SPECIAL TOWN MEETING
April 27, 1935
On a warrant duly issued by the Selectmen and dated April 16, 1935, and signed by Harry B. Butters, Peter J. Feeney, Charles F. Holman, Sture Nelson and Daniel Collins, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see if the Town will vote to raise by taxation and appro- priate the sum of Four Hundred fifty ($450) Dollars to meet the cost and installation of Firemaster equipment installed in the boilers at the Cornelius M. Callahan School building by the Combustion Control Corporation in 1933 and accepted by the School Committee in 1934 or take any other action relative to the matter (Petition of School Committee).
Motion made and seconded that action under this Article be indefinitely postponed. This motion not carried.
Substitute motion offered and seconded.
Voted: By taxation the sum of $450.
Article 2. To see if the Town will vote to change the existing Zoning By-Law so-called by amendment and addition in the manner following, or take any other action in the matter, namely, Sub-division One.
SECTION 1 Establishment of Districts
Amend Section 1 of the existing Zoning By-Law by adding thereto at the end thereof the following, namely,
"5. Trunk Highway Districts.
Division A. Division B.
Construction Regulations
(A) Height SECTION 8
Amend Section 1 of the existing Zoning By-Law by striking out the words "Single Residence, General Residence and Business Districts" at the beginning of said section and inserting in place thereof the following words: "Single Residence, General Residence, Business and Trunk Highway Districts."

(B) Area SECTION 11
Amend Section 11 of the existing Zoning By-Law by inserting after the words "General Residence" at the beginning of said section the words "and Trunk Highway" so that as amended the beginning of said section shall read as follows namely-"General Residence and Trunk Highway Districts."
USED REGULATIONS SECTION 2 Single Residence Districts
Amend Section 2 of the existing By-Laws by adding at the end thereof the following subdivision, namely-
"(C) The Board of Appeal may give permission in a single residence district, in accordance with the procedure provided in Section 21, for the alteration, enlargement, extension, reconstruction, and use of buildings for apartment house purposes, provided, however, that such permission shall be given subject to such restrictions and regulations to be imposed by said Board as will safeguard the character of the district and protect the same as a neighborhood for residential purposes only. Such. restrictions and regulations so imposed shall be made a part of any permit issued hereunder."
(B) Area SECTION 12
Amend Section 12 of the existing Zoning By-Law by striking out the words "and in" between the words "districts" and "the" in the first paragraph of said section and inserting in place thereof a comma, and by adding after the words "the general residence districts" the words "and the trunk highway districts, Division A", so that said paragraph as amended shall read as follows, namely --
"In the single residence districts, the general residence districts and the trunk highway districts, Division A, land laid out after the adoption of this by-law shall provide a lot area to be used for residential purposes of not less than six thousand (6000) square feet".
SECTION 16 Set Back Distance
Amend Section 16 of the existing Zoning By-Law by adding thereto at the end thereof the following, namely-
In the business districts and the manufacturing districts, no new build- ings shall be constructed and no building shall be altered, enlarged, ex- tended, reconstructed, raised, or moved so that any external wall is located nearer than ten feet to the adjoining boundary line of any single residence or general residence district. In Trunk Highway Districts Division A and B, no new building shall be constructed and no building shall be

altered, enlarged, extended, reconstructed, raised, or moved so that any external wall is located nearer than fifty feet to the line of any Trunk Highway or to the line of any intersecting street. Amend the existing Zoning By-Law by inserting after Section 5 the following new section to be known as Section 5A, namely-
"Section 5A, Trunk Highway Districts.
(1) In the Trunk Highway Districts Division A, no new building or structure or part thereof shall be designed, constructed, or used and, except as provided in Section 6, no building or structure or part thereof shall be altered, enlarged, extended, reconstructed, or used and no prem- ises shall be used for any organized business, industry, trade, manu- facturing or commercial enterprise or except for one or more of the following purposes:
1. Any purpose authorized by and enumerated in Section 2, paragraphs A and B.
2. Residence for not more than two families.
3. Private garage with provisions for more than three motor vehicles.
4. Private stable with provision for more than three horses.
5. Such accessory purposes as are customarily incident to the foregoing purposes, and are not injurious to a neighborhood as a place of residence but such accessory purposes shall not include any organized business, industry, trade, manufacturing or commercial enterprise.
(2) In the Trunk Highway Districts Division B, no new building or structure or part thereof shall be designed, constructed, or used and, except as provided in Section 6, no building or structure or part thereof shall be altered, enlarged, extended, reconstructed, or used for any or- ganized business, industry, trade, manufacturing or commercial purpose except for one or more of the following purposes:
1. Any purpose authorized and enumerated in Section 5A subdivision One.
2. Store, salesroom or show room for the conduct of retail business.
3. Home of civic or fraternal organization.
4. Office, bank or other monetary institution.
5. Place of business of a baker, barber, newsdealer, optician, cleaner, confectioner, dressmaker, dyer, drugstore, hairdresser, manicurist, milliner, shoe repairer, shoemaker, shoeshine, tailor, market, grocer, ice cream parlor, gasolene selling station, motor vehicle repair shop, business garage, licensed common victualer.
Amend Sections 17 District Boundaries, subdivision A, by striking out said subdivision A and inserting in place thereof the following:

