The savings bank books and securities, representing the investments of the various trust funds in the custody of the town treasurer, were ex- amined and listed, the income being proved and the withdrawals checked and reconciled.
The records of tax titles held by the town were examined and compared with the deeds on file.
The books and accounts of the collector of taxes were examined and checked in detail. The recommitments of property and poll taxes, of assessments for the levies of 1923 to 1930, inclusive, and of motor vehicle excise taxes of 1929 and 1930 were examined and checked, the property, poll, old age assistance, and motor vehicle excise taxes for 1931 and 1932 being analyzed and verified with the warrants issued for their collection. The cash books were analyzed and the payments to the treasurer were checked with the treasurer's cash books and the accountant's books.
The recorded abatements were compared with the records of abatements granted by the assessors, and the outstanding accounts were listed and reconciled with the accountant's books. Further verification of the out- standing accounts was obtained by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The surety bond given by the treasurer and collector for the faithful performance of his duties was examined and found to be in proper form.
Tables showing a reconciliation of the treasurer's cash, and summaries of the several trust funds, together with tables relative to the tax and assessment accounts, are appended to this report.
It is very evident that the work in the office of the treasurer and collector has improved. The cash is being verified daily and the bank accounts reconciled monthly.
The records of the several departments committing bills for collection were examincd and reconciled with the treasurer's and the accountant's books.
The records of the town clerk for receipts on account of hunting and fishing and dog licenses, marriage intentions, and recording fees were examined, the recorded payments to the treasurer being verified by a comparison with the treasurer's and the accountant's books and the cash on hand being verified by an actual count.
The books and accounts of the sealer of weights and measures were

examined and checked. The payments to the treasurer were verified by a comparison with the treasurer's and the accountant's books.
The records of the school department on account of school lunches, etc., were examined, and the recorded payments to the treasurer were verified by a comparison with the treasurer's and the accountant's books.
In verifying the outstanding accounts for tuition, it was found that the school department had not committed all bills to the collector, and it is therefore recommended that all bills due the town be committed to the collector, so that a complete record of these accounts will be on file.
It was further noted that the superintendent of schools has not paid over receipts in accordance with the provisions of Section 53, Chapter 44, General Laws, which reads, in part, as follows:
All moneys received by any town officer or department, except as otherwise provided by special acts and except fees provided for by statute, shall be paid by such officer or department upon their receipt into the town treasury. Any sums so paid into the town treasury shall not later be used by such officer or department without a specific appropriation thereof, .
On account of the lack of proper records, it was not possible to check the receipts representing evening school deposits. It was noted that receipts of $184.00, representing deposits for the term 1931-1932, were not paid into the treasury until September, 1932.
In checking the payments to the town by the State, it was found that a check, representing a refund on account of teacher's retirement and payable to the town of Norwood, was endorsed by the superintendent of schools and paid into the town treasury in lieu of cash for other receipts in June, 1932; and this item, together with the receipts of June, 1932, amounting to $130.97, was not paid over to the town treasurer until December, 1932, subsequent to the date of the audit.
It is recommended that proper records be kept of all receipts, and that payments be made to the treasurer in accordance with Section 53, Chapter 44, General Laws, previously quoted.
The records of receipts of the library for fines, etc., were examined and the recorded payments to the treasurer were verified by a comparison with the treasurer's and the accountant's books, the cash on hand being verified by an actual count.
The books and accounts of the water and sewer departments were examined and checked. The commitments of water rates and sewers were examined, the recorded receipts being checked and compared with the treasurer's and the accountant's books and the outstanding accounts being listed.
The books and accounts of the Municipal Light Department were examined and checked. The accounts receivable and the cash receipts

were examined and checked, the payments to the treasurer being con- pared with the treasurer's and the accountant's books. The outstanding accounts were listed and reconciled with the accountant's books.
The books and accounts of the cemetery department were examined and checked. The commitments, representing charges for sales of lots and graves, care, etc., were examined, and the recorded payments to the treasurer were compared with the treasurer's and the accountant's books, the outstanding accounts being listed.
The surety bonds given by the town clerk and deputy collector for the faithful performance of their duties were examined and found to be in proper form.
