REPORT OF SUPERINTENDENT OF STREETS.


To the Board of Selectmen : -


I respectfully submit my annual report for the year ending January 31. 1901.


The following sums of money have been laid out in mainte- nance of the streets. bridges, culverts and sidewalks. not including the miscellaneous work which is always called for in various parts of the town : --


HIGHWAYS.


Winter Street has been graveled from Beach to Bullard, with screened gravel. rolled and spread, at an expense of $126.00. Cost per yard. $1:30.


Prospect Street, for 575 feet. at an expense of $59.30. Cost per yard. $1.31.


Williams and Kerrisey Streets. repaired. at an expense of $2.862.00. Cost per vard. $1.36.


Monroe Street, at junction of Rock, repaired. at an expense of $35.11. Cost per yard. $1.57.


Railroad Avenue. from Washington to Market. at an expense of $62.47. Cost per yard, $1.33.


Guild Street, at juuction of Broadway, repaired. at an expense of $37.58. Cost per yard. $1.15.


Cottage Street. from Prospect to Nichols, at an expense of $52.62. Cost per vard. $1.11.

SIDEWALKS.


Railroad Avenue. from house of Mr. Hubbard to Baker Street. graded and graveled at an expense of $52.69.


Walpole Street. from Saunders Avenue to house of Mr. Ber- wick, at an expense of $30.32. Cost per yard. $1.41.


Walpole and Bond Streets, resurfaced with stone dust. at an expense of $16.50.


Bullard Street. west side. regraded at an expense of $34.02.


Walpole Street, from house of Mr. Willett to estate of John Ellis. a sidewalk has been built. This sidewalk was necessary on account of the State raising the street and turning the water on land of Mr. Willett and estate of John Ellis: this sidewalk was sodded part of the way. and was done by the abutter. The cost of building is $127.39.


Washington Street, from house of Harrison P. Rhoads to house of George Il. Morse. and front of land of Dr. Plimpton to Rock Hill Avenue, in all 1.700 ft. This sidewalk was surfaced with vinders and spread from the cart. at an expense of $58.73. Cost per yard. 651 cents.


Howard Street at the Tisdale estate, a stone foundation was laid and graveled at an expense for $25.69. This sidewalk was called for on account of surface water from the surrounding land remaining there.


Railroad Avenue and Casey Street, about 205 feet of rough gravel. at an expense of $86.50. Cost per vard, $1.15.


Walnut Avenue and Washington Street. about 2,500 feet. at an expense of $101.14. Cost per vard. $1.34.

Myrtle and Casey Streets, about 850 feet, at an expense of $70.48. Cost per yard, $1.313.


Railroad Avenue, from the foundry to Lenox Street, at an ex- pense of $10.02. Cost per yard, $1.40.


Lenox Street, from Williams to house of John Nugent, at an expense of $35.14. Cost per yard, $1.463.


Williams and Kerrisey Streets, for about 150 feet, at an ex- pense of $28.62. Cost per yard, $1.463


Monroe Street, from Railroad Avenue to new Monroe and in places on new Monroe. at an expense of $96.03. Cost per vard. $1.463.


Winter Street, cutting and grading from Washington to house of Mrs. Everett, at an expense of $38.83.


The gravel for the above streets and sidewalks was taken from the pit owned by John Nugent, which is situated in what is called Germany pasture, and is the only gravel we have been able to find for the centre of the town that is suitable for highways. The gravel was screened except where it is marked rough.


PAVING.


The gutters at the junction of Walpole and Washington Streets have been paved at an expense of $222.40. Cost per yard, 94 cents.


Walpole Street, at house of Mr. Evans, has been repaved at an expense of $3,180.00. Cost per yard, 30 cents.


Vernon Street, to house of Mr. JJefferson, at an expense of $238.90. Cost per yard, 913 cents.


Winter Street, from Washington to house of Mrs. Everett, at an expense of $141.67. Cost per yard. 793 cents.


Winter Street, from Walpole to Beach, at an expense of $261 .- 98. Cost per yard, 732 cents.

In excavating, where we meet with ledge. it adds to the cost per yard finished.


The stones used for paving are picked out during the time the gravel is screened in the spring for the highways. If we should have to pick them from the pits, or any where we could find them, which we would have to do if we did not screen in the spring. the cost per vard would be increased considerably.


SCRAPING, RAKING, CLEANING GUTTERS, MOWING GRASS AND BUSHES.


The highways were scraped and raked in the spring, and gut- ters cleaned, and also gutters cleaned in the fall, at an expense of $693.05.


All material collected was carted to the Thayer lot.


The grass and bushes have been cut in various parts of the town at an expense of $68.66.


CATCH BASINS.


The cost of the care of catch basins for the year, including the carting of the material, is $147.49.


DRAINS.


The drain at the rear of Wm. Cuff's has been taken up for about 200 feet, pipe cleaned and relaid, at an expense of $46.65.


Drain. rear Richard Oldham Estate cleaned, at an expense of $10.00.


