REPORT OF THE CEMETERY COMMISSIONERS


The Cemetery Commissioners offer the following brief report of its activities for the year:


The paving of the principal roads with "Hot Top" has been con- tinued in Lakeview and North Cemeteries, with great satisfaction in both appearance and use, and with a marked saving of time in caring for them.


Twelve Perpetual Care Funds have been given this year, amounting to $1,567.66. The list follows:

Fifty-seven burials were made this year in the several cemeteries, for which we collected $2,637.00. Forty-seven burials in Lakeview, eight in the North and two in the South. Twenty-two lots were sold, including three single graves: Twenty lots in Lakeview Cemetery and two lots in North Cemetery. Receipts from these lots were $935.00. Annual Care charges at all cemeteries were collected in the total amount of $727.00. Thirteen Foundations were built; ten in Lakeview, three in North Cemetery. Receipts from these were $247.50.

REPORT OF THE LIBRARY


The most important development in the Wayland Library in 1958 was the construction of a children's room and workroom in the basement. An architect, Mr. Charles Way, drew up plans for remodeling the former Shaw Room, the corridor and former Civil Defense quarters. It remains to furnish the room, which we hope to do in 1959, and open it for the use of the children.


Circulation at the Main Library increased substantially over that of 1957. The figure is even more impressive when compared with that of 1954; 23,968. At long last the library begins to show statistics of use more in keeping with the population figure. More and more is done to supply supplementary reading materials to the Elementary and High School students. When more space is gained by opening the new children's room it will be possible to increase the book stock for both younger and teen age readers.


The staff of the main library was increased this year so that two people were on duty at most times. As a result the major part of the recataloging of the library's older books was completed. There are still several hundred books uncataloged because they can not be located for one reason or another. We would be grateful if all townspeople would make a thorough search of their bookshelves, and turn in any books belonging to the library. A great many useful books could be recovered in this way.


Again in 1958 the 4-H Horse Club presented a prize-winning exhibit at the Library. Several additions were made to their collection of books on horses available at the Library to all interested readers.


Gifts of books, magazines and pamphlets were made to the Library by individuals and groups, including the League of Women Voters. The Garden Club has continued to provide flower arrangements during the season, and Christmas decorations. These were greatly enjoyed by all visitors to the Library.

REPORT OF WAYLAND PLANNING BOARD FOR 1958


Meetings of the Planning Board were held regularly on Monday nights at 8:00 P. M. in the Town Office Building. The major projects of the Board during 1958 were as follows:


Flood Plain Zoning


A Flood Plain Zoning By-Law was presented by the Board to the March, 1958 Town Meeting and was approved by the Town. This By-Law permits building in the flood plain, land lower than 124 feet above sea level, only under a special permit by the Board of Appeals which shall assure that the proposed use of the land shall not endanger the health or safety of the occupants of the flood plain.


Engineering of Town Roads


Plans for the reconstruction of Pelham Island Road were prepared by the Planning Board, jointly with the Highway Department and Board of Selectmen in order to provide for safe access to Pelham Island at times of flood and in order to improve the access to the new shopping center that is being developed between Pelham Island and State Road East.


The Board also studied plans of the Army to improve the access to the Nike site on Oxbow Road. Meetings were held with the Selectmen, Highway Department and Army personnel to determine the best approach to the area. The matter is presently in the hands of the Defense De- partment.


Drainage Studies


The Board began the preparation of plans showing the drainage within the Town, including street drainage, drainage easements, and natural water ways. These are being laid out on plans which will ultimately show the entire drainage pattern of the Town. These plans will provide a permanent record of the Town drainage and will also serve as a master plan for the acquisition of drainage easements where necessary.

This is a decided drop from past experience and is expected to result in a future lower rate of building activity. There is still, however, a large area of undeveloped land and a great number of lots in sub- divisions approved in previous years but which have not yet been built upon.


Commercial Development


The Board met several times with the Sudbury Planning Board to consider and discuss a joint development of the Sand Hill area, west of the Sudbury River on State Road West, as a common commercial area which will include parts of both Sudbury and Wayland. The area has been largely excavated through gravel removal and plans are being formulated for developing the area as a single parcel. Increased high- way traffic resulting from such a development would ultimately be carried by the long planned Route 20 By-Pass. Its construction should be assured before actual development is started.


Road Acceptances


During the past year the Board undertook a complete review of previous subdivisions with the aim of submitting for acceptance all roads that have been completed in accordance with Planning Board regulations. This is a departure from past practice by which the acceptance of subdivision roads was presented on the petition of the abutters. The Board has undertaken to submit these roads without requiring the abutters' petition.


Continuing projects of the Planning Board under way and plans for the coming year include the following:


Wayland Route 20 By-Pass


Continued efforts and cooperation with the By-Pass Committee voted under Article 1 of the Special Town Meeting of December 3, 1958 to press for construction of the By-Pass.


Traffic Studies


A study of the traffic problem of the Raytheon Laboratory with reference to steps that can be taken immediately to alleviate unnecessary congestion. Raytheon has made available to the Board the services of Wilbur Smith Associates, New Haven, Connecticut, to study the matter and make recommendations to the Board, all at the expense of Raytheon.


Community Improvement of Congested Residential Areas


Initial steps have been taken to review possible ways of improving the ways and services in congested residential areas and the possibility of obtaining Federal financing for such a project has been determined. Wayland does qualify for Federal financial assistance and the planning studies of this matter will be continued.


In addition to the specific projects outlined above the Planning Board will continue long range studies of the Town's development with reference to such matters as continued commercial development where

desirable, development of recreational facilities, conservation areas, woodlands and trails, school site acquisition and access, and the preser- vation and development of the desirable natural and community values of the Town.
