WARRANT FOR ANNUAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS Norfolk, ss.


To either of the Constables of Plainville, Greeting :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Plainville qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on MONDAY, the THIRD DAY of MARCH, A. D. 1930 at nine o'clock in the forenoon, then and there to act on the following Articles, viz :


Article 1. To choose all the necessary Town Officers.


Article 2. The following to be chosen by ballot, viz : Three Selectmen, three Overseers of Public Welfare, one Treasurer, one Town Clerk, one Auditor, one Collector of Taxes, one Trustee of Public Library for three years, one Water Commissioner for three years, one member of School Committee for three years, one Assessor for three years, one Tree Warden, one Moderator for one years, one Park Commissioner for three years, and three Constables.


All officers, except the above named, are to be chosen for one year.


Polls will be open at six o'clock A. M. and may be closed by vote at two o'clock P. M.


Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all Articles calling for appropriations to an adjourned meeting to be held Monday evening, March 3, 1930.


Article 5. To see if the Town will vote to accept the provisions of Chapter 81 of the General Laws and make an appropriation therefor.

Article 6. To appropriate and raise by borrowing or otherwise such sums of money as may be required to defray town charges for the financial year ending Dec- ember 31, 1930, and expressly for the following pur- poses, to wit :


1. Support of Schools.


2. For the support of the Public Library.


3. For the payment of the salaries of the different Town Officers.


4. For the Selectmen's current and incidental ex- penses.


5. For Welfare work.


6. For Soldiers' Relief.


7. For Highways and Bridges, excluding Chapter 81.


8. For State and Military Aid.


9. For Memorial Day.


10. For Interest on Temporary Loans and Maturing Debt.


11. For Fire Department.


12. For Street Lights.


13. For Water Department Incidental and Pumping.


14. For Sidewalks.


15. For Board of Health.


16. For Police Department including Street Patrol.


17. For Forest Fires.


18. For Tree Warden.


19. For Removal of Snow.


20. For Maturing Water Bonds.


21. For Maturing Municipal Land Loan note.


22. For Maturing High School Addition note.


Article 7. To see if the Town will vote to have the surety of the Collector of Taxes, Treasurer, Town Clerk and Secretary of the Water Commissions bond placed with a fidelity or guarantee company, and appropriate a sum of money to pay for the same.


Article 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to bor- row money after January 1st, 1931 in anticipation of the revenue of 1931.

Article 9. To see if the Town will vote to appro- priate the sum of two hundred and fifty dollars ($250.00) to continue the Town Plat, or do or act in any manner relative thereto.


Article 10. To see if the Town will vote to appro- priate the sum of one thousand dollars ($1,000.00) or any other sum, for permanent sidewalks and determine where the same shall be spent.


Article 11. To see if the Town will vote to raise and appropriate the sum of sevent hundred and thirty- four dollars and seventy-six cents ($734.76) for the carrying on of the moth work for the current year.


Article 12. To see if the Town will vote to raise and appropriate the sum of one thousand one hundred eighty-seven dollars and eighty-five cents ($1,187.85) for the following overdrafts :

Article 13. To see if the Town will vote to raise and appropriate a sum of money for a reserve fund to pro- vide for extra-ordinary or unforseen expenses, as authorized by Section 6, Chapter 40, General Laws.


Article 14. To see if the Town will grant the use of the Town Hall at a minimum charge of five dollars ($5.00) per day to :-


1. Parent-Teacher Association, two evenings.


2. Plainville Fire Department, six evenings.


3. Alumni Association, two evenings.


4. Plainville Grange, one day and three evenings.


5. Plainville M. E. Church, one day and three eve- nings.


6. John Edward McNeill Post 217, five evenings.


7. Girl Scouts, one evening.


8. Athletic Association, one evening each week dur- ing basketball season.

Article 15. (Petition) To see if the Town will vote to extend the Water Main on East Bacon Street from the residence of Mr. Beyersdorfer about four hundred and ninety (490) feet more or less, and appropriate money for same.


Article 16. To see if the Town will vote to adopt any rules or regulations governing the erection and location of buildings and signboards or do or act in any manner relative thereto.