Drain, at Mrs. Vickery's, and inlet at culvert connecting. at an expense of $400.00.

CULVERTS.


The enlvert on Nahatan Street, at house of Mr. Parker. has been cleaned and relaid at an expense of $9.00.


On Lenox Street. at house of John Nugent. the culvert has been repaired at an expense of $14.25.


Winter Street, at house of Mr. Webber. has been rebuilt at an expense of $16.00.


Beach Street, at house of Mr. Boyden. the culvert has been «leaned and enlarged and two iron grates set as inlets from each gutter, at an expense of $68.27.


BRIDGES.


The bridge on Everett Street has been repaired at an expense of $8.24.


On Morse Street the bridge has been replanked with 3-inch hard pine at an expense of $81.73.


On Neponset Street the river bridge has been repaired at an expense of $23.79.


On Washington Street. commencing at Granite. there has been a section of stone road built by the Town of Norwood, extending for about 700 feet. under plans given by the Massachusetts Highway Commission. The road on the west side was subdrained and two catch basins built. On the east side a catch basin has been built. The subdrains and pipes connecting the catch basins with the main outlet called for the laying of 342 feet 5-inch, 186 feet 8-inch. and 86 feet 3-inch pipe. laid at a depth of 3 feet 3 inches, and trench filled with ernshed stone. forming the under drain. This adds to the expense in building a stone road. but in modern road building. where the subsoil is wet and spongy and the water held in the ground by the sides. (out- side of the location) being higher or level with the road. it is invariably done. as it is one of the principal items in building in preserving the surface of the road. The enlvert across the street was taken up and 22 feet of få-inch pipe laid. forming the main outlet. The macadam was placed 15 feet in width by 6 inches in depth. Cost completed. $1.317.47.

There has been a system of drainage built at the corner of Winter and Walpole Streets and Winter and Washington Streets.


At Winter and Walpole three large catch basins and 357 feet 12-inch, and 22 feet 6-inch pipe has been laid. at an expense of $345.35.


At Winter and Washington Streets three large catch. basins. 280 feet 10-inch, and 140 feet 12-inch pipe have been laid. also the main culvert rebuilt and enlarged for 20 feet, and iron grate set to receive the water from the gutters, at an expense of $417.15. As the surface water was continually overflowing at the junction of these streets, causing numerous repairs. it was considered necessary.


The town crushing plant was removed from Walpole Street to lot owned by Mrs. John Page, at the corner of Prospect and Washington Streets. It was considered that this was the most available lot. being situated away from houses and close to plenty of ledge. and as near the centre of the town as the above consid- erations would admit. In rmming the plant as the contractor set it up we saw. after running for a time, where we could make a number of improvements, saving the numerous delays in shutting down. As the plant is placed permanently, or at least for some time to come, we made the changes, which called for the extension of the elevating machinery and extra woodwork. The land was so situated that it called for a great deal of grading and draining, so that a team with three tons conld dump at the erusher and haul same amount from the bins to the scales. With the improvements made it ran perfectly satisfactory on our last work. The cost of moving was $570.37.


In constructing the concrete sidewalks there is always a large amount of grading called for, as conerete cannot be placed on hard pan or loam on account of the action of frost on such materials. In such cases we have to remove that soil and replace it with one foot of good gravel.


In preparing the sidewalks to conform to grade, I find there is always a large amount of cutting or tilling to be done. The edgestones are also placed in a bed of good gravel.

The cost of grading for concrete and edgestones, including all vatch basins and labor pertaining to such, is $803.42. A por_ tion of this grading is paid by the abutters.


I recommend for the ensuing year that the sidewalk on Waslı- ington Street, from the Conger Block to Market Street, be con- creted and edgestones set, provided that the street is widened and placed at a permanent grade; also on Railroad Avenue, from the Conger Block to Market Street.


I recommend that the sidewalk on Washington Street at Part- ridge's Grocery, be concreted and edgestones set, with a radius joining Railroad Avenue and extending to the sidewalk now built.


Considering the sewerage question now before the town, I do not deem it policy to recommend the building of macadam roads, or any extensive repairs on the streets that will be affected by that system if adopted by the town.


There are some streets in the outlying districts that will call for repairs the coming year. Wilson Street will have to be graveled in numerous places; also Washington Street from Con- cord Avenue to house of Harrison P. Rhoads ; repairs made in the Hawes district and on Pleasant Street in the neighborhood of the Brick Schoolhouse.


I recommend that Rock Street hill be paved on both sides, and be connected with a paved gutter at Monroe Street cross. ing. Also that Winter Street, from Nichols to Beach, on the south side be paved.


I recommend that the paving on the south side of Vernon Street be raised and repaved, and all covered culverts and obstruc_ tions removed.


There are numerous sidewalks to be repaired. Notably among them the sidewalk on Washington Street from G. B. Talbot's to house of Mr. Alden, if brought to the proper grade will cause considerable grading to adjoining abutters, which should be taken into consideration.


In making these recommendations I consider they should re- ceive your attention in the repairs of highways the ensuing year.
