In meeting of the Town Clerks of the Towns of Norwood and Walpole, said Towns comprising the Eighth Norfolk Representative District, and held this day in the Town Clerk's office, Memorial Municipal Building, Norwood, at 12 o'clock noon, in accordance with the provisions of Section 125 of Chapter 54 of the General Laws, for the purpose of examining the copies of records of votes of every such voting precinct and town in such district cast in the State Election of November 6, 1934 for the purpose of determining who appears to be elected for the office of Representatives in said district.

Recount of Ballots Cast at State Election of November 6, 1934 for Secretary of the Commonwealth


December 12, 1934


At a meeting of the Board of Registrars held on December 12, 1934, in pursuance with notice received dated December 5, 1934 from the Office of the Secretary of the Commonwealth, directing a state wide recount of the ballots cast for the office of Secretary of the Commonwealth at the election held on November 6, 1934, the Board of Registrars, after serving written notice upon all persons whose interests might be affected by the result of said recount, proceeded on the twelfth day of December, A. D. 1934 at seven o'clock in the forenoon to recount said ballots.


There were present at this recount, persons representing the interests of several of the candidates, namely, Clement A. Riley and Harry B. Butters representing Joseph Santosuosso, Albin K. Parker representing Frederic W. Cook. In the process of recount, each ballot was examined and unfolded for the purpose of determining whether or not each of the ballots had been cancelled by the cancelling device of the ballot box, and each ballot was found so cancelled. The result of this recount was as follows:

SPECIAL TOWN MEETING December 31, 1934


On a warrant duly issued by the Selectmen under date of December 22, 1934 and signed by Peter J. Feeney, Eugene L. Murphy, John M. Mutch, Daniel Collins and Harry B. Butters, Selectmen of Norwood, the proper service of which warrant was duly attested by Laurence P. Balduf, Con- stable of Norwood.


All of the requirements of the Statutes and By-Laws relating to Town Meeting having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran at thirty minutes after seven o'clock in the afternoon. The warrant calling the meeting and the service of said warrant upon the Inhabitants of the Town was read by Town Clerk and Accountant, James E. Pendergast.


The articles contained in this warrant and the action taken thereunder are as follows:


Article 1. To see what sum of money the Town will vote to appropriate from the receipts of the Municipal Light Department in addition to sums heretofore appropriated for maintenance, operation and repairs in the Municipal Light Department.


Voted: From receipts of the Municipal Light Department the sum of $5,500.


Article 2. To see if the Town will vote to appropriate the sum of $69.48 from funds appropriated for construction of sewers, in reimbursement to William C. Kendrick, General Manager for necessary expenses as a

Municipal Officer occurred outside the Commonwealth in securing in- formation upon matters in which the Town was interested, or take any other action in the matter.


Voted: So to do.


Article 3. To see what sum of money the Town will vote to appropriate from the Alice H. Plimpton Trust Fund to meet the expense of alterations at the Morrill Memorial Library made by the Trustees thereof, the same to be in addition to such sum or sums which may be available and ob- tained from any other source, and for the further purpose of purchasing furnishings for said Morrill Memorial Library, or take any other action in the matter.


Voted: The sum of $1,200.


Article 4. To see what further sum of money the Town will vote to ap- propriate from any available source for the Support of Schools, the same to be in addition to sums heretofore appropriated for said purpose.


Voted: The sum of $3,700 of which amount $200 shall be transferred from the unexpended balance of appropriation for operation of lunch counter, $600 shall be transferred from the unexpended balance of ap- propriation for Industrial Education, and $2,900 from receipts of the Municipal Light Department.


Article 5. To see what further sums of money the Town will vote to appropriate from any available source in addition to sums heretofore ap- propriated for the following purposes: (a) Police Salaries; (b) Soldiers' Benefits and (c) Removal of Snow and Ice.


Voted: (a) $563.36 and (b) $1,500 to be taken from the unexpended balance of appropriation for interest, and that action with respect to re- moval of snow and ice be indefinitely postponed.


Article 6. To see what sum of money the Town will vote to appropriate from any available source to meet payment of expense of Care in Hospitals, including obligations contracted prior to January 1, 1934.


Voted: From receipts of the Electric Light Department the sum of $3,600.


Article 7. To see if the Town will vote to purchase, or take by eminent domain, certain lands owned by Nicolai Hellsten located on Garfield Avenue and adjoining land owned by the Town and used for school pur- poses, and appropriate a sum of money for said purchase and taking, or take any other action in the matter.


Voted: To so authorize the Selectmen, and that the sum of $700 be appropriated from funds received for the sale of the former East School property, to meet the expense of said purchase or taking.


Article 8. To see if the Town will vote to accept as town ways, certain streets extending from Nichols Street northerly as laid out and reported

by the Selectmen and to borrow and appropriate a sum of money for the construction thereof, said money to be in addition to such sums which may be available and obtained from any other source for the purpose of meeting the expense of such lay out and construction of said ways.


Finance Commissioner, William H. Connor, offered a motion that action under this article be indefinitely postponed.


A substitute motion was offered by Selectman Murphy and duly seconded by Adolphus Holton, and it was voted to substitute the motion of Selectman Murphy for motion offered by Finance Commissioner Connor, and it was


Voted: To so accept and to authorize the Town Treasurer to borrow the sum of $20,000.


Article 9. To see what sum of money, if any, the Town will vote to ap- propriate to be raised by taxation in the financial year 1935 and to be ex- pended in said year, the same to be in addition to the sum or sums which may be available from the Federal Emergency Relief Administration, and to be used for the purpose of relieving unemployment.


Voted: By taxation in the year 1935 the sum of $7,000.
