Conclusion


The record for the year with respect to claims and litigation has been a satisfactory one and the outlook for the year 1935, as to such field of cx- pense, appears to justify an expectation that the financial burden will be about normal in character and extent, even taking into consideration pending and prospective cases before the State Board of Tax Appcals.

It is gratifying to report such a situation which it is believed is much more favorable than that enjoyed by most municipalities of similar class.


The confidence and consideration shown and cooperation extended by all officials, especially by the Selectmen and the assistance rendered by Clerk Pendergast in the conduct of the Legal Department are gratefully acknowledged.

The Milk Inspector, F. X. Maguire, M. D., reports the following:


During 1934 Health Department Milk Inspection Division issued sixty- seven (67) licenses for sale of milk and cream.

Regular inspections have been made of dairies supplying milk to the Town of Norwood. In addition to the regular inspection of animals, methods and equipment, samples have been examined both for butterfat, keeping quality and sediment monthly. Number of samples examined monthly (12).


All dealers are keen not only to keep the quality of their milk within the law but to make many improvements not regularly required.


The addition of Vitamin "D" milk is just one instance to show our dairymen are progressive and anxious to be a factor in the general health of the community.


The Inspector of Plumbing, John A. Shannon, reports that during the year 1934 he made one hundred six (106) Inspections in the Town of Nor- wood.


The Public Health Nurse submits the following report:


There were forty-six (46) T. B. clinics held in 1934. Twelve hundred thirty-four (1234) attended the clinic. Six (6) new cases were diagnosed and found positive.


Regular visits were made at home during the year, the purpose of this is to make sure the patients are receiving the necessary follow-up care and to advise them to see a physician or attend the clinic every six months or a year as the case may need.


Dr. Griffin is at the Board of Health rooms every Thursday night at five o'clock excepting one month during the summer. In an emergency he will see patients at his Sanatorium in Sharon if the family doctor de- cides the case cannot wait until the regular day. This is all done free of charge for the patient.


Nearly all our cases are recommended by a doctor or some hospital. In turn the patient's report is given to their own doctor. This is just a diagnostic clinic and no treatments are given here.


The Sanatoriums to which our patients are sent are Norfolk County, Westfield, North Reading and Lakeville. We also have available Sharon Sanatorium for the children, if there is a vacancy. This is done through the generosity of Dr. Griffin.


The Board is glad to report that the expenditures of this Department were within the estimated budget for 1934.

The local Emergency Relief Administration has in operation a sewing project. The weekly production of finished articles, from this project, are sent to the E. R. A. Commissary, for Norfolk County, at Quincy, Mass. The Norwood Board of Welfare receive there allocations of cloth- ing upon request, from this Commissary.

REPORT OF BOARD OF ASSESSORS


To the Citizens of Norwood:


The Board of Assessors herewith submit their annual report together with the statement of valuations as determining the tax levy for the year 1934.


Organization


William J. Dalton was reappointed by the Selectmen for the term of three years beginning April 1, 1934.


The Board organized as follows: Patrick J. Lydon was elected Chairman and Agnes M. Coughlin, Clerk.


On September 22, 1934, Agnes M. Coughlin resigned and John F. O'Connell was elected Clerk.


Assistant Assessors


On March 13, 1934, J. Benjamin Paddleford, John P. Crowley, Robert B. Oldham, George L. Banks, James E. Roache, James F. Foley, and Mathew F. Kelley were appointed assistant assessors by the Board under the authority of the Town Meeting to serve for the period of thirty days from April 2, 1934, or such shorter period as the Board of Assessors may determine.


Tax Rate for the Year 1934


On September 27, 1934, it was voted that the tax rate for the year 1934 be determined as $32.30 per thousand.


The table of tax requirements submitted herewith exhibit a comparison of the year 1933 with 1934.


It was voted that no Special Assessments be levied against individual parcels of land in the Neponset Valley for the purpose of meeting the expense which the Town has been called upon to pay because no agricul- tural benefit can be found to exist.


The financial statement of the department will be found in the report of the Town Clerk and Accountant.


Tax Appeal Cases


Appeals were taken during the year in several cases to the State Board of Tax Appeals from refusal of the Board of Assessors to grant abatements sought with respect to taxes assessed for the years 1932, 1933, and 1934, following hearings given on applications relating to assessments levied both on real estate and personal estate.
