SPECIAL TOWN MEETING
September 18, 1933
On a Warrant duly issued by the Selectmen and dated September 5, 1933, and signed by Peter J. Feeney, Eugene L. Murphy, John M. Mutch, Daniel Collins and Harry B. Butters, Selectmen of Norwood, the proper service of which Warrant was duly attested by Joseph T. Flood, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in this Warrant and the action thereunder being as follows:
Article 1. To see what further sums the Town will vote to raise or bor- row and appropriate for the construction of sewers for surface drainage and

for the construction of sanitary sewers, said sums to be in addition to amounts heretofore appropriated for said purposes and each of them.
By borrowing $16,500 for constructing sewers for surface drainage, and the further sum of $25,000 for a permanent connection with the Metro- politan Sewer. All money received from the Federal Government under the Industrial Recovery Act shall be applied to meet the appropriation herein made. The Town Treasurer with the approval of the Selectmen authorized to borrow the balance and issue Bond or notes of the Town therefor.
Rising Vote: "Yes" 180, "No" 23.
Article 2. To see if the Town will vote to amend the Zoning By-Law, so called, by altering the district bounderies established under Section 17 of said by-law with respect to certain portions of a present General Residence District, or take any other action in the matter, as follows:
(a) with respect to the portion lying easterly of the Boston and Provi- dence turnpike and westerly of Everett Street and the Westwood-Norwood town line, by excluding a portion of the same from the General Residence District and making such portion a manufacturing district, as shown by a map thereof to accompany said amendment (on file at the office of the Town Clerk and Accountant), and made a part thereof, thereby altering the existing map showing existing district boundaries to conform to such change of district boundaries, as recommended by the Planning Board.
(b) with respect to the portion lying easterly of Pleasant Street and southerly of Sumner Street by excluding a portion of the same from the General Residence District and making the same a manufacturing district with respect to land owned by Bird & Son, inc., thereby increasing the existing manufacturing district to include land of Bird & Son, inc., within a depth of 600 feet from the easterly line of Pleasant Street as shown on a map thereof to accompany said amendment (on file at the office of the Town Clerk and Accountant) and made a part thereof and thereby altering the existing map showing existing district boundaries to conform to such change of district boundaries, as recommended by the Planning Board.
(c) with respect to the portion lying easterly of Neponset Street and westerly of the Boston and Providence turnpike, by excluding a portion of the same from the General Residence District and making a business district of land owned by Leonard C. Fisher and land of the Massachusetts Peat Fuel Company, thereby increasing the area of an existing business district by including an area fronting on Neponset Street 234 feet and bounded by land now or formerly of Emily F. Skolfield the State Highway land now or formerly of Massachusetts Peat Fuel Company and other land of Leonard C. Fisher as shown on a map thereof to accompany said amendment (on file at the office of the Town Clerk and Accountant) and made a part thereof and thereby altering the existing map showing exist-

ing district boundaries to conform with such change of district boundaries, as recommended by the Planning Board (On petition of Town Planning Board.)
Voted: To accept the following report of the Town Planning Board, viz:
REPORT OF TOWN PLANNING BOARD UNDER ARTICLE 2 OF THE SPECIAL TOWN MEETING OF SEPTEMBER 18, 1933
With respect to action under Article 2 of the Warrant of the Special Town Meeting of September 18, 1933, relative to the amendment of the Zoning By-Law, due notices as required by General Laws, and by Section 22 of said Zoning By-Law, a hearing was held on September 6, 1933, and the report thereon as required by said Section 22 and the recommendations of the Town Planning Board are submitted in the form of the following motion :
Voted: That the Zoning By-Law, so called, be and the same is hereby amended by altering the district boundaries established under Section 17, Sub-division A of said By-Law with respect to those certain portions of the present General Residence District as follows:
(a) that the Zoning By-Law, so called, be and the same is hereby amended by altering the district boundaries established under Section 17, sub- division A of said By-Law with respect to that portion of the General Residence District lying easterly of the Boston-and-Providence Turnpike and westerly of Everett Street, and the Westwood-Norwood town line, by excluding a portion of the same from the General Residence District and making such portion a Manufacturing District as so indicated by a map which is entitled, "Town of Norwood, Mass., Zoning map, supple- mentary to and changing original Zoning map dated November, 1926, and showing alteration of district boundaries under amendment to Section 17 of Zoning By-Law, A. W. Thompson, Town Engineer," dated September 6, 1933, and made a part thereof, and the existing map showing district boundaries is hereby altered with respect to the General Residence District boundaries and the Manufacturing District boundaries to conform to this amendment, said map showing said new Manufacturing District and modifying the original map above referred to, and bearing the signatures of the Planning Board, being filed in the office of the Town Clerk.

Thompson, Town Engineer," dated September 6, 1933, and is made a part thereof, and the existing map showing district boundaries is hereby altered with respect to General Residence boundaries, and the Business District boundaries to conform to this amendment, said map showing said new Business District and modifying the original map above referred to and bearing the signatures of the Planning Board being filed in the office of the Town Clerk.