"Section 17. District Boundaries.
(A) The boundaries of the districts established by this by-law shall be the boundary lines shown on the map accompanying this by-law en- titled 'Zoning Map of the Town of Norwood, Mass.' prepared by A. W. Thompson, Town Engineer, dated April 27, 1935, and bearing the signa- tures of the Planning Board and filed in the office of the Town Clerk, which map is hereby made a part of this by-law."
To amend the Zoning By-Law thereby substituting for the existing Zoning Map for the Town of Norwood, Mass., a new Zoning Map of the Town of Norwood, Mass., showing the District Boundaries thereby es- tablished.
Sub-division Two.
The alteration of the District boundaries established under Section 17 of said By-Law with respect to a part of the General Residence District situated generally easterly of Neponset Street and establish as a Business District under the said Zoning By-Law the following area namely, an area bounded easterly by Neponset River, southwesterly and westerly by Neponset Street and lands now or formerly of Hepburn, Prescott, Talbot, Borowski, Hoar and Fisher and the new Massachusetts State Highway; north westerly by land now or formerly of the Massachusetts Peat Fuel Company, northeasterly on Purgatory Brook; northwesterly, northeasterly, northerly, southeasterly, northerly and northwesterly again on land now or late of Catherine A. Codman; and northeasterly on Canton Street, thereby altering the existing map showing existing district boundaries to conform to such change of district boundaries. Sub-division Three.
The alteration of the Central Residence District on Savin Avenue on the easterly side thereof and establishing an extension of the Business District therein for a distance of approximately sixty feet along the easterly line of Savin Avenue, thereby altering the existing map showing existing district boundaries to conform with such change of district boundaries.
Voted: To change the Zoning By-Law so-called by amendment and addition in the foregoing manner.
Article 3. To see if the Town will vote to accept as town ways any or all of the following described streets as layed out and reported by the Selectmen, and to raise or borrow and appropriate a sum or sums of money to meet the expense of taking easements in land therefor and the cost of construction of said proposed streets so accepted, or take any other action in the matter, namely,
1. An extension of Vernon Street to be known as Vernon Street.
2. Andrew Street.
3. Rock Court.
4. Stone Circle.

5. An Alteration by Widening of Walpole Street at the Intersection of Fisher Street.
Voted: To accept, and by taxation the sum of $20.00 to meet the expense of the taking of the easement in land for said Alteration by Widening of Walpole Street, and that with respect to the takings of easements in land for said other new ways no appropriation be made as no expense by way of damages is involved in such takings, and further voted that with respect to the cost of construction of said new ways and said alteration by widening no appropriation be made at this meeting.
Article 4. To see if the Town will vote to make regulations for the assignment of tax titles, not inconsistent with law, or with the right of redemption.
Voted: To make the following regulation, "That the Town Treasurer and Collector of Taxes, as Town Treasurer, may make assignment of any tax title held by the Town."
Article 5. To see what sum of money the Town will vote to appropriate from the Alice H. Plimpton Trust Fund to meet the expense of alterations at the Morrill Memorial Library made by the Trustees thereof, the same to be in addition to such sum or sums which may be available and obtained from any other source, and for the further purpose of purchasing furnishings for said Morrill Memorial Library, or take any other action in the matter.
Voted: The sum of $529.42 to be transferred from the Alice H. Plimpton Trust Fund.
Article 6. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes, in his capacity of Town Treasurer with the ap- proval of the Selectmen to borrow under the authority of and in accordance with the provisions of Chapter 188 of the Acts of 1935, or take any action relative thereto.
Voted: To so authorize the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer to borrow the sum of $69,000 and to issue a note or notes therefor, said note or notes to be paid in not more than five years, or at such time as may be directed by the Emergency Finance Board named in Chapter 49 of the Acts of 1933, and the proceeds of the loan shall be applied to meeting the appropriations made for Publie Welfare including Mothers' Aid and Old Age Assistance and Soldiers' Benefits, and its share of Emergency Relief Administration Projects.
Voted: Meeting dissolved at 9:35 o'clock in the afternoon.

