HERBERT E. THOMPSON


Herbert E. Thompson, one of Plainville's first citizens, died Sept. 2, 1925, at his home on Bacon street. Mr. Thompson was born in Plainville, March 31, 1854, a short distance away from where he lived all his life. He was the son of Charles B. and Jane Crossley Thompson.


When a boy he worked as a clerk in his father's gro- cery store which was located where Breen's store is in North Attleboro. After a short apprenticeship he opened a store in Plainville and for fifty years conducted a prosperous retail business. He was probably the old- est grocer in this section of the State.


Mr. Thompson took a keen interest in the civic and business life of the community. He was one of the men who organized the Plainville Savings and Loan Asso- ciation and for many years served as a trustee of the institution. He served two years as Selectman of the old town of Wrentham. His administration was marked by a big drop in the tax rate. As an appreciation of his capacity to do the town's work he was elected for a sec- ond term without a dissenting vote, a most unusual record.


In 1912 his Norfolk legislative district elected him to the House of Representatives where he had an inspir- ing record which covered a period of two years. Mr. Thompson's keen judgment, his carefulness in research and his rugged honesty won for him this respect and confidence of his associates.


Mr. Thompson married Julia Horton, who died last vear. He is survived by four children, Charles H. of Worcester, Ex-Rep. Harlie E. Thompson, Harry B., and Earle B., two sisters, Mrs. Josiah Cogswell of Touisset, R. I., and Postmaster, Mrs. E. G. Flint of North Attle- boro and a brother, Melville Thompson of North Attle- boro.

WARRANT FOR ANNUAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS Norfolk, ss.


To either of the Constables of Plainville, Greeting :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Plainille, qualified to vote in town affairs, to meet in the Town Hall, in said Plainville, on Monday the second day of March A. D. 1925 at nine o'clock in the forenoon, then and there to act on the following Articles, viz :


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To choose all necessary Town Officers. The following are to be chosen by ballot, viz .: Three Selectmen, Three Overseers of the Poor, One Treasurer, One Town Clerk, One Auditor, One Collector of Taxes, One Trustee of the Public Library for three years, One Water Commissioner for three years, One member of the School Committee for three years, One Road Com- missioner for one year, One Road Commissioner for three years, One Assessor for three years, One Tree Warden, Three Constables, and also, on the same ballot to vote upon the question : "Shall licenses be granted for the sale of certain non-intoxicating beverages in this town ?"


All officers, except the above named, are to be chosen for one year.


The polls will be open at 9:30 o'clock A. M. and may be closed by vote at 2 o'clock P. M.

Article 2. To consider and act on the reports of the Selectmen, Treasurer and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all Articles calling for appropriations to an adjourned meeting to be held Monday evening, March 2nd, 1925.


Article 5. To see how much money the Town will vote to raise and appropriate for :


1. The support of Schools the current year.


2. For School Books and Supplies.


3. For School Incidentals.


4. For the employment of a Superintendent of Schools.


5. For the employment of a School Physician.

Article 6. To see if the Town will grant the use of the Town Hall, free of charge, to:


1. George H. Maintein Post, G. A. R., three days.


2. Plainville Fire Department, six evenings.


3. Alumni Association, two evenings.


4. Plainville Grange, one evening.


5. Plainville M. E. Church, one day and one eve- ning.


6. John Edward McNeill Post, No. 217, American Legion, five evenings.


Article 7. To see what action the Town will take in regard to the collection of taxes the current year, and fix the compensation of the Collector.


Article 8. To see if the Town will vote to have the surety of the Collector of Taxes, or other Town Officers' bond placed with a fidelity or guarantee company, and appropriate a sum of money to pay for the same.


Article 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to bor- row money after January first 1926, in anticipation of the revenue of 1926.


Article 10. To see how much money the Town will appropriate for the use of the Tree Warden to care for the shade trees of the Town.


Article 11. To see if the Town will vote to accept the provisions of Chapter 81 of the General Laws, and make an appropriation therefore.


