WARRANT FOR ANNUAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS Norfolk, ss.


To either of the Constables of Plainville, Greeting :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi tants of the Town of Plainville qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on MONDAY, the FOURTH DAY of MARCH, A. D. 1929 at nine o'clock in the forenoon, then and there to act on the following Articles, viz :


Article 1. To choose all the necessary Town Officers.


Article 2. The following to be chosen by ballot, viz : Three Selectmen, three Overseers of the Poor, one Treasurer, one Town Clerk, one Auditor, one Collector of Taxes, one Trustee of Public Library for three years, one Water Commissioner for three years, one member of School Committee for three years, one Assessor for three years, one Tree Warden, one Moderator for one . year, one Park Commissioner for three years, and three Constables.


All officers, except the above named, are to be chosen for one year.


Polls will be open at six o'clock A. M. and may be closed by vote at two o'clock P. M.


Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all Articles calling for appropriations to a adjourned meeting to be held Monday evening, March 4th, 1929.


Article 5. To see how much money the Town will vote to raise and appropriate for :

4. For the employment of a Superintendent of Schools.

10. For the current and incidental expenses the cur- rent year.

Article 6. To see if the Town will grant the use of the Town Hall, free of charge, to:


1. Parent-Teacher Association, two evenings.


2. Plainville Fire Department, six evenings.


3. Alumni Association, three nights and one day.


4. Plainville Grange, three nights and one day.


5. Plainville M. E. Church, one day and three eve- nings.


6. John Edward McNeill Post 217, five evenings.


7. Girl Scouts, Troop 1, one night. 8. Athletic Association, one night each week during basketball season.


Article 7. To see if the Town will vote to have the surety of the Collector of Taxes or other Town Officers' bond placed with a fidelity or guarantee company, and appropriate a sum of money to pay for the same.

Article 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to bor- row money after January 1st, 1930 in anticipation of the revenue of 1930.


Article 9. To see how much money the Town will appropriate for use of the Tree Warden to care for the shade trees of the Town ..


Article 10. To see if the Town will vote to accept the provisions of Chapter 81 of the General Laws and make an appropriation therefor.


Article 11. To see if the Town will appropriate the sum of two hundred and fifty dollars ($250.00) to con- tinue the Town Plat, or do or act in any manner relative thereto.


Article 12. To see if the Town will vote to appro- priate the sum of $1000.00, or any other sum, for permanent sidewalks and determine where the same shall be spent.


Article 13. To see how much money the Town will vote to raise and appropriate for the removal of snow the current year.


Article 14. To see if the Town will vote to raise and appropriate the sum of seven hundred and thirty-four dollars and seventy-six cents ($734.76) for the carrying on of the moth work for the current year.


Article 15. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500.00) for the use of the Park Commissioners, or do or act in any manner relative thereto.


Article 16. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500.00) to purchase a piece of land now owned by Robert McNeil, said land to be added to the present Park and Play- ground System and to be used for playground purposes.


Article 17. To see if the Town will vote to instruct the Selectmen to replace the ceiling in the ante room of the Town Hall with a Steel Ceiling, and appropriate a sum of money for same.

the Selectmen to repair the plastering in the Town Hall entrance and appropriate a sum of money for same.


Article 19. (Petition) To see if the Town will raise and appropriate the sum of two hundred dollars ($200.00) to be used on George Street, beginning at the foot of Hancock Hill and extending northerly to fifty feet beyond Capt. Crowley's stone wall, or do or act in any manner relative thereto.


Article 20. (Petition) To see if the Town will raise and appropriate the sum of two hundred dollars ($200.00) for the purchase of a new curtain for the stage of the Town Hall, or do or act in any manner relative thereto.

Article 22. (Petition) To see if the Town will ap- propriate the sum of six hundred dollars ($600.00) to repair the bridge at Fuller's Dam, so-called.


Article 23. (Petition) To see if the Town will ap- propriate the sum of two hundred dollars ($200.00) to repair the road on Fuller Street.


Article 24. (Petition) To see if the Town will vote to extend the Electric Lighting System from Colonial Inn, South Street, to the residence of Charles Wilhelm on High Street, and make an appropriation therefor, or act in any manner thereto.


Article 25. (Petition) To see if the Town will ac- cept and lay out Pleasant Street from School Street to Broad Street or act in any manner relative thereto and appropriate a sum of money for the same.

Article 26. (Petition) To see if the Town will vote to appropriate the sum of twenty-five thousand dollars ($25,000.00) or any other sum for the erection of a new Fire Station with Town Offices and determine how the same shall be raised, or do or act in any manner relative thereto.


