Article 12. To see if the Town will vote to have a plat made of the Town and how much to appropriate for same, or do or act in any manner relative thereto.

Article 19. To see if the Town will vote to place an electric light on the pole opposite the residence of Warren Snell on Cottage Street and to raise and appro- priate a sufficient sum of money to pay for the same.

Article 20. (Petition) To see if the Town will vote to accept and lay out at grade a, Street now called Riley Street, said Street being situated in Plainville on Whit- ing Terrace, beginning at Fletcher near the railroad and running to Moran Street, at the Town Line between. Plainville and North Attleboro, and that the sum of one thousand dollars be appropriated therefor, or do or act in any manner relative thereto.


Article 21. To see if the Town will vote to establish a planning board in accordance with General Laws, Chapter 41, Section 70, 72, or act in any other manner thereon.


Article 22. To see if the Town will vote to accept Section 31 of Chapter 143 and make suitable appropria- tion or act in any manner thereon ..


Article 23. To see if the Town will vote to raise and appropriate the sum of four hundred dollars for the purchase of a V Snow Plow or do or act in any manner relative thereto.


Article 24. To choose any committee to hear the reports of any committee and act thereon.

PROCEEDINGS OF THE TWENTY-THIRD ANNUAL TOWN MEETING


Town Hall, Plainville, Mass., March 7, 1927.


Pursuant to the foregoing Warrant, the twenty-third Annual Town Meeting was held in the Town Hall, it being the 1st Monday of March, 1927.


The meeting was called to order at 6 o'clock A. M. by the Town Clerk reading the Warrant and Return thereon.


Article 1. Election of Moderator. On motion by Fred W. Northup, it was unanimously voted that John A. Kenerson cast one ballot bearing the name of William H. Nash for Moderator. The ballot was cast and Mr. Nash declared elected.


Polls were opened at 6 o'clock A. M. and the voters assembled proceeded to cast their ballots.


Before the opening of the polls, the Ballot Clerks, Fred W. Northup and Florence B. Fuller and the

Tellers, John A. Kenerson and Mary Wolfe, were duly sworn to the faithful performance of their respective duties. Election Officer being Joseph S. Craik.


Article 4. On motion by Fred W. Northup, unani- mously voted that action on all articles carrying appro- priations in the Warrant, be postponed to an adjourned meeting to be held in this Hall, this evening at 7:30 o'clock P. M.


Article 24. Committees. The following nominating committee was appointed to bring in nominations for the Financial or Advisory Committee to the adjourned meeting. Committee: Lyman B. Hancock, Millard M. Rines, Nathaniel C. Grant, Edward W. Pink, and Theodore E. A. Fuller.


At 1:25 P. M. voted to commence the count of ballots cast for Town Officers : 265 ballots had been cast.


At 3:25 P. M. unanimously voted to close the Polls. Ballot Box indicated 310 cast and 310 names of voters had been checked on the voting lists used.

The adjourned meeting was opened at 7:30 o'clock P. M. Upon invitation of the Moderator Mrs. Robert L. Taylor offered a brief prayer for divine guidance in our deliberations.


The Warrant was read by the Town Clerk, also result of the balloting.


Article 3. Reports of Town Officers. Unanimously voted on motion by H. E. Thompson that reports of Selectmen, Treasurer and other Town Officers be ac- cepted as printed.


Article 5, Sec. 1. On motion by G. H. Peasley, unani- mously voted that sections 1, 2, 3, 4, 5, & 6 of Article 5 be grouped and Twenty-five thousand eight hundred seventy-five ($25,875.00) dollars be appropriated for the support of schools, the current year.


Article 5, Sec. 7. Unanimously voted, on motion by C. H. Peasley that Sec. 7 of Article 5 be laid on the table.


Article 5, Sec. 8. Support of Public Library. Unani- mously voted, on motion by F. W. Northup that Five hundred ($500.00) dollars plus the Dog Tax be appro- priated for support of the Public Library the current year.


Article 5, Sec. 9. Salaries of Town Officers. On motion by James E. McNeill, unanimously voted to raise and appropriate the sum of Eighteen hundred ($1800.00) dollars for payment of salaries, the current year, this to include an increase of $50.00 for the Town Clerk.


Article 5, Sec. 10. Current and incidental. Unani- mously voted on motion by J. E. McNeill: That Three thousand ($3000.00) dollars be raised and appropriated for the current and incidental account of the Selectmen.

Article 5, Sec. 11. Support of poor. Unanimously dredvoted on motion by W. H. Peckham : That Thirty- five hundred ($3500.00) dollars be raised and appropri- ated for the support of poor and soldiers' relief the current year.


Article 10. On motion by W. E. Barden unanimously voted That the Town accept the provisions of Sec. 26, 27, 28, and 29, of Chapter 81 of General Laws.


Article 5, Sec. 12. Unanimously voted, on motion by F. E. Herring, That the Town raise and appropriate the sum of Six thousand ($6000.00) dollars for highways the current year, Four thousand two hundred and fifty ($4250.00) dollars of this to be used under the pro- visions of Chapter 81 and One thousand seven hundred and fifty ($1750.00) dollars to be used in the center of the town.