Article 17. To see if the Town will vote to appro- priate the sum of $1,200.00 for painting the Town Hall and High School Buildings.


Article 18. To see if the Town will vote to appro- priate the sum of $508.20 the amount apportioned to Plainville for repairs and maintenance of the Norfolk . County Hospital.


Article 19. To see if the Town will vote to elect one selectman for one years, one for two years, and one for three years at the next annual meeting and thereafter to elect one selectman each year to serve for a period of three years as allowed in the general laws of Massa- chusetts.


Article 20. (Petition) To see if the Town will vote to install seven street lights on Belcher Street from Washington Street near the residence of F. W. Laier to Madison Street near the residence of C. F. Battersby and make an appropriation of $115.15 to cover same, or do or act in any manner relative thereto.


Article 21. To see if the Town will vote to raise and appropriate a sum of money for the purchase of a Hook and Ladder Truck, to determine how the same shall be raised and to appoint a committee to purchase same.


Article 22. To see if the Town will vote to raise and appropriate the sum of $225.00 to repair the Fire Alarm and purchase the whistle.


Article 23. To see if the Town will vote to raise and appropriate the sum of one thousand dollars ($1,000 .- 00) for the use of the Park Commissioners or do or act in any manner relative thereto.

Article 24. To see if the Town will vote to permit the Park Commissioners to have the old barn on the Park property razed or do or act in any manner relative thereto.


Article 25. To see if the Town will vote to raise and appropriate the sum of two hundred dollars ($200.00) for the construction of a permanent drain on Grove Street near the residence of Chas. Brunner to replace the pres- ent wooden bridge.


Article 26. To see if the Town will vote to raise and appropriate the sum of two hundred ($200.00) for the construction of a drain across George Street at the junction of George and School Streets.


Article 27. To see if the Town will vote to appro- priate the sum of $350.00 for the employment of a swim- ming and play ground instructor during the Summer months, the same to be expended under the direction of the Park Commissioners, or do or act in any manner relative thereto.


Article 28. (Petition) To see if the Town will vote to appropriate the sum of three hundred dollars ($300 .- 00) for the employment of a coach for the High School during the baseball and basketball seasons, the same to be expended by direction of the School Committee, or do or act in any manner relative thereto.


Article 29. (Petition) To see if the Town will vote to accept the provisions of Chapter 136 Section 21 to 28 of the General Laws covering the so-called Sunday Amateur Sports Bill.


Article 30. (Petition) To see if the Town will ap- propriate a sum of money to build a sidewalk on the West side of South Street from Fuller Street in a North- erly direction to the top of Wades Hill or do or act in any manner relative thereto.


Article 31. To see if the Town will vote to raise and appropriate a sum of money for the eradication of mos- quitoes, the same to be spent under Chap. 252 of the General Laws as amended by Chap. 457, Act of 1923, and subsequent amendments, especially Chap. 288 of the Acts of 1929.

Article 32. To see if the Town will vote to place the town land (transferred from Francis Bishop) on Washington, George and Messenger Streets, under the Town Forest Act of the General Laws Chap. 132 Sec- tion 35 as amended by Chap. 24 of the Acts of 1924.


Article 33. To choose any committee to hear the report of any committee and act thereon.


Hereof fail not to make due returns of this Warrant with your doings thereon to the Town Clerk in con- formity with the Public Statutes at or before the time of said meeting.

PROCEEDINGS OF THE TWENTY-SIXTH ANNUAL TOWN MEETING


Town Hall, Plainville, Massachusetts, March 3, 1930.


Pursuant to the foregoing Warrant the 26th Annual Town Meeting was held in the Town Hall, it being the First Monday of March, 1930.


The Town Meeting was called to order at 5:30 o'clock A. M. by Arthur W. Washburn, Town Clerk, Pro Tem, reading the Warrant and Returns thereon.


Ballot box inspected by Town Clerk and found in good order and empty. Locked by Town Clerk. The Town Clerk turned over to Ballot Clerks 820 ballots.


Ballot Clerks : Charlotte Patton and Frank King.


Tellers : John Kenerson and Dacia Anderson.


Election Officer : John Franklin.


