RECORD OF TOWN MEETINGS


ANNUAL TOWN MEETING


Monday, January 21, 1935, and adjourned to March 25, 1935.


On a warrant duly issued by the Selectmen under date of January 8, 1935, and signed by Peter J. Feeney, Eugene L. Murphy, John M. Mutch, Daniel Collins and Harry B. Butters, Selectmen of Norwood, the proper service of which Warrant was duly attested by Laurence P. Balduf, Con- stable of Norwood.


All of the requirements of the Statutes and By-Laws relating to elections and Town Meetings having been complied with, the meeting was called to order, the articles contained in the Warrant and the action thereunder being as follows:


Article 1. To choose all necessary Town Officers. The following are to be chosen by ballot; namely, two Selectmen for three years; one Town Treasurer and Collector of Taxes for one year; one Finance Commissioner for three years; one Moderator for one year; one Member of the Board of Health for three years; two Members of the School Committee for three years; two Trustees of Morrill Memorial Library for three years; two Members of the Town Planning Board for three years: six Constables for one year, and to vote by ballot on the following question:


"Shall the operation of section one hundred and five B of chapter one hundred and thirty-one of the General Laws, requiring for the taking of fur-bearing animals the use of traps that kill at once or take such animals alive unharmed, be suspended within this town?".

Voted: That Article 2 be laid on the table.


Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a town treasurer may use when acting as Collector.


Voted: To so authorize the Treasurer.


Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1935, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Voted: To so authorize the Treasurer.

Article 6. To see what sums of money the Town will vote to raise or borrow and appropriate for the current fiscal year, for the following pur- poses, or take any other action in the matter.


Sub-division "I" Reserve Fund.


Voted: By taxation the sum of $10,000 subject to such further appro- priation as may be made at the Adjourned Session of this meeting.


Voted: That Articles 2, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15 and 16, be · referred to the Finance Commission for consideration and report with recommendations at the Adjourned session of this meeting, except that as to Article 6, sub-division I, Reserve Fund, such reference be with respect to such further appropriation additional to the appropriation already made, as may be made at the Adjourned session of this meeting.


Voted: That this meeting adjourn.

SPECIAL TOWN MEETING


March 25, 1935


On a warrant duly issued by the Selectmen and dated March 12, 1935, and signed by Harry B. Butters, Peter J. Feeney, Charles F. Holman, Sture Nelson and Daniel Collins, Selectmen of Norwood, the proper ser- vice of which warrant was duly attested by John J. Bennett, Constable of Norwood.


All of the requirements of the Statues and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the Warrant and the action thereunder being as follows:


Article 1. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for general municipal purposes under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended by Chapter 313 of the Acts of 1934, or take any action relative thereto.


Tellers were appointed and sworn by the Moderator, and on rising vote, voting "yes" twenty-four, and "no" none, it was


Voted: That the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer be and hereby is authorized to borrow with the ap- proval of the Selectmen, the sum of $50,000, or such portion thereof as shall not exceed in the aggregate the total amount represented by tax

titles taken or purchased and held by the Town, and to issue a note or notes of the Town therefor, all in accordance with the provisions of Chap- ter 49 of the Acts of 1933, as amended by Chapter 313 of the Acts of 1934 which sum is hereby appropriated for general maintenance expense and is to be used by the Board of Assessors in fixing the tax rate.


Article 2. To see if the Town will vote to accept as a town way, a new way as layed out and reported by the Selectmen, to be known as Savin Avenue and extending from the existing Savin Avenue as layed out to Cedar Street, and to raise or borrow and appropriate a sum of money for the construction thereof, and the payment of damages, or take any other action in the matter.


Voted: To accept, and that the expense of the laying out and construc- tion thercof in the sum of $1,510 be met through funds to be made available through appropriation for highway construction under Article 6, sub- division D-2 item D of the Adjourned Town Meeting Warrant.


Article 3. To see if the Town will vote to make regulations for the assessment of tax titles, not inconsistent with law or with the right of redemption.


Voted: That action under this article be indefinitely postponed.


Article 4. To see what sums of money the Town will vote to raise and appropriate for the following purposes, or take any other action in the matter, (a) Operation of Lunch Counter at Senior High School, (b) To meet the expense of Carillon Concerts, (c) Salary of E. R. A. Investigator, (d) Purchase of Department equipment in the following departments, Police Department, Municipal Light Department and Water Department.


Voted: By taxation the following: (a) $8,300; (b) $300; (c) $1,300; and (d) Police Department $275; Municipal Light Department $600; and further voted that the Selectmen, in the purchase of equipment are au- thorized to apply the turn in values of motor vehicle equipment now in use in said Police Department, and Municipal Light Department to apply on the purchase price of new equipment.


Article 5. To see if the Town will vote to appropriate for paying the proper charge for effecting insurance providing indemnity for or protection to any officer or employee of the Town against loss by reason of his liability to pay damages to others for bodily injuries, including death at any time resulting therefrom, caused by the operation, within the scope of his official duties or employment, of motor vehicles owned by the Town sub- ject to limitation provided by law.


Voted: That the necessary funds to properly pay charges for effecting insurance providing indemnity for or protection to any officer or employee of the Town in the departments herein set forth, arc appropriated for such purpose, as being available in and from the respective appropriations

therefor, viz .: the maintenance, operation, or other activities in the General Manager's Department, Forestry Department, including Moth Suppression, Electric Light Department, Water Department and School Department.

Voted: (a) For salary, by taxation the sum of $2,550 and by transfer the sum of $1,700. (b) By taxation the sum of $2,627 and by transfer the sum of $12,070.