Article 5, Sec. 13. State and Military Aid. Unani- mously voted on motion by J. E. McNeill, That Seventy- two ($72.00) dollars be raised and appropriated for state and military aid the current year.


Article 5, Sec. 14. Memorial Day. Unanimously voted, on motion by J. E. McNeill That One hundred ($100.00) dollars be raised and appropriated for Me- morial Day, this sum to be paid over to Quartermaster of Geo. H. Maintein Post 133, G. A. R.


Article 5, Sec. 15. Payment of Interest. Unanimous- ly voted, on motion by E. E. Osterholm That the sum of Twenty-eight hundred ($2800.00) dollars be raised and appropriated for the payment of interest, the current year.


Article 5, Sec. 16. Fire Department. Unanimously voted, on motion by Chief R. F. Barton That the sum of Twenty-one hundred ($2100.00) dollars be raised and appropriated for the Fire Department the current year.


Article 19. Unanimously voted, on motion by J. E. McNeill That a street light be placed on Cottage St., opposite the residence of Warren Snell.


Article 18. On motion by F. E. Whiting, unanimously voted Article 18 be indefinitely postponed.


Article 5, Sec. 17. Street Light. Unanimously voted on motion by J. E. McNeill That the sum of Twenty-

five hundred ($2500.00) dollars be raised and appropri- ated for street lights the current year. Unanimously voted on motion by S. Smith That the Selectmen be in- structed to make a new contract with the Union Light and Power Co., and endeavor to secure lower rates for street lighting.


Article 5, Sec. 18. Water Department. Unanimously voted, on motion by R. F. Barton That Four hundred fifty ($450.00) dollars plus receipts from supplies and Twenty-five hundred ($2500.00) dollars for pumping be raised and appropriated for the Water Department, the current year.


Article 5, Sec. 19. Sidewalks. A motion by J. E. McNeill That Three hundred dollars be taken from the highway account and used for temporary repairs on sidewalks was lost.


Unanimously voted on motion by W. E. Barden That Three hundred ($300.00) dollars be raised and appro- priated for repair of sidewalks.


Article 5, Sec. 20. Board of Health. Unanimously voted on motion by W. H. Peckham That the sum of One hundred fifty ($150.00) dollars be raised and appro- priated for the use of the Board of Health, the current year.


Article 5, Sec. 21. Police Department. Unanimously voted on motion by J. E. McNeill That the sum of One thousand ($1000.00) dollars be raised and appropriated for the Police Department, the current year.


Article 6. Free use of Town Hall. Unanimously voted on motion by M. M. Rines that the use of the Town Hall be granted free of charge to:


1. Geo. H. Maintien Post 133, G. A. R. three (3) days.


2. Plainville Fire Department, six (6) evenings.


3. Alumni Association, two (2) evenings.


4. Plainville Grange, one (1) evening.


5. Plainville M. E. Church, one (1) day and three (3) evenings.


6. J. E. McNeill Post 217, American Legion, five (5) evenings.


7. Parent-Teacher Association, two (2) evenings.

Article 7. Unanimously voted on motion by W. E. Barden, That the Town have the surety of the Collector of Taxes and other Town Officers' bond placed with a fidelity and guaranty company and to pay for the same from the current and incidental account of the Select- men.


Article 8. Unanimously voted on motion by W. E. Barden, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1st, 1928, and to issue a note or notes therefor payable within one year, any debts or debt incurred under this vote to be paid from the revenue of said financial year.


Article 9. Unanimously voted on motion by F. E. Whiting, That the Town raise and appropriate the sum of One hundred ($100.00) dollars for the use of the Tree Warden to care for the shade trees of the Town.


Article 11. Unanimously voted on motion by J. E. McNeill, That the Town raise and appropriate the sum of Eleven hundred eighty-three ($1183.00) dollars for the purpose of paying indemnities for land and grade damages occasioned by relocation of the State Highway, this sum to be taken from the surplus account.


Article 12. Unanimously voted on motion by H. E. Thompson, That the Town raise and appropriate the sum of Two hundred fifty ($250.00) dollars to pay an engineer to begin on making a plat of the Town.


Article 13. Unanimously voted on motion by F. E. Whiting and amended by W. E. Barden, That the Town raise and appropriate the sum of One thousand ($1000.00) dollars for permanent sidewalks on South Street, this to be done under the Betterment Act.


Article 14. Voted on motion by E. E. Osterholm, That the sum of Nine hundred ($900.00) dollars be raised and appropriated for the removal of snow.


Article 15. Unanimously voted on motion by F. O. Patton, That the receipts from the Town property, west side of South Street, be turned over to the Park Commissioners for their use ..


Article 16. Unanimously voted on motion by J. E. McNeill, That the sum of Eleven hundred forty dollars and eighty-four ($1140.84) cents be taken from the surplus account of the Town to pay for the 1926 overdraws in the various departments.

