REPORT OF THE BOARD OF HEALTH.


The Board of Health submits the following report :


In matters concerning the Board of Health, the past year has been exceptionally uneventful. The record of contagious diseases stands three diphtheria, one scarlet fever, eight measles. There have been numerous other cases of the contagious diseases of mild nature, especially whooping cough, which have not been reported to the Board of Health. There have been no deaths from con- tagious diseases.


There should be especial care taken by parents in regard to whooping cough as this disease not only predisposes to future attacks on the lungs, but by not confining the children it exposes others to needless misery and danger.


There have been several cesspools dug and put to use.


The piggeries in Wayland are in good condition, and are under frequent supervision.

Cemetery Commissioners.


REPORT OF CEMETERY COMMISSIONERS.


The Commissioners appointed at the last annual town meeting herewith submit their first annual report.


The Commissioners met on April 7th, 1906, and organized.


The regular appropriations for Cemeteries have been judiciously expended, and with the completion of the work in the North Cemetery, for which the special appropriation of $100.00 was made, we feel that there is cause for congratulation in the general appearance of all the Cemeteries.


In accepting the provisions of Articles 21 to 25, inclusive of Chapter 78, Revised Laws, some changes become necessary in the regulations which the town has heretofore adopted, and your Com- missioners would respectfully present for consideration and adoption the following regulations, governing all the Cemeteries. Any inhabitant of the town may obtain a burial lot in either of the cemeteries, for the use of himself and family, on application to the Cemetery Commissioners, but no lots shall be sold to non- residents, and not more than one lot shall be sold to any one person.


The price at which lots shall be sold shall be regulated by the size and location of same, but in no case shall it be less than five dollars.


The Commissioners would respectfully recommend for adoption the following form of deed : -


KNOW ALL MEN BY THESE PRESENTS : - That the Cemetery Com- missioners of the Town of Wayland, in the County of Middlesex, and Commonwealth of Massachusetts, in consideration of dollars paid to them by-the receipt whereof is hereby acknowledged, do hereby grant, bargain, sell and convey to the

said-and-heirs one lot of land in-Cemetery in said Town of Wayland, with the sole and exclusive right of the burial of the dead therein.


The said granted lot contains about- -superficial square feet, and is numbered- -on the plan of said Cemetery, which is in the possession of the Cemetery Commissioners, having the super- intendence and management thereof ; and may be inspected by the said grantee and-heirs at all reasonable times.


To have and to hold the aforegranted premises unto the said and-heirs forever : but subject to the restrictions, limitations and conditions, and with the privileges following, viz :-


First. That the said lot shall not be used for any other purpose than as a place of burial for the human dead ; no trees within the lot or border shall be cut down or destroyed without the consent of the said Commissioners, neither shall any change be made in the grade of lots except with the approval and under the direction of the said Commissioners who may make such change when in their opinion it becomes necessary for the improvement of the Cemetery.


Second. That the proprietors of said lot shall have the right to erect monuments, cenotaphs or stones commemorative of the dead ; but the foundations of all monuments and stones must have the ap- proval of the said Commissioners, and the planting of trees and shrubs shall be under their direction.


Third. That if trees or shrubs in said lot shall become in any way detrimental to the adjacent lots, avenues or paths, or dangerous, or inconvenient, it shall be the duty of the said Commissioners, for the time being, to enter into said lot and remove said trees or shrubs, or such parts thereof as are thus detrimental, dangerous, or inconvenient.


Fourth. That if any monument, effigy, cenotaph or other structure whatever, or any inscription be placed in or upon the said lot, which shall be determined by a majority of the said Com- missioners, for the time being, to be offensive or improper, the said Commissioners, or a majority of them, shall have the right, and it shall be their duty to enter upon said lot and remove said improper object or objects.

Cemetery Commissioners.


Fifth. That no tomb shall be constructed within the bounds of the cemetery, except by permission of the Commissioners, and in such manner as they shall approve. And no proprietor shall suffer the remains of any person to be deposited within the bounds of his lot for hire.


Sixth. The said lot shall be indivisible ; and upon the death of the grantee, the devisee of said lot, or the heir-at-law, shall be entitled to all the privileges of the original grantee, and if there be more than one devisee, or heir-at-law, the said Cemetery Com- missioners shall designate which of said devisees or heirs-at-law shall exercise the right of using said lot, which designation shall continue in force until, by death or removal, or other sufficient cause, another designation shall become necessary.


Seventh. Any remains of the dead deposited in said lots shall never be removed, without the consent of the Cemetery Com- missioners.


Eighth. The said lot shall be holden subject to all the by-laws, rules and regulations, made and to be made by the Cemetery Commissioners.


And the said Cemetery Commissioners of the Town of Wayland hereby covenant to and with the said-and-heirs, that the said Commissioners are lawfully seized in fee simple of the aforegranted premises and the way leading to the same from the highway; that the granted premises are free from all encum- brances ; that the said Commissioners have a good right to sell and convey the same to the said-and-heirs forever.


In witness whereof, the said Cemetery Commissioners of the Town of Wayland have signed these presents, and hereunto affix their seal, by the hands of a majority of the Cemetery Commis- sioners this-day of-in the year of our Lord nineteen hundred and

unsold, and as it is imperative that the Town shall provide suitable burying ground, the Commissioners would respectfully recommend that inasmuch as there is within the bounds of said cemetery a wooded tract of two acres more or less, which by judicious clearing could be made available for burial lots, and be made a most attractive part of the said cemetery : that the Town appropriate five hundred dollars, that the Commissioners may have the said tract surveyed and properly laid out by a competent landscape architect, with the end in view of preparing annually a limited number of lots to meet the demand.


It is gratifying to announce that during the year the Town has received three bequests of one hundred dollars each for perpetual care of lots, making a total of six funds now in Town's Treasury for this purpose.


While naturally proprietors of lots prefer, so long as they can, to care for their own lots, the Commissioners doubt not that there are many who would be glad to avail themselves of this means for providing, after they are gone, perpetual care of their lots.


On May 5th, 1906, a communication was received from Mr. Edward E. Dammers, proposing to erect a wire fence on line between his land and Lakeview Cemetery in place of board fence, without expense to the Town.


The proposition was duly considered and accepted by the Com- missioners, and the fence has been erected.

Moth Work.


REPORT OF THE LOCAL SUPERINTENDENT OF THE GYPSY AND BROWN TAIL MOTH WORK.


In submitting my report on the Gypsy and Brown Tail Moth work, I have found that the town is generally infested. There was nothing done on the Brown Tail Moth work[except on the highways, as the town was late in starting on the work in the spring. We only had time to clear the street trees, and this naturally caused quite an increase of nests in many of the orchards.


Of the Gypsy Mcth, there was a general infestation in the spring, some places being quite badly infested ; but in going over the trees this fall, I find that many of the places are not so bad as they were in the spring, and in some orchards there are none to be found. Quite a number of new places of light infestation have been found, which did not appear in the spring. The woodlands are generally infested, some three or four lots quite badly.
