Section 16. Fire Department. Unanimously voted on motion by E. E. Osterholm to appropriate and raise $1500.00 for the use of the Fire Department and forest fires the current year.


Article 15 was now taken up and on motion by W. E. Barden that Articles 15 and 16 be laid on the table, motion was lost. The vote being doubted, on motion by Arthur Marlow a standing vote was taken, Frank V. Henrich and John W. Franklin acting as tellers, result- ing in 114 voting in the affirmative and 3 voting in the negative and it was then voted that $345.24 be raised and appropriated for the extension of street lights from Charles Marble's Corner on High Street (westerly) to Baxter's Four Corners.


Article 16. On motion by E. W. Pink, unanimously voted to raise and appropriate $131.52 to extend the electric light system from the end of the present line on East Bacon street to the end of East Bacon Street and thence northerly to the foot of Hancock's Hill.


Article 5. Section 17. Street Lights. Unanimously voted on motion by W. H. Peckham to raise and appro- priate $2886.17 for street lights the current year.


Section 18. Water Department. On motion by H. B. Thompson, unanimously voted that $3500.00 be raised and appropriated for pumping water the current year and $650.00 plus receipts for incidentals for the Water Department.


Section 19. Sidewalks. On motion by Sylvester Smith, voted to raise $300.00 for repair of sidewalks.


Section 20. Board of Health. On motion by W. H. Peckham, unanimously voted to raise and appropriate $350.00 for the Board of Health the current year.


Section 21. Police Department. Voted on motion by E. E. Osterholm that $2500.00 be raised and appropri- ated for the use of the Police Department for the coming year and the night patrolman be continued for the current year.


Article 6. On motion by A. L. Crowley, unanimously voted free use of the Town Hall be granted to :

Article 7. Unanimously voted on motion by W. H. Peckham, that the Town have the surety of the Col- lector of Taxes and other Town Officers' Bond be placed with a fidelity and guarantee company and to pay for the same from the current and incidental account of the Selectmen.


Article 8. Unanimously voted on motion by W. E. Barden, that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow inoney fro mtime to time, in anticipation of the revenue of the financial year beginning January 1st, 1929, and to issue a note or notes therefor payable within one year and debts or debt incurred under this vote to be paid from the revenue of said financial year.


Article 9. Voted on motion by W. E. Barden that $100.00 be appropriated and raised for the use of the Tree Warden for the current year.


Article 11. On motion by E. W. Pink, unanimously voted that $250.00 be appropriated and raised to con- tinue the work on making a Plat of the Town for the use of the Assessors.


Article 12. Permanent Sidewalks. Unanimously voted on motion by Frank E. Whiting that $1000.00 be raised and appropriated for permanent sidewalks the current year and the same to be expended under the Better- ment Act.


Article 13. Removal of Snow. Unanimously voted on motion by E. E. Osterholm to raise and appropriate $207.08 for the remvoal of snow for the current year.


Article 14. On motion by Sylvester Smith it was voted that the sum of $600.00 be appropriated and raised for the purchase of a Forest Fire Truck, the engineers to purchase same.

Article 17. Moth Department. Unanimously voted on motion by George H. Snell to raise and appropriate $807.11 for the Moth Department the current year.


Article 18. The motion by Sylvester Smith to in- definitely postpone Article 18 being lost, unanimously voted on motion by James Russell to raise and appro- priate $100.00 for some sort of sidewalk from Fuller Street northerly on South Street.


Article 19. W. H. Peckham explaining, the Standard Oil Company had placed an oil burner in the Town Hall on trial and the cost of same. Voted on motion by A. L. Crowley that a committee of three (3) be appointed to look up various types of oil burners and to buy the one they considered the best and appropriate $600.00 for the same.


Article 20. Unanimously voted on motion by W. H. Peckham to raise and appropriate $150.00 to put a sheet rock ceiling in the basement of the north end of the Town Hall.


On motion by A. L. Crowley, unanimously voted that the Town extend the hearty and sincere thanks of the Town to Mr. Charles A. Whiting to show their appre- ciaton for the installation of the traffic signals in the center of the Town, and the Town Clerk spread the same upon the records and send Mr. Whiting a letter.


Article 21. Unanimously voted on motion by E. W. Pink that the Town accept Section 22 Chapter 40 of the General Laws.


Article 22. Unanimously voted on motion by W. H. Peckham that $100.00 be raised and appropriated for the use of the Park Commissioners and unanimously voted on motion by W. E. Barden that the custody of the town property on South Street (the Metcalf Property, so called) be placed in the hands of the Park Commis- sioners.


Article 23. Unanimously voted on motion by George B. Greenlay to raise and appropriate $175.00 for the purchase of Snow Fence.

Article 24. The nominating committee for the Ad- visory or Financial Committee brought in the following names : Rufus King, Nathaniel C. Grant, Arthur L. Crowley, Millard M. Rines and John Franklin, Chair- man of Selectmen and the Town Treasurer. Unani- mously voted that the above constitute the Financial or Advisory Committe for the Current Year.

PROCEEDINGS OF THE PRESIDENTIAL PRIMARY, APRIL 24, 1928


The Presidential Primary was held in the Town Hall on the above date.


The meeting was opened at 12 o'clock noon by the Town Clerk reading the warrant. Polls declared open- ed at 12 o'clock noon. Ballot Clerks were Fred Northup and Gertrude Peckham, and Tellers: Frank King and Minnie Wolf were duly sworn before the opening of the Polls.


The Polls were closed at 8 o'clock P. M., there being 42 Republican and 4 Democratic ballots cast and 46 names of voters checked as having voted.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Plainville, qualified to vote in Town affairs, to meet in the Town Hall in said Plainville, on Tuesday, August Twenty-first, 1928 at 8 o'clock P. M. then and there to act on the following articles, viz :


Article 1. To see if the town will vote to appropri- ate, and raise the additional sum of Three Hundred and fifty ($350.00) Dollars or other sum, for the Board of Health for the current year.


Article 2. To see if the Town will vote to appropri- ate, and raise the additional sum of Five Hundred ($500.00) Dollars or other sum, for the Welfare Depart- ment, and Soldiers' Relief for the current year.


Article 3. To see if the Town will vote to grant the use of the Town Hall free of charge to the Plainville Athletic Association, one night each week during the Basketball Season.

Referendum question No. 1-Law proposed by initia- tive petition.


Shall the proposed law which provides that it shall be lawful in any city which accepts the act by vote of its city council and in any town which accepts the act by vote of its inhabitants, to take part in or witness any athletic outdoor sport or game, except horse racing, automobile racing, boxing or hunting with firearms, on the Lord's day between 2 and 6 P. M .; that such sports or games shall take place on such playgrounds, parks or other places as may be designated in a license issued by certain playground authorities ; that no sport or game shall be permitted in a place other than a public play- ground or park within one thousand feet of any regular place of worship; that the charging of admission fees or the taking of collections or the receiving of remuner- ation by any person in charge of or participating in any such sport or game shall not be prohibited; that the license may be revoked; and that in cities and towns in which amateur sports or games are permitted under existing law such amateur sports or games may be held until the proposed law is accepted or the provisions of the existing law fail of acceptance on resubmission to the people, which law was disapproved in the Senate by