Article 12. To see if the Town will indemnify the Commonwealth of Massachusetts against any and all claims for land, grade and drainage damages which may be caused or result from the laying out, construction or reconstruction of any State highway in the Town dur- ing the present year, and will authorize the Board of Selectmen to sign an indemnity agreement in behalf of the Town, or take any action with respect thereto.

Article 13. To see if the Town will vote to have a plat made of the Town and to appropriate money for the same.


Article 14. To see if the Town will vote to appro- priate the sum of $1,000.00 or any other sum for perma- nent sidewalks and determine where the same shall be spent.


Article 16. To see if the Town will vote to appro- priate the sum of $8,000.00 for the purchase of the William Metcalf property, situated on the westerly side of South Street, opposite the Town Hall, or do or act in any manner relative thereto.


Article 17. To see if the Town will appoint a com- mittee to look into the advisability of a building to be used as a fire station or do or act in any manner relative thereto.


Article 18. To see if the Town will vote to appro- priate the sum of $800.00 or any other sum for the re- moval of snow.


Article 19. To see if the Town will vote to make an appropriation for the purchase of additional road building machinery and determine how same shall be raised, or do or act in any manner relative thereto.


Article 20. To see if the Town will authorize the Selectmen to sell or dispose of the property known as the "Wilkinson Property," deeded to the Town of Plainville by the late Francis. Bishop, and to sign any and all papers of sale or transfer pertaining thereto.


Article 21. To see if the Town will vote to discon- tinue Fuller Street, from Fuller's Dam, westerly to Walnut Street.


Article 22. To see if the Town will vote to accept Section 97 of Chapter 41 of the General Laws, relative to the appointment by the Selectmen of a Chief of Police.

Article 23. (Petition) To see if the Town will vote to install electric lights on High Street and also on other streets in the immediate vicinity or do or act in any manner relative thereto.


Article 24. (Petition) To see if the Town will vote to install two street lights on Lincoln Avenue and two lights at the Junction of Bacon and South Streets.


Article 25. (Petition) To see if the Town will vote to appropriate the sum of $724.27, the same being the amount returned to the Town under the provisions of Chapter 480 of the Acts of 1924, "An Act providing for the return to the Cities and Towns of certain surplus funds collected to provide suitable recognition of those residents of Massachusetts who served in the Army and Navy of the United States during the War with Ger- many," for the purpose of acquiring a lot of land situ- ated on South Street, known as the Guild Property, and the erection of a memorial building thereon, and to de- termine how the same shall be expended.


Article 26. To see if the Town will authorize the School Committee to secure plans and estimates for an addition to the High School building and appropriate the sum of One Hundred and Fifty Dollars for same.


Article 27. (Petition) To see if the Town will vote to raise and appropriate the sum of $200.00 or any other sum, for the Community Fourth of July Celebration, and to determine how the same shall be expended.


Article 28. To choose any committee to hear the report of any committee and act thereon.


Hereof fail not to make due return of this Warrant with your doings thereon to the Town Clerk, in con- formity with the Public Statutes, at or before the time of said meeting.

PROCEEDINGS OF THE TWENTY-FIRST ANNUAL TOWN MEETING


Town Hall, Plainville, Mass., March 2, 1925.


Pursuant to the above warrant the twenty-first Annual Town Meeting was held in the Town Hall, it being the 1st Monday of March A. D. 1925.


The meeting was called to order at 9 o'clock A. M. by the Town Clerk, reading the warrant and return thereon.


Article 1. Election of Moderator. On motion by F. O. Patton it was unanimously voted that Sylvester Smith cast one ballot bearing the name of Hosmer F. Keenev for, Moderator. J. A. Kenerson acting as Teller the ballot was cast and Mr. Keeney declared elected.


On invitation of the Moderator, Rev. Guy H. Wayne offered a brief prayer for Divine guidance.


