month's pay be furnished as soon as he is mustered into the United States service.
" Chose Sherman D. Fletcher, Marcellus H. Fletcher and George T. Day to carry out the above vote."
" 1861, July 13. Voted that the appropriation made by a vote of the town on the 29th day of April last past shall be expended according to the provisions of chapter 222 of Gen- eral Laws, special session, approved May 23, 1861. That the town hereby ratifies, confirms and approves of the pay- ments made by the selectmen pursuant to the vote passed April 29, 1861."
" 1862, July 19. Voted that the selectmen be authorized and directed to pay the sum of $125 to every man, not exceed- ing twenty-three in number, who shall enlist and be mustered into the military service of the United States'in answer to the requisition of the President of the United States upon the Governor of this Commonwealth as soon as certificates of the same shall be filed with the selectmen ; and that the treasurer of the town, under the direction of the selectmen, be author- ized and empowered to borrow, in the name of the inhabitants of Westford, from time to time, a sum sufficient to meet the amount above voted to each person enlisted."
" 1862, August 25. Voted to pay to each volunteer who shall enlist for nine months, to make up the quota, $125 ; that Isaac E. Day, Eli Tower, George B. Hildreth, William Read, Ist, John B. Fletcher, John Morrison and Charles L. Fletcher be a committee to aid the selectmen in obtaining volunteers and getting them mustered into the service of the United States at an early day, without compensation."

" 1862, December 17. Voted, that if it becomes neces- sary and further orders shall be received requiring the ad- ditional men called for, the town will endeavor to furnish the same : that all the men be raised for three years, and that the selectmen cause the treasurer to refund and pay back to the other towns that have enlisted men from Westford, which men are counted to Westford, any sum so paid to said men by any town, provided the sum shall not exceed $125 for each person or whether the time was for three years or for nine months : that it be left discretionary with the selectmen to pay such bounty as they may think expedient : that no bounty shall be paid to any person enlisted until a certificate from the Adjutant-General's office, or such other satisfactory evidence as the selectmen may require, shall be exhibited."
" 1863, July 29. Voted to pay each conscript that goes to the war, or furnishes a substitute, the sum of $200."
" 1864, April 4. Voted to raise $1500 to pay the ex- penses of filling the quota of October 17, 1863: that the chairman of the Board of Selectmen be directed to certify to the collector of taxes the amount paid by each person and estate on the apportionment made at a meeting of the citizens or legal voters of Westford, December 1, 1863, for the defray- ing the expense of recruiting or bounties paid to volunteers under the act to authorize towns and cities to raise money for recruiting under the call of the President of the United States for 500,000 men, which certificates shall be received as so much cash by the collector in favor of said persons, and the same be allowed to him in his settlement with the treas- urer of the town."

" 1864, November 8. Voted that the selectmen be authorized to pay the eight re-enlisted men the sum of $125 each. Also, pay to the soldiers who enlisted and were sworn into the United States service in July, 1861, or to their heirs, $125 each, as soon as proper authority can be obtained to pay the same, provided the conditions of the vote passed in 186I shall be complied with."
" 1864, December 7. Voted that the selectmen proceed and take measures to obtain such a number of recruits as they may deem necessary, not less than fifteen in number, to fill up the quota which will be assigned to the town on the Presi- dent's call for soldiers."
" 1866, March 5. Voted to pay to every person who enlisted and was counted as one of the quota of Westford, $125, provided he has not already received a bounty from the town ; and to pay to all persons drafted in the town, or who furnished a substitute, $300."
The foregoing extracts from the records show how promptly the inhabitants of the town met the demands upon them for men to go to the field of battle, and for money to carry on the war. There was no lack of enthusiasm or effort. In the darkest hours the feeling prevailed that the govern- ment must be sustained, and the life of the nation saved at any sacrifice of men or means; and so the patriotism that rose early in its might to espouse a righteous cause, held out until that cause was triumphant.
The following table is designed to exhibit, in a succinct form, the contributions of men made at various times to the Union army. It includes all who served in any capacity, whether natives or residents of the town, aliens or persons from other towns secured to fill out the quotas. It also in- cludes all who were enlisted in behalf of other towns or States, or in the regular army, as well as those who received

a bounty but never joined the ranks. And so far as the facts can be ascertained, it shows the time of enlistment or muster- ing in, the regiment in which the person served, the time of re-enlistment, and the date of discharge by reason of death or expiration of service.