The above, having been appointed by the Selectmen, were duly sworn to the faithful performance of their respective duties.


At six o'clock A. M. Polls were declared open and voting was in order.

At 9:00 A. M. meeting was called to order by Moder- ator Frank O. Patton.


Article 1. On motion by Fred Northup, voted that the three constables of the town be elected Fence View- ers and Field Drivers.


On motion by Earl Thompson, voted that George B. Greenlay, Harry O. Proal, Henry I. Riley, and Ernest E. Munroe, be elected Measurers of Wood, Lumber, and Bark.


Article 33. On motion by Mr. Holt, it was voted that the Moderator appoint a committee of five to act as nominating committee to bring in nominations for Ad- visory and Finance Committee, this evening. Moderator appointed the following Committee: Harry Holt, Fred Northup, Earl Thompson, John Franklin, and John Ken- erson.


Articl 4. On motion by John Franklin, voted that action on all articles in Warrant be postponed to an adjourned meeting to be held in Town Hall at 7:30 o'clock P. M. this evening, except Articles 1 and 4 which were acted upon this morning.


At 2 o'clock P. M. voted to commence to count ballots, 316 having been cast.


At 3:30 o'clock P. M. voted to close polls. Ballot box


indicated 316 ballots cast and 316 names of voters had been checked on voting list used. Ballot Clerks return- ed to Town Clerk, 504 unused ballots.

TOWN HALL, 7:30 P. M.


The adjourned meeting was called to order at 7:30 P. M. by Moderator Frank O. Patton, who called upon the Rev. J. Rex Shepler, to offer prayer. Town Clerk, Arthur W. Washburn, read the minutes of the morning meetings.


Article 2. Town Clerk read the results of the Ballot- ing.


Article 3. Unanmiously voted that the reports of the Selectmen, Treasurer. and Town Officers, be accepted.


Article 5. The Finance Committee recommended and it was voted that the Town accept the provisions of Chapter 81 of the General Laws and raise and appropri- ate the sum of $4,250.00 therefor. Motion by Edward Osterholm.

Article 6. Section 1. The Finance Committee recom- mended and it was voted that the sum of $26,856.00 be raised and appropriated for the support of schools for the current year. Motion by Charles H. Peasley.


Section 2. The Finance Committee recommended and it was voted that the sum of $884.09 be raised and appro- priated for the support of the Public Library for the current year. This amount includes the returns of dog taxes from the County amounting to $384.09. Motion by Fred W. Northup.


Section 3. The Finance Committee recommended and it was unanimously voted that the sum of $2,050.00 be raised and appropriated to be paid as follows: Town Clerk $150.00, Treasurer $250.00, Tax Collector $250.00, Selectmen $125.00 plus $25.00 for the chairman, Asses- sors $175,00 plus $25.00 for the clerk, School Committee $40.00 each, Water Commissioners $25.00 plus $25.00 for the secretary, Registrars $20.00 each, Auditor $50.00, Milk Inspector $50.00, Sealer of Weights and Measures $50.00. Motion by Edgar F. Berry.


Section 4. Voted unanimously that the sum of $3,- 150.00 be raised and appropriated for the Selectmen's Current and Incidental expenses. $2,500.00 for the Selectmen's account, $500.00 for the maintenance and upkeep of the Town Hall, and $150.00 for the Moth De- partment. Also voted that the meeting reconsider the vote previously taken and voted that $100.00 be added to the Current and Incidentals account of the Select- men to use if necessary in reference to Article 32. Motion by Arthur L. Crowley.


Section 5. The Finance Committee recommended and it was unanimously voted that the sum of $4,000.00 be raised and appropriated to carry on the Welfare Work for the current year. Motion by William H. Nash.


Section 6. The Finance Committee recommended and it was unanimously voted that the sum of $100.00 be raised and appropriated for Soldiers' Relief for the current year. Motion by William H. Nash.


Section 7. The Finance Committee recommended and it was unanimously voted that the sum of $2,500.00 be raised and appropriated for Highways and Bridges in center of Town for the current year. Motion by Archie L. Walden.

it was unanimously voted that the sum of $72.00 be raised and appropriated for State Aid for the current year. Motion by William H. Nash.