Article 4. On motion of S. Smith it was unani- mously voted "That action on all Articles, in the War- rant, except Article 2, be postponed to an adjourned meeting to be held, in this Hall, this evening at 7.30 o'clock."


Article 2. The polls were declared open at 9:30 o'clock A. M. Ballot Clerks Florence B. Henrich and Fred W. Northup and the Tellers, John A. Kenerson and Irene E. Mullen, being duly sworn to the faithful performance of their duties, the voters assembled pro- ceeded to cast their ballots.


Officers not required to be chosen by ballot were ¿lected as follows, viz: Fence Viewers, Rufus King and

THE RECORD OF THE ADJOURNED MEETING


Adjourned meeting was called to order at 7:30 P. M. Town Clerk reading result of the ballot.


Article 3. Unanimously voted on motion by E. Osterholm, that reports of the town officers be accepted as printed.


Article 5. Support of Schools. Unanimously voted on motion by W. E. Barden that Sections 1 to 7 inclusive be grouped together, and $23,500 be appropriated for schools the current year.


On motion by C. H. Peasley Article 26 was now taken up. There being no objection, Superintendent of Schools, Laurence G. Nourse, addressed the meeting explaining the need of the school for additions and call- ing attention to the crowded conditions of the schools. Motion by W. E. Barden that the Town authorize the School Committee to secure plans and estimates for an addition to the High School Building and that $150 be appropriated for the same. The sum to be taken from the Current and Incidental Account of School Com- mittee. Voted.


Article 5, Section 8. Public Library. Unanimously voted on motion by F. W. Northrup $500 plus Dog Tax be appropriated for the Public Library the current year.


Article 5, Section 9. Payment of Salaries. Unan- imously voted on motion by M. A. Day that $1700 be appropriated for payment of salaries the current year.


There being no objection Article 22 was now taken up. On motion by F. E. Whiting, voted to lay Article 22 on table.


Article 5, Section 10. Current .and Incidental Ac- count. Unanimously voted on motion by J. J. Eiden that $3,000 be appropriated for Current and Incidental expenses the current year.


Article 5, Section 11. Support of Poor and Soldiers' Relief. Unanimously voted on motion of H. D. Kriegel that $2,000 be appropriated for Support of Poor and Soldiers' Relief the current year.


There being no objection Article 11 was now taken Voted on motion by Sylvester Smith that the Town

accept Sections 26, 27, 28 and 29 of Chapter 81 of the General Laws and that $6,000 be raised and appropriated for Highways and Bridges the current year.


Article 5, Section 13. State and Military Aid. On motion by E. W. Pink unanimously voted the sum of $156 be appropriated for State and Military Aid the current year.


Article 5, Section 14. Unanimously voted on motion by W. F. Barden that $100 be appropriated for Memorial Day, this sum to be placed in the hands of the Quartermaster of Geo. H. Maintien Post, No. 133, G.A.R.


Article 5, Section 15. Payment of Interest. Unan- linously voted on motion by E. Osterholm that $1,300 plus receipts be appropriated for Payment of Interest the current year.


Article 5, Section 16. Fire Department. On motion by R. F. Barton voted the sum of $1,750.00 to be appro- priated for the Fire Department the current year.


Article 24 was now taken up. Unanimously voted on motion by Wm. H. Nash that the Town install two new lights at corner of Bacon and South Streets, and two lights on Lincoln Avenue.


Article 23. On motion by F. E. Whiting unan- imously voted that Article 23 be laid on the table.


Article 5, Section 17. Unanimously voted on motion by J. J. Eiden that the sum of $2,000.00 be appropriated for Lighting the Streets the current year.


Article 5, Section 18. Water Department. Unan- imously voted on motion by H. B. Thompson that $450.00 plus receipts be appropriated for Incidentals in the Water Department the current year.


Unanimously voted on motion by H. B. Thompson that $2,500.00 be appropriated for Pumping Water the current year.