Article 27. To choose any committee to hear the re- port of any committee and act thereon.


Hereof fail not to make due returns of this Warrant with your doings thereon to the Town Clerk in com- formity with the Public Statutes at or before the time of said meeting.

PROCEEDINGS OF THE TWENTY-FIFTH ANNUAL TOWN MEETING


Town Hall, Plainville, Massachusetts, March 4, 1929.


Pursuant to the foregoing Warrant the 25th Annual Town Meeting was held in the Town Hall, it being the First Monday of March, 1929.


The Town Meeting was called to order at 5:30 o'clock A. M. by Galen W. Hoyt, Town Clerk Pro tem, reading the Warrant and Returns thereon.


John Kenerson was elected Moderator Pro tem.


Ballot Clerks : Frank King, Dacia Anderson, and the Tellers: John Kenerson, Alice Ribero, who were ap- pointed by the Selectmen, were duly sworn to the faith- ful performance of their respective duties.


Election officer : George H. Snell.


At six o'clock A. M. Polls were declared open and voting was in order.


This meeting then adjourned until 9 o'clock A. M.


At 9 o'clock A. M. the meeting was called to order by Moderator Por tem J. A. Kenerson.


Article 1. On motion by Harry A. Holt, unanimously voted that Frank King and Fred Northup be elected Fence Viewers and Field Drivers for the current year.


On motions from the floor : George B. Greenlay, Harry O. Proal, Henry I Riley and Ernest E. Munroe were elected Measurers of Wood, Lumber and Bark, for current year.

Article 27. Committees. On motion by Harry Holt, the Moderator appointed the following a nominating committee : Percy Rhodes, Fank King, Fred Northup, N. C. Grant and M. M. Rines to bring in nominations for Advisory Committee this evening.


Article 4. On motion by Harry Holt, unanimously voted that action on all articles carrying appropriations in the Warrant be postponed to an adjourned meeting to be held in this Hall this evening at 7:30 P. M.


At 2 o'clock, voted to commence to count ballots. 421 had been cast.


At 3 :23 P. M., unanimously voted to close polls. Ballot Box indicated 421 ballots cast and 421 names of voters had been checked on the voting list used.

The adjourned meeting was called to order at 7:30 P. M. by Moderator Frank O. Patton, who called upon the Rev. J. Rex Shepler to offer prayer. Town Clerk Galen W. Hoyt read the minutes of the morning meet- ings.

On motion by Rufus King, unanimously voted the Sections 1, 2, 3, 4, 5, 6, 7 of Article 5 be taken up together and the sum of $26,075.00 be raised and appropriated for support of schools, books and supplies, school incidentals, Superintendent of Schools, School Physician, School Nurse, and School Dentist for the current year.


Article 5. Section 8. Library unanimously voted on motion by John Eiden that the sum of $500.00 plus Dog Tax be raised and appropriated for the support of the Public Library for the current year ..


Article 5. Section 9. Salaries of Town Officers. On motion by Francis Russell, unanimously voted, that the sum of $1800 be raised and appropriated for the payment of salaries for the current year.


Article 5. Section 10. Current Incidentals on motion by Wm. H. Nash, unanimously voted, that the sum of $2500.00 be raised and appropriated for current and incidental expenses of the Selectmen for the current year.


Article 5. Section 11. Poor and Soldiers' Relief. On motion by Wm. Nash, unanimously voted that the sum of $4300.00 be raised and appropriated for the support of the Poor and Soldiers' Relief for the current year, $4000.00 for the support of the poor and $300.00 for support of Soldiers' Relief.


On motion by Frank Henrich, unanimously voted that Article 10 be taken up at this time.


Article 10. Chapter 81, General Laws. On motion by Millard M. Rines, unanimously voted to accept Chapter 81, General Laws.


Article 5. Section 12. Highways and Bridges. On motion by Archie L. Walden, unanimously voted that $4250.00 be raised and appropriated to be used under Chapter 81 of the General Laws. Motion by Wm. Nash unanimously voted that $2500.00 be raised and appro- priated for the care of the roads in the center of the town and not to be used under the Betterment Act.


Article 5. Section 13. State and Military Aid. On motion by Fred Northup, unanimously voted that the sum of $72.00 be raised and appropriated for State and Military Aid for the current year.

Article 5. Section 14. Memorial Day and John Ed- ward McNeill Post 217, American Legion. On motion by Wm. Nash, unanimously voted that the sum of $100.00 be raised and appropriated for Memorial Day and John Edward McNeill Post 217, American Legion the current year.