All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer to convey by appropriate deed in behalf of the Town, a certain parcel of land situated on Garfield Avenue at its intersection with Pleasant Street and containing 800 square feet more or less, to Nicholai Hellsten of Norwood, in considera- tion of the conveyance by an appropriate deed by the said Nicholai Hellsten and Fannie Hellsten to the Town of Norwood of a parcel of land situated on the westerly side of Grant Avenue at its intersection with Monroe Street and containing approximately 293 square feet.
Voted: To so authorize the Town Treasurer.
Article 2. To see if the Town will vote to sell and convey by appropriate deed or deeds executed in behalf of the Town by the Town Treasurer and Collector of Taxes, in his capacity as Town Treasurer, the whole or any part of each of the parcels of land hereinafter described, held for park purposes and no longer needed for public use, to the person owning the land bordering on said parcels, as authorized by the provisions of Chapter 94 of the Acts of 1935, and to determine the terms of sale of the same, or take any other action in the matter; the parcels hereinbefore referred to are three certain parcels of land situated in said town, shown on a plan entitled, "Plan of Land in Norwood, Massachusetts, Scale 1 in .= 20 ft. A. W. Thompson, Town Engineer, Dec. 28, 1934", which are bounded and described as follows :-
Parcel 1. Southwesterly by Bond Street, eighty-three and forty-six one hundredths feet; northwesterly by land of the Town of Norwood, thirty-eight and twenty-five one hundredths feet; northeasterly by land of Sarah W. Williamson, seventy-nine feet; and southeasterly by Parcel 2 hereinafter described, eleven and fifty one hundredths feet. Containing one thousand eight hundred and forty square feet.
Parcel 2. Southwesterly by said Bond Street, eighty-eight and sixty- six one hundredths feet; northwesterly by Parcel 1 hereinbefore described and by said land of Sarah W. Williamson, thirty-three feet; northeasterly by land of Hugh B. C. Riemer, eighty- and eighty-five one hundredths feet; and southeasterly by Parcel 3 hereinafter described, seven and

twenty-four one hundredths feet. Containing one thousand seven hun- dred and ninety-two square feet.
Parcel 3. Southwesterly by said Bond Street, one hundred and seven- teen and fifty-eight one hundredths feet; northwesterly by Parcel 2, hereinbefore described, seven and twenty-four one hundredths feet; and northeasterly by land of Henry M. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes, in his capacity of Town Treasurer, to sell at public auction or at private sale and convey by an appropriate deed or deeds to be executed in behalf of the Town, the following described parcels of land or any of them owned by the Town and acquired through tax title, at a price, or at prices respectively as to each of said parcels, not less than the cost to the Town of acquiring such parcels, together with such sum or sums as will be the equivalent of the taxes that would have been thereafter assessed upon the same respectively, if the Town had not acquired title thereto; namely:
A parcel of land containing 2,750 square feet, situated on a private way sometimes known as Congress Street, and shown on a plan entitled, "Plan of Norwood Heights", Section R, Lot 2.
A parcel of land containing 2,464 square feet, situated on a private way sometimes known as Coolidge Avenue, and shown on a plan entitled, "Plan of Norwood Heights", Section A, Lot 78.
A parcel of land containing 2,750 square feet, situated on a private way sometimes known as Congress Street, and shown on a plan entitled, "Plan of Norwood Heights", Section R, Lot 1.
A parcel of land containing 2,700 square feet, situated on a private way sometimes known as Congress Street, and shown on a plan entitled, "Plan of Norwood Heights", Section R, Lot 6.