Article 17. Unanimously voted on motion by H. E. Thompson, That the sum of Two hundred ($200.00) dollars be raised and appropriated for the purpose of putting a new ceiling in the basement under the Town Hall.


Article 20. Unanimously voted on motion by W. E. Barden, amended by J. E. McNeill, That the Town raise and appropriate the sum of Three hundred ($300.00) dollars to repair the bridge on Riley Street (so called) and that the lay out of the street be indefinitely post- poned.


Article 21. Unanimously voted on motion of F. E. Herring, That Article 21 be indefinitely postponed.


Article 22. Unanimously voted on motion by W. E. Barden, That Article 22 be indefinitely postponed.


Article 23. Unanimously voted on motion by F. E. Herring, That the Town raise and appropriate the sum of Four hundred ($400.00) dollars for the purchase of a V snow plow.


Article 24. Unanimously voted That the Financial or Advisory Committee be as follows : Chairman of Select- men, Treasurer, Rufus King, Walter E. Barden, Sylves- ter Smith, George B. Greenlay, John J. Eiden.


F. E. Herring made a verbal report for the committee on Cheevers Hill. No action.


R. F. Barton read a report for the proposed new Fire Station.


Unanimously voted on motion by F. E. Whiting, That the report of the committee be accepted, with thanks and the committee be discharged.


Article 2. Voted Fence Viewers, the current year be : Frank E. Herring and Harlie E. Thompson.


Field Drivers : John W. Franklin, Joseph S. Craik.

Article 24. J. E. McNeill made verbal report of Tractor Purchase Committee and they would not recom- mend the purchase of one at the present time.

WARRANT FOR SPECIAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS Norfolk, ss.


To either of the Constables of the Town of Plainville, Greetings :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Plainville, qualified to vote in town affairs, to meet in the Town Hall in said Plainville, on Monday, the twenty-fifth day of July, 1927, at 8 o'clock P. M., then and there to act on the following articles, viz :


Article 1. To see if the Town will vote to appropri- ate the sum of $500.00 for the use of the Police Depart- ment, or do or act in any way relative thereto.


Article 2. To see if the Town will vote to install sixteen (16) additional lights on South Street, between the North Attleboro line and Cottage Street, the same to be lighted all night, and appropriate a sufficient sum for this purpose, or to do or act in any way relative thereto.


Article 3. To see if the Town will authorize the Selectmen to establish a public dump, and appropriate a sufficient sum for this purpose, or do or act in any way relative thereto.


Article 4. To see if the Town will vote to appropri- ate the sum of Three hundred ($300.00) dollars for the use of the Water Department, or do or act in any way relative thereto.


Article 5. To see if the Town will vote to appropriate the sum of One hundred ($100.00) dollars for the use of the Tree Warden, or do or act in any way relative thereto.


Article 6. To see if the Town will vote to appropri- ate a sum of money to be used to purchase Liability Insurance for Town Employees, or do or act in any manner relative thereto.

Pursuant to the above Warrant a Special Town Meet- ing was held in the Town Hall on the above date.


Meeting called to order by Moderator William H. Nash reading Warrant.


Article 1. Finance Committee recommends $1000.


W. H. Peckham moves $1000. be appropriated for the use of the Police Department, the balance of the current year, explaining in detail amount expended in connection with the injury to Merrill N. Falk.


R. H. Berkley moves to amend and appropriate $2000.


Unanimously voted to raise and appropriate the sum of $2000. for the use of Police Department balance of the current year.


Unanimously voted that the Selectmen employ a regular night patrolman.


Article 2. Finance Committee recommends One hun - dred fifty ($150.) dollars additional to install sixteen (16) additional lights for all night service.


Unanimously voted to raise and appropriate One hundred fifty ($150.) dollars additional for lighting streets and to install sixteen (16) additional lights for

Article 3. Selectmen instructed to establish a public dump and the expense of so doing to be taken from the current and incidental account.


Above unanimously voted on by motion by Mr. King.


Article 4. On motion by H. B. Thompson, unani- mously voted that the sum of Three hundred ($300.) dollars additional be appropriated to the use of the Water Department.


Article 5. Unanimously voted on motion by George H. Snell to appropriate One hundred ($100.) dollars for use of the Tree Warden.


Article 6. Unanimously voted on motion by Mr. King that the Selectmen be empowered and authorized to take out Liability Compensation Insurance for the Town Employees for the current year.


On motion by Mr. King, unanimously voted, That Three hundred sixty ($360.) dollars be appropriated to pay for the Compensation Insurance.


Voted to adjourn at 8:30 P. M.

REPORT OF PLAINVILLE PUBLIC LIBRARY


As stated in last year's report, the management and patronage remains the same is of the two years previous.


The only innovation being a selection of certain volumes on recommendation of the State Department of Education for the use of the schools from Grade IV up to, and including, the High School with the intention of implanting a taste for reading the best of modern History, Biography, Travel and harmless and instruc- tive Fiction. Upon completing the reading of a certain number of volumes on this list the Department issues a Certificate of Merit bearing the State Seal and after reading 25 of the recommended volumes a much more handsome and elaborate one, suitable for framing.