Article 3. To see if the Town will vote to accept the provisions of Chapter 31 of the General Laws of the Commonwealth of Massachusetts and the acts supplementary thereto and amendatory thereof and the rules established under said chapter, thereby placing under Civil Service the employees of both the official and labor services of the Town. (On petition of Paul D'Espinosa and others.)
Voted: To accept substitute motion offered by Luther C. Smith, viz: Because of the many uncertainties involved in the acceptance of Chapter 31 of the General Laws of the Commonwealth of Massachusetts as proposed in Article 3 of the Warrant for Norwood Special Town Meeting of Sep- tember 18, 1933, and the need for further study before final action in said Article, be it therefore
Resolved: That said Article 3 be referred to a committee of five citizens of the Town of Norwood to be appointed by the Moderator of said meeting

to ascertain the desirability of its adoption by the Town and to report its decision at some future Town Meeting, and further be it
Resolved: That not more than two members of said Committee be chosen from the list of petitioners for said Article 3.
The following is a list of citizens appointed by the Moderator as a Com- mittee to serve under the vote of the foregoing article, namely,
Arthur P. Allen, 50 Florence Avenue; Harry B. Butters, 1053 Wash- ington Street; Paul D'Espinosa, 39 Concord Avenue; Louis F. Fowler, 71 Winter Street; and Patrick J. Foley, 18 Crescent Avenue.
Article 4. To hear and act on the reports of Committee.
Voted: That the printed report of the Committee on Town Develop- ment and Tax Reduction, signed by George F. Willett, Edward H. Thomp- son, E. F. Murphy, Thomas F. Holman and Thomas U. Mahony, dis- tributed at this meeting, and a copy made a part of, be filed with records of this meeting; and further voted that the present Committee on Town Development and Tax Reduction be continued and that they be instructed to bring in definite projects for Town Improvement.
Voted: That this meeting dissolve.

SPECIAL TOWN MEETING December 29, 1933
On a Warrant duly issued by the Selectmen and dated December 20, 1933, and signed by Peter J. Feeney, Eugene L. Murphy, Harry B. Butters and Daniel Collins, Selectmen of Norwood, the proper service of which Warrant was duly attested by John H. Kelley, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in this Warrant and the action thereunder being as follows:
Article 1. To see what sum or sums of money the Town will vote to raise and appropriate from any available sums, in addition to monies heretofore appropriated, for the following purposes, namely;
(a) Defraying incidental and other necessary expense not otherwise provided for, namely, General Government Incidentals; (b) Removal of snow and ice; (c) Soldiers' Benefits; (d) Public Welfare, including Aid for Dependant Mothers; (e) Expense of contagious diseases, garbage disposal and other incidental expense of the Board of Health; (f) Support of Schools; (g) Maintenance and Operation of Municipal Light Depart- ment.

Voted: (a) from surplus funds in the Excess and Deficiency account the sum of $300.00; from surplus funds in the Excess and Deficiency account the sum of $5,135.00; (c) the sum of $2,807.00 and (d) the sum of $10,000. from monies in the treasury received from contributions from employees; (e) from surplus funds in the Excess and Deficiency account the sum of $4,087.00; (f) from surplus funds in the Excess and Deficiency account the sum of $3,256.00; and (g) from surplus funds in the Excess and Deficiency account the sum of $8,550.00.
Article 2. To see if the Town will vote to make regulations providing that the Town Treasurer and Collector of Taxes, as Town Treasurer may make assignment of tax titles not inconsistent with law or with the right of redemption.
Voted: To make the following regulation with respect to the assignment of tax titles, namely; That the Town Treasurer and Collector of Taxes as Town Treasurer, may make assignment of any tax title held by the Town.
Article 3. To see if the Town will vote to authorize the Selectmen to purchase, or to take by eminent domain, for use as a public playground, a parcel of land containing 11 acres more or less, situated northerly of Winter Street and westerly of Prospect Street owned by Jennie F. Fales, as shown on a plan made by A. W. Thompson, Town Engineer, and on file at the office of the Town Clerk and Accountant, and to raise and appropriate from any available funds a sum of money for the purpose.
Voted: To so authorize the Selectmen, and to meet the cost of the purchase the sum of $4,000 is appropriated from funds in the town treasury received by the Town Treasurer as contributions from employees.
Article 4. To see if the Town will vote to appropriate from any available funds, a sum of money to meet the expense of the construction of a public footway in and through the property of the New York, New Haven and Hartford Railroad Company connecting two accepted portions of Cedar Street under such decree as may be adopted by the Commissioners of the County of Norfolk, through a petition for a layout of a public footway, now before said Commissioners.
Voted: The sum of $9,270 from monies in the treasury, received by the Town as contributions from employees.
Article 5. To see if the Town will vote to accept a gift or bequest in the sum of $5,000 under the Will of Anna M. Day, to be held as a perpetual care fund, the income to be used in keeping in order the chapel erected by the late Lewis Day in Highland Cemetery.
Voted: To so accept.