Article 5. Section 15. Interest. On motion by Ed- ward E. Osterholm, unanimously voted that the sum of $2300.00 be raised and appropriated for the payment of interest the current year.


Article 5. Section 16. Fire Department. On motion by Richard F. Barton, unanimously voted that the sum of $2000.00 be raised and appropriated for the use of the Fire Department the current year.


On motion by Sylvester Smith, unanimously voted that the Article Number 24 be taken up at this time.


Article 24. (Petition). Motion by Earl B. Thomp- son, unanimously voted that the Selectmen enter into an agreement with the Union Light and Power Company (8) eight lights be installed from the residence of R. G. Munroe to the residence of Charles Wilhelm.


Article 5. Section 17. Street Lights. On motion by Millard M. Rines, unanimously voted that the sum of $3416.66 be raised and appropriated for street lights the current year.


Article 5. Section 18. Water Department. On mo- tion by Richard Berkley, unanimously voted that the sum of $5000 be raised and appropriated for Water De- partment Incidentals and Pumping.


Article 5. Section 19. Sidewalks. Motion by Archie L. Walden, unanimously voted that the sum of $1000.00 be raised and appropriated for sidewalks, not to be expended under Betterment Act.


Article 5. Section 20. Board of Health. On motion by William H. Nash, unanimously voted that the sum of $1000.00 be raised and appropriated for the Board of Health the current year.


Article 5. Section 21. Police Department. On mo- tion by Archie L. Walden, unanimously voted that the sum of $2500.00 be raised and appropriated for the Police Department the current year.

Article 6. On motion by Lyman Parmenter, unani- mously voted that the use of the Town Hall be granted to Parent-Teacher Association two evenings.

3. Alumni Association two evenings.


4. Plainville Grange three evenings and one day.


5. Plainville M. E. Church one day and three eve- nings.


6. John Edward McNeill Post 217 five evenings.

8. Athletic Association one night each week during Basketball Season for the minimum charge of Five Dol- lars ($5.00) per evening.


Article 7. On motion by Sylvester Smith, unanimous- ly voted that the Town have the surety of the Collector of Taxes and other Town Officers' Bond placed with a Fidelity and Guarantee Co. and to pay for same from the Current and Incidental Account of the Selectmen.


Article 8. Unanimously voted on motion by Wm. Nash, that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1st, 1930, and to issue a note or notes therefor payable within one year, any debts or debt incurred under this vote to be paid from the revenue of said financial year.


Article 9. Tree Warden. On motion by George Snell, unanimously voted that $100.00 be raised and appro- priated for use of the Tree Warden the current year.


Article 11. Town Pat. On motion by Wm. Nash, unanimously voted that $250.00 be raised and appropri- ated to continue the Town Plat.


Article 12. Permanent Sidewalks. On motion by Frank E. Whiting, unanimously voted that the sum of $1000.00 be raised and appropriated for permanent side- walks the current year and the same to be expended under the Betterment Act.

Article 13. Snow. On a motion by Archie L. Walden, unanimously voted that $600.00 be raised and appropri- ated for the removal of snow the current year.


Article 14. Moth Department. . On a motion by George Snell, unanimously voted that the sum of $734.76 be raised and appropriated for the Moth Department the current year.


Article 15. Park Commissioners. On a motion by Rufus King, unanimously voted that the sum of $500.00 be raised and appropriated for the use of the Park Com- missioners the current year.


Article 16. Park Commission. On motion by Rufus King, unanimously voted that the sum of $500.00 be raised and appropriated to purchase the piece of land owned by Robert McNeil and this land to be added to the present Park and Playground System.


On motion by Wm. Nash, voted that Articles 17 and 18 be taken up together.


Articles 17 and 18. Repairs of Town Hall. On motion by Wm. Nash, unanimously voted that the sum of $685.00 be raised and appropriated for the care and repairs of the Town Hall, $35.00 of this sum to be used to repair the ceiling in the ante room and also repair the platser- ing in the Town Hall entrance.


Article 19. (Petition). On a motion by Frank E. Whiting, unanimously voted that the sum of $200.00 be raised and appropriated to repair George Street begin- ning at the foot of Hancock Hill and extending northerly to fifty (50) feet beyond Capt. Crowley's stone wall.


Article 20. (Petition). On a motion by Frank E. Whiting, unanimously voted the sum of $200.00 be raised and appropriated to purchase a new curtain for the Town Hall stage.


Article 21. On a motion by Edward E. Osterholm, unanimously voted that the sum of $2,078.77 be raised and appropriated to pay the following overdrafts and to be taken from surplus account :