Article 5, Section 19. Sidewalks. Unanimously voted on motion by H. L. Anderson and amended by W. E Barden that the sum of $500.00 be appropriated and expended under the Betterment Act for Sidewalks, to finish the walk on East Bacon Street and the balance to repair walk on West Bacon Street.

Article 6. Use of the Town Hall. Unanimously voted on motion by J. J. Eiden and amended by G. H. Wayne that the Town grant the free use of the Town Hall to :


1. Geo. H. Maintien Post, G.A.R., three days.


2. Plainville Fire Department six evening.


3. Alumni Association two evenings.


4. Plainville Grange one evening.


5. Plainville M. E. Church one day and four evenings.

Article 7. Unanimously voted on motion by W. E. Barden that this article be laid on the table and that the Selectmen be instructed to leave this article out of the Warrant hereafter.


Article 8. Unanimously voted on motion by E. W. Pink that the Town vote to have the surety of the Col- lector of Taxes and other Towns Officers' bond placed with a fidelity or guarantee company, and pay for the same out of the Current and Incidental Account.


Article 9. On motion by T. E. A. Fuller unan- imously voted that the Town Treasurer with the appro- val of the Selectmen be and hereby is authorized to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1926, and to issue a note or notes therefore, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Article 10. Tree Warden. Unanimously voted on motion by G. H. Snell that $100.00 be appropriated for use of the Tree Warden in caring for the shade trees of the Town the current year.

Article 12. Voted on motion by M. G. Day that the Town indemnify the Commonwealth of Massachusetts against any and all claims for land, grade and drainage damakes which may be caused or result from the laying out, construction or reconstruction of any State high- way in the Town during the present year, and authorize the Board of Selectmen to sign an indemnity agreement in be half of the Town. The vote being doubted a stand- ing vote was taken, Rufus King and Joseph Jette acting as tellers, which resulted in 140 voting in the affirmative and 4 in the negative.


Article 13. F. O. Patton moved that this article be accepted and appropriate the sum of $400.00 to pay for the same. Motion lost.


Article 14. Unanimously voted on motion by E. Osterholm that Article 14 be laid on the table.


Articles 28 and 16 were taken up together. Rufus King reporting for Committee appointed at last Town Meeting. The Committee recommend the purchase of the Metcalf property. Unanimously voted that the sum of $8,000.00 be raised and appropriated for the purchase of the Metcalf property (The Cargill Homestead) and this to be raised by taxation of $1,000.00 this year, and balance by issuing 7 notes of $1,000.00 each to be paid :


$1,000.00 in 1926 $1,000.00 in 1927 $1,000.00 in 1928 $1,000.00 in 1929 $1,000.00 in 1930 $1,000.00 in 1931 $1,000.00 in 1932


Article 17. Unanimously voted on motion by R. F. Barton that a committee of 5 be appointed to look into the advisability of a building to be used as a Fire Sta- tion. The committee: R. F. Barton, E. W. Pink, M. A. Day, S. Smith and Arthur L. Crowely.


Article 18. On motion by G. B. Greenlay unan- imously voted the sum of $600.00 be appropriated for removal of snow.


Article 19. Voted on motion by W. E. Barden to lay Article 19 on the table. The vote being doubted

a standing vote was taken, 34 voting in the affirmative and 19 in the negative.


Article 20. Unanimously voted on motion by M. A. Day to authorize the Selectmen to sell the Wilkinson Property, and to sign any and all papers of sale or Transfer.


Article 21. Unanimously voted on motion by J. W. Franklin to lay Article 21 on the table.


Article 25. Unanimously voted on motion by E. Osterholm that the sum of $724.27 be taken from the Town Treasury and placed in a Trust Fund until such time as the Town is in a position to put up a suitable memorial to its War Veterans, and at such time to be used for that purpose.


Article 27. Unanimously voted on motion by F. O. Patton that the sum of $200.00 be raised and appro- priated for the 4th of July celebration, this sum to be expended by the Community Council, so called. Mr. F. W. Northup explaining that the Council consisted of 3 delegates from each organization and society in the Town