Section 9. The Finance Committee recommended and it was. unanimously voted that the sum of $150.00 be raised and appropriated for the Observance of Memorial Day. Voted that this amount should be turned over to the Finance Officer of the John Edward McNeill Post No. 217, of The American Legion. Motion by Fred W. Northup.


Section 10. Voted that Article 21 be taken up with this section of Article 6. Voted unanimously that the su mof $2,425.00 be raised and appropriated as recom- mended by the Finance Committee, $2,300.00 to be ap- propriated for the payment of interest on Temporary Loans and Maturing Debts for the current year, and $125.00 for interest on notes to be issued in payment of Hook and Ladder Truck to be purchased under Article 21. Motion by Edward Osterholm.


Section 11. The Finance Committee recommended and it was unanimously voted that the sum of $2,076.00 be raised and appropriated for the expenses of the Fire Department for the current year. Motion by Richard F. Barton.


Section 12. Voted that Article 20 be taken up with this section. The Finance Committee recommended and it was unanimously voted that the sum of $3,447.45 be raised and appropriated for Street Lights for the cur- rent year. Motion by Arthur L. Crowley.


Section 13. The Finance Committee recommended and it was unanimously voted that the sum of $4,250.00 be raised and appropriated for Water Pumping and Water Incidentals for the current year. Motion by Frank V. Henrich.


Section 14. Unanimously voted that the sum of $200 .- 00 be raised and appropriated for general sidewalks for the current year. Article 30 voted on with this section of Article 6. Motion by William H. Nash.


Section 15. The Finance Committee recommended and it was unanimously voted that the sum of $2,000.00 be raised and appropriated for the use of the Board of Health for the current year. Motion by William H. Nash.

Section 16. The Finance Committee recommended and it was unanimously voted that the sum of $2,550.00 be raised and appropriated for the Police Department, this to include street patrol for the current year. Motion by John W. Franklin.


Section 17. The Finance Committee recommended and it was unanimously voted that the sum of $250.00 be raised and appropriated for Forest Fires for the current year. Motion by Richard F. Barton.


Section 18. Unanimously voted that the sum of $250 .- 00 be raised and appropriated for the use of the Tree Warden for the current year. Motion by George H. Snell.


Section 19. The Finance Committee recommended and it was unanimously voted that the sum of $500.00 be raised and appropriated for the Removal of Snow for the current year. Motion by Archie L. Walden.


Section 20. The Finance Committee recommended and it was unanimously voted that the sum of $1,400.00 be raised and appropriated for two water bonds of $700 .- 00 each maturing September 1, 1930. Motion by Edward Osterholm.


Section . 21. The Finance Committee recommended and it was unanimously voted that the sum of $1,000.00 be raised and appropriated for Maturing Municipal Land Loan Note. Motion by Edward Osterholm.


Section 22. The Finance Committee recommended and it was unanimously voted that the sum of $1,000.00 be raised and appropriated for Maturing High School Addition Note. Motion by Charles H. Peasley.


Article 7. The Finance Committee recommended and it was unanimously voted that the Town have the Col- lector of Taxes, Treasurer. Town Clerk, and Secretary of the Water Commissioners bonded with a fidelity com- pany and raise and appropriate the sum of $150.00 to pay for same. Motion by Millard M. Rines.


Article 8. The Finance Committee recommended and it was unanimously voted that the Town authorize the Treasurer with the approval of the Selectmen, to bor- row money, and the following vote to be used: "That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial

year beginning January 1st, 1931, and to issue a note or notes therefor payable within one year and debt or debts incurred under this vote to be paid from the revenue of said financial year." Motion by Edward Osterholm.


Article 9. The Finance Committee recommended and it was unanimously voted that the sum of $250.00 be raised and appropriated to continue the Town Plat for the current year. Motion by William H. Nash.


Article 10. The Finance Committee recommended and it was unanimously voted that the sum of $1,000.00 be raised and appropriated for permanent sidewalks, same to be built under the Betterment Act. Voted that same should be left in the hands of the Selectmen as to where same should be spent. Motion by Frank E. Whit- ing.
